Rajesh Khullar (born 31 August 1963) is an Indian bureaucrat and Chief Principal Secretary to Chief Minister,Haryana. [1] Previously,he served as Executive Director at the World Bank Group representing India,Bangladesh,Bhutan,and Sri Lanka. [2] [3] [4] Khullar is a retired 1988 batch Indian Administrative Service (IAS) officer.
Khullar was born on 31 August 1963 in Ambala Cantonment,India,where his father was detailed as an officer of the Indian Army. He earned his bachelor's degree from Kurukshetra University at the age of 17. He then received a Master of Science (MSc) degree in Physics with a gold medal from Panjab University. Khullar was pursuing a Master of Technology (MTech) degree at Indian Institute of Technology (IIT) Delhi when he joined the Indian Police Service (IPS) with Maharashtra cadre in 1987. While training at National Police Academy,Hyderabad,he joined the Indian Administrative Service (IAS) with Haryana cadre in 1988. Khullar also holds a Master of Public Administration degree from GRIPS,Tokyo,Japan and an Executive Development Program diploma from Harvard Kennedy School. As a career bureaucrat,Khullar has served in various capacities in both Government of India and Government of Haryana. These include Joint Secretary (Department of Economic Affairs,Ministry of Finance), [7] [8] Home Secretary (Haryana), [9] Municipal Commissioner (Gurgaon and Faridabad) [10] [11] [12] [13] and District Magistrate (Sonipat and Rohtak) among others. [14]
In February 2011,Khullar was appointed Joint Secretary,Department of Economic Affairs,Ministry of Finance. [15] [16] [17] He helped formulate India’s Public Private Partnership and Land Monetization policies,developed the structure of India's infrastructure debt funds,and signed key bilateral agreements as Joint Secretary. [18] [19] [20] Khullar demitted office in February 2015 following his repatriation to state cadre at the request of the newly formed Haryana government. [2] [21] [22] [23] [24]
In November 2015,Khullar was appointed Principal Secretary to Chief Minister,Haryana. [3] [25] [26] [27] He also served as the Chairman of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and Haryana Financial Corporation. [4] [28] [29] In Haryana,Khullar inspired farmers to conserve water,promoted the use of digital governance tools,and designed schemes to curb female foeticide. [30] [31] He demitted office in October 2020 upon his appointment as Executive Director at the World Bank Group by the Appointments Committee of the Cabinet (ACC),chaired by the Prime Minister of India. In September 2020,Khullar was appointed Executive Director at the World Bank Group. [33] He chaired the World Bank Group's Committee on Development Effectiveness (CODE) and was a member of the Global Environment Facility council,where he represented Nepal and Maldives in addition to India,Bangladesh,Bhutan and Sri Lanka. [34] [35] As Executive Director,Khullar instituted a new policy for the Compliance Advisor Ombudsman to strengthen environmental and social accountability for the International Finance Corporation and Multilateral Investment Guarantee Agency. [36] He also led a group of 29 countries to pledge $5.3 billion for the Global Environmental Facility to tackle climate change and biodiversity loss. [37] He was recalled to India in March 2023,six months before the end of his term,in preparation for the parliamentary and state elections in 2024. [38] [39] [40]
In 2009,Khullar was conferred an Award of Excellence under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for creating India's first social safety umbrella which included savings accounts,insurance,public conveniences and night shelters. [41]
In 2011,Khullar was recognized for developing Aravali Biodiversity Park,Gurgaon,which was declared India’s first OECM (Other Effective Conservation Measures) site in February 2022. [42] [43] [44] [45]
In 2019,Khullar was named in Asia Post’s list of top officers in India along with Ajay Kumar Bhalla,Home Secretary (India) and Ajay Kumar,former Defence Secretary (India) who "have created new benchmarks of performance in public service." [46]
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. The IAS is one of the three All India Services along with the Indian Police Service and Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government establishments such as constitutional bodies,staff and line agencies,auxiliary bodies,public sector undertakings,regulatory bodies,statutory bodies and autonomous bodies.

NH 248-BB,commonly known as Dwarka Expressway is a 27.6 km (17.1 mi) long,under construction,8-lane (elevated) and 8-lane,total 16-lane elevated grade separated expressway connecting Dwarka in Delhi to Kherki Daula Toll Plaza,Gurgaon in Haryana. The expressway takes off from km 20 milestone of NH 48 at Shiv Murti in Mahipalpur in Delhi and terminate at km 40 of NH 48 near Kherki Daula Toll Plaza in Gurgaon in Haryana. The Dwarka Expressway has been planned as an alternate road link between Delhi and Gurgaon,and is expected to ease the traffic situation on the Delhi–Gurgaon Expressway.

Ashok Khemka is an Indian civil service bureaucrat. He is an Indian Administrative Service (IAS) officer from the 1991. He is best known for canceling the mutation of an illegal land deal in Gurgaon involving Sonia Gandhi's son-in-law,Robert Vadra's. As of January 2023,he has been transferred 55 times in 30 years by state governments after exposing corruption in the departments he was posted in. He is a whistleblower of several scams that took place under Bhupinder Hooda's regime,including the Robert Vadra DLF land grab scam,Sonepat-Kharkhoda IMT land scam,and Garhi Sampla Uddar Gagan land scam. Ashok Khemka is Haryana's second-most transferred bureaucrat after another retired IAS officer,Pradeep Kasni,who was transferred 71 times in 35 years.
Nripendra Misra is an Indian bureaucrat and civil servant. An Indian Administrative Service (IAS) officer of the 1967 batch from the Uttar Pradesh cadre,he served as the Principal Secretary to the Prime Minister of India,Narendra Modi from 2014 to 2019. He earlier served as the chairperson of the Telecom Regulatory Authority of India,as the Telecom Secretary of India and the Fertilizers Secretary of India. He was awarded India's third highest civilian award the Padma Bhushan in 2021. His son Saket Misra is a nominated Member of Legislative Council in Government of Uttar Pradesh since April 2023.
Hasmukh Adhia,IAS is an Indian Banker and a retired civil servant. He is one of the key persons behind the architecture and roll-out of the Goods and Services Tax &Demonetization scheme announced in 2016. The Chief Secretary is the ex-officio head of the state Civil Services Board,the State Secretariat,the state cadre Indian Administrative Service and all civil services under the rules of business of the state government. The Chief Secretary acts as the principal advisor to the chief minister on all matters of state administration.
Delhi–Alwar Regional Rapid Transit System is a 164 km long under-construction semi-high speed rail corridor connecting Delhi,Gurgaon,Rewari and Alwar. It is one of the three RapidX corridors planned under Phase-1 of the Rapid Rail Transport System of the National Capital Region Transport Corporation (NCRTC). With maximum speed of 160 km/h and average speed of 105 km/h,the distance between Delhi and Alwar will be covered in 104 minutes. The project is expected to cost ₹37,000 crores.

The Delhi–Mumbai Expressway is a 1,350 km long,8-lane wide under-construction access-controlled expressway connecting India's national capital New Delhi to its financial capital Mumbai. The foundation stone for the project was laid by union minister Nitin Gadkari in the presence of Sushma Swaraj and Arun Jaitley on 8 March 2019 and is inaugurated by PM Modi. The total project value including the land acquisition cost is around ₹1,00,000 crores .
Haryana Lokayukta is the Parliamentary Ombudsman for the state of Haryana (India). It is a high level statutory functionary, created to address grievances of the public against ministers,legislators,administration and public servants in issues related to misuse of power,mal-administration and corruption. It was first formed under the Haryana Lokayukta and Deputy Lokayukta Act-2002,and approved by the president of India. The passage of Lokpal and Lokayukta's Act,2013 in Parliament had become law from January 16,2014 and requires each state to appoint its Lokayukta within a year. A bench of Lokayukta should consist of judicial and non-judicial members. An Upa-Lokayukta is a deputy to Lokayukta and assists him in his work and acts in-charge Lokayukta in case the position fells vacant before time.
