The Science and Technology Commission of the Central Military Commission [1] is a one institution, two names organ, a Theater Deputy-grade unit, and a first-level functional agency of China's CMC in charge of providing guidance and direction to all forms of research and development related to defense science and technology. It is located in Beijing. [2]
In July 1982, the CMC merged the Science, Technology and Equipment Commission of the Central Military Commission of China, the National Defense Science and Technology Commission of the Chinese People's Liberation Army, and the National Defense Industry Office of the State Council to form the Commission of Science, Technology and Industry for National Defense of the People's Liberation Army, as the leading agency for the centralized management of national defense science and technology and national defense industry under the dual control of the Central Military Commission and the State Council.
The first leadership team consisted of five people: Director Zhang Zhenhuan (former deputy director of the Science and Technology Commission for National Defense), deputy director Qian Xuesen (former deputy director of the Science and Technology Commission for National Defense), Zhu Guangya (former deputy director of the Science and Technology Commission for National Defense), Song Jian (concurrently, Deputy Minister of Aerospace Industry), Ye Zhengda (former deputy director of the National Defense Industry Office) [3] .
In April 1998, the Central Military Commission decided to establish the General Armament Department of the Chinese People's Liberation Army. The General Armament Department retained the Science and Technology Committee, the technical command and leadership body of the former Commission of Science, Technology and Industry for National Defense, and made it into the Science and Technology Committee of the General Armament Department of the People's Liberation Army. The first leadership team of the Science and Technology Committee of the General Armament Department consisted of four people: Director Zhu Guangya, Deputy Director Guo Guirong, Li Fengzhou, and Li Hengxing (Commander of the 26th Base) [3]
In January 2016, as part of the 2015 reform, the Science and Technology Committee of the General Armament Department of the Chinese People's Liberation Army was abolished and the Science and Technology Commission of the Central Military Commission was organized.
The STCCMC is at the leading edge of the effort for "Civil-Military fusion" as proclaimed in 2019. According to the National Defense White Paper 2019 [4] , the main duties of the Science and Technology Commission are administering the national defense science and technology strategy, leading cutting-edge technological innovation in an organized manner, and promoting the development of military-civil fusion for science and technology. Compared to the traditional system of military R&D used by the GAD, the Science and Technology Commission appears to be promoting weapons development using existing cutting-edge technologies, while cooperating with the Equipment Development Department of the Central Military Commission to militarize new technologies. The Central Military Commission (CMC) is the highest national defense organization in the People's Republic of China, which heads the People's Liberation Army (PLA), the People's Armed Police (PAP), and the Militia of China.
The National Defense University (中国人民解放军国防大学) is a national public collegiate military university headquartered in Haidian, Beijing, China, with constituent and affiliated military academies nationwide. Established in 1985 by a military order of Deng Xiaoping, the university is under the "institutional leadership" of the Central Military Commission. The university is the highest military education institution of China.
Li Jinai is a general in the People's Liberation Army.
The General Political Department of the People's Liberation Army was the former chief political organ under the Central Military Commission of Chinese Communist Party. It led all political activities in the People's Liberation Army.
People's Liberation Army General Armaments Department was in charge of equipping and arming the People's Liberation Army of China, as well as overseeing and improving military technology. The National University of Defense Technology is a national public research university headquartered in Kaifu, Changsha, Hunan, China. It is affiliated with the Central Military Commission. The university is part of Project 211, Project 985, and the Double First-Class Construction. With the predecessor founded in 1953 as the People's Liberation Army Military Academy of Engineering (中国人民解放军军事工程学院) in Harbin, the institution was officially established in 1978 in Changsha by Deng Xiaoping.
The National Defense Mobilization Commission is an organization simultaneously under the State Council of the People's Republic of China and the Central Military Commission responsible for coordinating decisions concerning military affairs, strategic plans and defense mobilization. It is responsible for bringing together civic resources in the event of a war, and coordinating these efforts with military operations. The commission is usually chaired by the Premier of the People's Republic of China. It was established by the "National Defense Mobilization Law" in November 1994.
The Ministry of National Defense of the People's Republic of China, or the "National Defense Ministry" for short, is the second-ranked constituent department under the State Council. It is headed by the Minister of National Defense.

The current director is Lt. Gen. Zhang Lin.
The Equipment Development Department of the Central Military Commission is a major unit of deputy theater grade under the Central Military Commission of the People's Republic of China. It was founded on January 11, 2016, under Xi Jinping's military reforms. The department mission is to coordinate, oversee, and foster the development and acquisition of military technology. Gen. Zhang Youxia served as the first director. The current director is Xu Xueqiang. It also registers the patents related to military technology. The Manned Flight Office is also hosted there, meaning that the Department plays a critical role in the Chinese space program.
The National Defense Mobilization Department of the Central Military Commission is a chief organ under the Central Military Commission of the People's Republic of China with a Deputy Theater Grade Command. Like the CMC, it is a "one institution, two names" entity, that combines both party and state functions.
