The third legislative assembly election to the Madras state (presently Tamil Nadu) was held on 21 February 1962. The Indian National Congress party, led by K. Kamaraj, won the election. Dravida Munnetra Kazhagam made significant in-roads in the election and emerged as the second party for the first time by winning 50 seats. 1962 Election remains the most recent election in which Indian National Congress to form a majority Government in the State as its support was heavily declined due to rise of Dravidian political parties.

Constituencies

Two member constituencies were abolished in 1961 by the Two-Member Constituencies(Abolition) Act, 1961. 38 two member constituencies were abolished and an equal number of single member constituencies were established and reserved for Scheduled Caste and Scheduled Tribe candidates. The total number of constituencies remained at 206. [2]

Background

Dravida Munnetra Kazhagam was emerging as a major challenger to Indian National Congress party in Tamil Nadu. However, its popularity was limited to the urban areas surrounding Madras and North and South Arcot districts. It had lacked a major support base in rural central and southern Tamil Nadu, a strong base of the Congress party. It won three city elections of the five largest cities, Madras, Madurai, Tiruchirappalli, Salem and Coimbatore in Madras state in alliance with the Communist Party of India in 1959 capitalising on its powerful urban base.[ citation needed ]

While trying to clarify DMK's position on "Northern domination", Annadurai said his party only meant that the existing Central Government was holding extraordinary powers over the States and his party only seeks to change this by "amendment of the Constitution through Constitutional methods". Infuriated by the softening of DMK's position, E. V. K. Sampath condemned what he called Annadurai's "dictatorship". [3]

Parties and issues

Indian National Congress contested the election alone. Periyar E. V. Ramasamy supported Congress headed by K. Kamaraj. He said

I am old and may not live much longer. After I am gone, Kamaraj will safeguard the interests of the Tamils. He is my heir. Ultimately, Kamaraj is the one who matters—not others, candidates, or even voters who are unfit to judge what is right and good for them! Trust me, vote Congress, and you will be well. If you don't, the cunning Rajaji, riding the DMK horse, will trample you all without mercy.

Kamaraj fully made use of the popularity of E. V. Ramaswamy and identified himself with Tamil Nationalist aspirations. In February 1962, he introduced a bill Changing the name of Madras to Tamil Nadu for communications within the state and advocated to establish Madurai as the capital city of Madras. [3]

As the 1962 election approached, the two wings of Dravida Munnetra Kazhagam further polarised over the issue of electoral alliance. E. V. K. Sampath favoured alliance with Communist Party of India and Annadurai favoured alliance with the newly formed C. Rajagopalachari's Swatantra Party. Rajaji, the Chief Minister of Madras State between 1952 and 1954 had been a declared enemy of DMK and now he sought alliance with DMK. He said that the

Congress party is more communal than parties which are openly communal.

In 1961, Sampath left DMK to form his own party Tamil Nationalist Party with an objective and goal to establish an "autonomous Tamil State". [4] Annadurai's idea to include Swatantra Party in the electoral alliance was not totally welcome in the DMK party and despite Rajaji's opposition DMK aligned with the Communist Party of India. It also formed coalition with Muthuramalinga Thevar's Forward Bloc and Mohammad Ismail's Muslim League. [3] [4]

Support from Tamil film industry

M. G. Ramachandran actively campaigned for Dravida Munnetra Kazhagam. S. S. Rajendran, one of the popular actors contested and won from Theni Constituency. Shivaji Ganesan extended his support & actively campaigned to Congress Party. Congress party made a movie Vakkurimai by popular film actors which was played all across Tamil Nadu. [3] [4]

Conjeevaram Natarajan Annadurai, popularly known as Anna, also known as Perarignar Anna, was an Indian politician who served as the fourth and last Chief Minister of Madras State from 1967 until 1969 and first Chief Minister of Tamil Nadu for 20 days before his death. He was the first member of a Dravidian party to hold either post.

The Congress Reform Committee (CRC) was formed by a group of dissidents that left the Indian National Congress in the Madras State. The CRC was led by C. Rajagopalachari, who had been defeated by Kamaraj in the inner-party disputes over leadership of the Congress in Tamil Nadu. CRC was formed just one month before the 1957 elections to the Lok Sabha and the Madras state legislative assembly.

Dravida Nadu was the name of a proposed sovereign state demanded by the Justice Party led by the founder of the self-respect movement, E.V. Ramasamy Periyar, and the Dravida Munnetra Kazhagam (DMK) led by C. N. Annadurai for the speakers of the Dravidian languages in South India.

Politics of Tamil Nadu is the politics related to the Indian state of Tamil Nadu.

Dravidian parties include an array of regional political parties in the state of Tamil Nadu, India, which trace their origins and ideologies either directly or indirectly to the Justice Party and the Dravidian movement of C. Natesanar and Periyar E. V. Ramasamy. The Dravidian movement was based on the linguistic divide in India, where most of the Northern Indian, Eastern Indian and Western Indian languages are classified as Indo-Aryan, whereas the South Indian languages are classified as Dravidian. Dravidian politics has developed by associating itself to the Dravidian community. The original goal of Dravidian politics was to achieve social equality, but it later championed the cause of ending the domination of North India over the politics and economy of the South Indian province known as Madras Presidency.

Erode Venkatappa Krishnasamy Sampath, usually referred to as E. V. K. Sampath was a prominent politician from Tamil Nadu, India. He was an advocate of the Dravidian Movement of Periyar E. V. Ramasamy and was considered by some as his political heir. He later split from Periyar's Dravidar Kazhagam to form Dravida Munnetra Kazhagam (DMK) along with C. N. Annadurai. In spite of being one of the founders of DMK he later left and formed his own party, by the name, Tamil National Party. Nevertheless, he later merged his party with the Indian National Congress. He is a former Member of Parliament from the constituency of Namakkal.

Dravidian parties rose to power and prominence in the political stage of Tamil Nadu, a state in India, in the 1960s. The rise in power and political support was gradual until Dravida Munnetra Kazhagam (DMK), a Dravidian party, formed the government in the state in 1967. Although since the 1970s the Dravidian parties have met with many break-aways and have taken rival stances against each other, the seat of power in Tamil Nadu has been with one or another Dravidian party. The increase in popularity of the Dravidian parties in the 1960s is attributed to several factors, including the fall of popularity of the Congress Government in the centre and the north–south disparity, as claimed by the Dravidian politics. The series of events climaxed with anti-Hindi agitation which led to the downfall of popularity of the then Indian National Congress government in the state and the eventual rise of Dravidian parties to power.

Tamil National Party was a short-lived political party formed in 1961 in Tamil Nadu, India. The party finds its roots with the split in Dravidar Kazhagam after which Dravida Munnetra Kazhagam (DMK) was formed. E. V. K. Sampath, a founding member of the Dravida Munnetra Kazhagam, left the party following differences with the party leadership. The differences arose due to the DMK's stance on achieving an independent nation called Dravida Nadu. Nevertheless, within years the Tamil National Party was merged with Indian National Congress.

The sixth legislative assembly election of Tamil Nadu was held on 10 June 1977. All India Anna Dravida Munnetra Kazhagam (AIADMK) won the election defeating its rival Dravida Munnetra Kazhagam (DMK). M. G. Ramachandran, the AIADMK founder and a leading Tamil film actor, was sworn in as Chief Minister for the first time. The election was a four-cornered contest between the AIADMK, DMK, the Indian National Congress (INC) and the Janata Party.

The fifth legislative assembly election of Tamil Nadu was held in March 1971. Dravida Munnetra Kazhagam was re-elected, after its first victory under the leadership of C N Annadurai in 1967. This was the first time M. Karunanidhi, contested as the leader of DMK party won the election, since he assumed Chief Ministership for the first time, after the death of C N Annadurai. Karunanidhi had emerged successfully in the leadership crisis (having supported by M. G. Ramachandran, against Nedunchezhiyan, which ensued after the death of C. N. Annadurai. The main opposition party in the election was Indian National Congress led by K. Kamaraj, whereas the Indian National Congress faction aligned with Dravida Munnetra Kazhagam. This was the first instance in which the National ruling party which was bent into a coalition where the state party would take all seats for state legislature in exchange for half seats for lok sabha in the state.

The fourth legislative assembly election of Madras State was held in February 1967. The Dravida Munnetra Kazhagam (DMK) led coalition under the leadership of C.N. Annadurai won the election defeating the Indian National Congress (Congress). Anti-Hindi agitations, the rising prices of essential commodities, and a shortage of rice were the dominant issues. K. Kamaraj's resignation as the Chief Minister in 1963, to concentrate on party affairs, along with persistent rumors of corruption had weakened the incumbent Congress Government. This was the second time after Communist Party of India winning Kerala assembly elections in 1957, for a non-Congress party to gain the majority in a state in India, and the last time that Congress held power in Tamil Nadu. It was the first time a party or pre-election alliance formed a non-Congress government with an absolute majority. It marked the beginning of Dravidian dominance in the politics of Tamil Nadu. Annadurai, who became the first non-Congress chief minister of post-independence Tamil Nadu, died in office in 1969 and V.R. Nedunchezhiyan took over as acting chief minister.

The first legislative assembly Election to the Madras state based on universal adult suffrage was held in 27 March 1952. This was the first election held in Madras state after the Indian Independence. This election was officially known as the 1951 Madras State Election, even though through delays, actual voting didn't take place until early 1952.

The second legislative assembly election to the Madras state was held on 31 March 1957. This was the first election held after the linguistic reorganisation of Madras State in 1956. Indian National Congress and its leader, K. Kamaraj won the election and defeated their rival, Dravida Munnetra Kazhagam. In 1954, due to the resignation of C. Rajagopalachari, for his controversial Kula Kalvi Thittam, the leadership of Congress was contested between K. Kamaraj, and C. Subramaniam. Eventually, K. Kamaraj, won the support of the party, was elected leader and chief minister of Madras State in 1954. In a surprise move, he appointed both M. Bhaktavatsalam and C. Subramaniam, to his cabinet, allowing great unity amongst the Congress that ruled the state of Madras, for the next decade. This election saw future DMK leaders M. Karunanidhi and K. Anbazhagan win their first MLA seats in the legislative assembly.

The 1967 Indian general election polls in Tamil Nadu were held for 39 seats in the state. The result was a huge victory for Dravida Munnetra Kazhagam, led by C.N. Annadurai and its ally Swatantra Party, led by C. Rajagopalachari. Madras was the first and one of few states, where a non-Congress Party won more seats than Congress in a state. A huge wave of anti-incumbency against the Congress was present in Madras, 1967, which led to the defeat of the popular leader K. Kamaraj and his party in both the state and national elections, won by DMK and its allies. After this election, the DMK supported the Congress party under Indira Gandhi.

S. Natarajan Udayar was an Indian politician and 3 time DMK MLA from Thanjavur Constituency. A close friend and supporter of Periyar E.V. Ramaswamy, he was an early member of Dravidar Kazhagam. His association with Aringar C N Annadurai made him part ways with E.V.R. politically and join Dravida Munnetra Kazhagam (DMK) as one of the earliest and founding members of DMK.

S. Madhavan was an Indian politician and former Member of the Legislative Assembly of Tamil Nadu. He was elected to join the Tamil Nadu legislative assembly as a Dravida Munnetra Kazhagam candidate from the Thirukoshtiyur constituency in the 1962 election, from the Tiruppattur constituency in 1967 and 1971, and as an Anna Dravida Munnetra Kazhagam candidate in 1984 election.

Sathyavani Muthu was an Indian politician and influential leader from Chennai, Tamil Nadu. She was a Member of the Legislative Assembly of Tamil Nadu, Rajya Sabha member and Union Minister. She began her political career as a member of Dravida Munnetra Kazhagam, began her own party, Thazhthapattor Munnetra Kazhagam and later joined the Anna Dravida Munnetra Kazhagam. In late 1990s, she again joined in DMK.

The fifth legislative assembly election of Tamil Nadu was held in March 1971. Dravida Munnetra Kazhagam was re-elected, after its first victory under the leadership of C N Annadurai in 1967. This was the last election that had only 2 major parties in Tamilnadu. After the election, MGR was slowly cornered out of DMK, and finally he formed AIADMK, which has since then been the close equal of DMK.

The DMK-led Alliance is an Indian regional political party alliance in the state of Tamil Nadu and the union territory of Puducherry led by the Dravidian party Dravida Munnetra Kazhagam founded by the former chief minister of Tamil Nadu C. N. Annadurai in 1967.
