The World Group was the highest level of Davis Cup competition in 1989. [1] The first-round losers went into the Davis Cup World Group qualifying round, and the winners progressed to the quarterfinals and were guaranteed a World Group spot for 1990.
West Germany won the title for a second consecutive year, defeating Sweden in the final, 3–2. The final was held at the Schleyer-Halle in Stuttgart, West Germany, on 15–17 December. [2] It was the West Germany team's 2nd Davis Cup title overall.

The Germany Davis Cup team represents Germany in Davis Cup tennis competition and are governed by the German Tennis Federation. As East Germany never participated in the Davis Cup, and the Deutscher Tennisbund remained the same organization throughout the century, the West German Davis Cup team is included in this article.
The Europe Zone was one of the three regional zones of the 1974 Davis Cup.

The original 16 teams to compete were chosen through the previous year's results, with teams that reached the 1980 Zonal semifinals chosen to compete in the inaugural bracket. The first-round losers would play in the Davis Cup World Group Relegation Play-offs, with the four losers relegated to their respective Zonal competitions the following year and replaced by the four winners of the current year's Zonal competitions.
