3,459 seats in municipal-level councils were contested by candidates running as independents.
Elections in South Korea are held on a national level to select the President and the National Assembly. Local elections are held every four years to elect governors, metropolitan mayors, municipal mayors, and provincial and municipal legislatures.
Elections in North Korea are held every four-to-five years for the Supreme People's Assembly (SPA), the country's national legislature, and every four years for Local People's Assemblies. Critics argue that North Korean elections lack competition and allow the government to claim legitimacy. According to official reports, turnout is near 100%, and approval of the ruling party's candidates is unanimous.
The 2002 United Kingdom local elections were held on Thursday 2 May 2002. All London borough council seats were elected as well a third of the seats on each of the Metropolitan Boroughs. Many unitary Authorities and District councils also had elections. There were no local elections in Scotland, Wales or Northern Ireland. This was the last time that Labour was the majority in local government until 2023.

Lewisham London Borough Council is the local authority for the London Borough of Lewisham, in London, United Kingdom. Elections are held every four years using a plurality bloc vote electoral system for the councillors and the supplementary vote electoral system for the elected mayor.
The 2006 Camden Council election took place on 4 May 2006 to elect members of Camden London Borough Council in London, England. The whole council was up for election and the Labour Party lost overall control of the council to no overall control.
The 2003 Gateshead Borough Council election was held on 1 May 2003 to elect members of Gateshead Council in Tyne and Wear, England. One third of the council was up for election and the Labour Party kept overall control of the council.
The Leeds City Council election took place on 2 May 2002 to elect members of City of Leeds Metropolitan Borough Council in West Yorkshire, England. Prior to the election, there had been several by-elections held with no change to the council composition. One third of the council was up for election and the Labour party stayed in overall control of the council.
Elections to Burnley Borough Council in Lancashire, England were held on 2 May 2002. Due to a reorganisation, most of the electoral wards had boundary changes and some were replaced, only Lanehead and Briercliffe wards where unaffected. Also the number of seats was reduced to 45, resulting that the entire council was up for election. In each ward, voters where required to elect 3 councillors, with first place receiving a full 4-year term, second receiving 2 years and third, a single year. The Labour party retained control of the council.

The British National Party won the popular vote and gained the most seats, although the Labour party retained overall control of the council.

The National Election Commission is independent constitutional institution in South Korea, established to manage free and fair elections, national referendums and other administrative affairs concerning political parties and funds. The agency was established in accordance with Article 114 of the Constitution of South Korea. The NEC has equal status as highest constitutional institution as National Assembly, the Executive Ministries, the Supreme Court and the Constitutional Court. This highly independent status of NEC reflects national will to overcome past histories such as election rigging of South Korea in 1960.

The 2002 Walsall Metropolitan Borough Council election took place on 2 May 2002 to elect members of Walsall Metropolitan Borough Council in the West Midlands, England. One third of the council was up for election and the council stayed under no overall control.
The 4th Local Elections were held in South Korea on 31 May 2006. It was the first local elections in South Korea to have political parties nominating candidates for Municipal Councillors. The ruling Uri Party proved its declining popularity since the 2004 general elections while the main opposition party, Grand National Party managed to clinch back lost grounds, using the opportunity for the presidential election the following year.
Local elections were held in South Korea on 27 June 1995. It was the first election of provincial and municipal officials since the May 16 coup of 1961.
The 2004 Vale of Glamorgan Council election took place on Thursday 10 June 2004 to elect members of Vale of Glamorgan Council in Wales. This was the same day as many other local elections in Wales and England. The Conservatives remained the largest party but did not have a majority. The previous full council election was in 1999 and the next full council election was in May 2008.
A The City of Johannesburg Metropolitan Municipality council consists of 270 City Councillors elected by mixed-member proportional representation. The councillors are divided into two kinds: (a) 135 Ward councillors who have been elected by first-past-the-post voting in 135 wards; and (b) 135 councillors elected from party lists.
