In modern Chinese politics, a Deputy Party Committee Secretary (simplified Chinese :党委副书记; traditional Chinese :黨委副書記; pinyin :dǎngwěi fùshūjì; also translated as Deputy Party Secretary, deputy party chief, vice party chief) serves as the lieutenant to the Chinese Communist Party Committee Secretary, and thus the deputy leader of the party committee, ranked immediately after the party chief. The term is also use for leadership positions of Communist Party organizations in state-owned enterprises, private companies, foreign-owned companies, universities, hospitals, as well as other institutions of the state. In most administrative jurisdictions, there are two deputy party chiefs. The first-ranked deputy party chief is also the head of government of that jurisdiction. The second-ranked deputy party chief assists the party chief primarily in party affairs. [3]
For example, in a province, the party chief is in charge of the overall work of the party committee, and in practice also determines the broad direction of government policy. However, the policies are then implemented and carried out by the provincial governor through specific measures, and it is the governor's job to oversee the details of the implementation. The governor is always concurrently the first-ranked Deputy Party Secretary. The second-ranked Deputy Secretary is also called zhuanzhi fushuji (专职副书记; lit., "full time deputy secretary") or, more rarely changwu fushuji (常务副书记; i.e., "executive deputy secretary"). [3]
The zhuanzhi deputy party chief is mainly in charge of party affairs; that is, keeping the party organization in line, spearheading party initiatives such as education campaigns and ideological indoctrination campaigns, and overseeing the work of the Party School in their area of jurisdiction. For example, since the 1990s, a provincial deputy party chief is almost always concurrently the head of the provincial Party School.
The zhuanzhi deputy party chief is an office that carries significant weight. Although administratively, they are half a level below the party chief and head of government (for example, a deputy provincial party chief is ranked at the sub-provincial level), they generally are seen as likely candidates to ascend to the position of head of government (and potentially, ascend even higher to party chief). Examples of this include Zhejiang governor Li Qiang, and Gansu governor Liu Weiping.
In the party centre, the position analogous to the deputy party chief is the executive secretary of the Secretariat of the Chinese Communist Party.
Other communist states may also have deputy party chiefs, but their organization may vary from the Chinese model.
A Party Committee Secretary is the leader of the Chinese Communist Party (CCP) organization in a province, city, village, or other administrative unit. In most cases, it is the de facto highest political office of its area of jurisdiction. The term can also be used for the leadership position of CCP organizations in state-owned enterprises, private companies, foreign-owned companies, universities, research institutes, hospitals, as well as other institutions of the state.
Wang Sanyun is a former Chinese politician. He began his political career in Guizhou province, before serving in Sichuan, Fujian, and Anhui provinces. He served as Anhui governor between 2007 and 2011, and was transferred to Gansu to serve as Communist Party Secretary between 2011 and 2017. Shortly after leaving office, he was put under investigation for violating party discipline by the Central Commission for Discipline Inspection.
Chen Xi is a Chinese politician currently serving as the president of the Central Party School. Between 2017 and 2022, Chen was a member of the Politburo of the Chinese Communist Party and a secretary of the Secretariat of the Chinese Communist Party, serving as the head of the party's Organization Department. A graduate from Tsinghua University, Chen served as the party secretary of the institution from 2002 to 2008. Thereafter he served as a vice-minister of education and vice chairman of the China Association for Science and Technology.
Wei Hong is a Chinese politician who served as the Governor of Sichuan province between 2013 and 2016. Prior to his assuming the post of governor, he served as vice governor and head of the party Organization Department in Sichuan province. He resigned as governor in 2016 following a party investigation into his conduct.
Zhao Kezhi is a Chinese retired politician who served as a State Councilor of the People’s Republic of China and as the Minister and Party Committee Secretary of the Ministry of Public Security, with the top police officer rank of Police Commissioner General. He is the former Communist Party Secretary of Hebei and Guizhou provinces, and the former Governor of Guizhou province. He had also previously served as a vice governor of Shandong and Jiangsu provinces.
Members of the standing committees of the Chinese Communist Party provincial-level committees, commonly referred to as Shengwei Changwei, make up the top ranks of the provincial-level organizations of the Chinese Communist Party (CCP). In theory, the Standing Committee of a Party Committee manages the day-to-day party affairs of a provincial party organization, and are selected from the members of the provincial-level Party Committee at large. In practice, Shengwei Changwei is a position with significant political power, and their appointments are essentially directed by the central leadership through the Organization Department of the Chinese Communist Party.
Lü Xiwen is a Chinese politician who served as the Deputy Communist Party Secretary of Beijing between 2013 and 2015, and prior to that, the head of the Organization Department of the Beijing Party Committee. She was investigated for corruption in 2015, and later expelled from the Communist Party.
Yu Yuanhui is a Chinese politician of ethnic Yao heritage who spent most of his career in Southwest China's Guangxi Zhuang Autonomous Region. Until 2015, he served as the Communist Party Secretary of Nanning, capital of Guangxi, and was a Standing Committee member of the regional party organization. In May 2015, he was put under investigation by the Chinese Communist Party's anti-corruption agency. An alternate member of the Central Committee from 2007 until his downfall, Yu was duly expelled from the party and lost his Central Committee seat in 2015 and was sentenced to 11 years in jail.
Shi Taifeng is a Chinese politician currently serving as the head of the United Front Work Department (UFWD) of the Central Committee of the Chinese Communist Party (CCP) and the first-ranking vice chairperson of the Chinese People's Political Consultative Conference (CPPCC). He is additionally a member of the CCP Politburo and a secretary of the CCP Secretariat.
Hu Heping is a Chinese politician and the current executive deputy head of the Publicity Department of the Chinese Communist Party (CCP) and the Minister of Culture and Tourism. Previously, he served as the governor and party chief of Shaanxi province, Communist Party Secretary of Tsinghua University.
Zhao Yide is a Chinese politician and the current Party Secretary of Shaanxi, and was previously the Governor of Shaanxi. Earlier in his career, he served as the Party Secretary of Hangzhou, and the Secretary-General of the Zhejiang Party Committee.
Li Ganjie is a Chinese politician serving as the head of the Organization Department of the Chinese Communist Party (CCP). He is a member of the 20th Politburo of the Chinese Communist Party and a secretary of the 20th Secretariat of the Chinese Communist Party. He has previously served as head of the National Nuclear Safety Administration, deputy party secretary of Hebei, the Minister of Ecology and Environment from 2017 to 2020, and the Communist Party Secretary of Shandong from 2021 to 2022.
Hu Changsheng is a Chinese politician currently serving as Communist Party Secretary of Gansu and Chairman of the People's Congress of Gansu Province. He joined the Chinese Communist Party (CCP) in January 1986, and entered the workforce in July of that same year. He is an alternate member of the 19th CCP Central Committee.
Hu Henghua is a Chinese politician currently serving as deputy party secretary and mayor of Chongqing. He is an alternate member of the 19th Central Committee of the Chinese Communist Party. He was a representative of the 17th and 18th National Congress of the Chinese Communist Party and a deputy to the 12th National People's Congress.
Sun Wei is a Chinese politician who is the current party branch secretary of the Hubei Provincial Committee of the Chinese People's Political Consultative Conference. Previously he served as deputy party secretary of Gansu, and before that, executive vice governor of Shandong. He was a delegate to the 11th and 12th National People's Congress. He was a representative of the 18th National Congress of the Chinese Communist Party and is a representative of the 19th National Congress of the Chinese Communist Party.
Wu Xiaojun is a Chinese politician and the current governor of Qinghai, in office since 2022.
Pei Jinjia is a Chinese politician and the current minister of veterans affairs, in office since June 2022.
The 20th Central Committee of the Chinese Communist Party , officially the Central Committee of the 20th National Congress of the Communist Party of China, comprises 205 members and 171 alternates. It was elected at the 20th National Congress on 22 October 2022, and its electoral term lasts until the election of the 21st Central Committee at the 21st National Congress, which is planned for 2027. The Central Committee, as the Party's highest decision-making body in the given period, is not a permanent body and convenes for an unspecified amount of times. In between sessions of the 20th CC, its powers and responsibilities are delegated to the Politburo, the Politburo Standing Committee and the Central Military Commission (CMC). At its 1st Plenary Session on 22 October, the CC elected the Politburo, Politburo Standing Committee and the CMC. It also endorsed the Politburo Standing Committee's nominees for members of the Secretariat, approved of the composition 20th Central Commission for Discipline Inspection (CCDI) and its Standing Committee and approved the elections of the CCDI secretary and CCDI deputy secretaries.
Hu Yuting is a Chinese executive and politician, currently serving as the governor of Jilin province. He was the former party secretary of Dalian and deputy party secretary of Liaoning from 2021 to 2023.
Huang Jianfa is a Chinese politician, currently serving as a deputy head of the Organization Department of the Chinese Communist Party. He served as deputy party secretary of Zhejiang and secretary of the Political and Legal Affairs Commission of the CCP Zhejiang Provincial Committee.
