Al-Abud Network

The al-Abud Network is a former insurgent group who was operating within Iraq during the Iraq War. First reported in the "Comprehensive Report of the Special Advisor to the DCI on Iraq's WMD", the group is alleged to have attempted to acquire chemical weapons for use in fighting against Coalition Forces (source).

Membership

The al-Abud network was primarily composed of members of Jaysh Muhammad (JM), an anti-Coalition group motivated by both political and religious elements. [1] The politically motivated faction of JM has strong ties to the Sufi region, which once was highly favored by Saddam during his rule. The Sufi region was home to many former Iraqi security forces, intelligence officers as well as police officers. It is believed through their former standing, political affiliations and business relationships, the group is able to acquire chemical precursors and weapons such as mortars through a "pre-OIF supply infrastructure." It is believed by the Iraq Survey Group that Jaysh Muhammad and Fallujah based insurgents were able to acquire chemical munitions, however those munitions were not yet located.

Actions

The al-Abud Network recruited, in late 2003, an Iraqi chemist in attempts to develop tabun, and mustard agents. The group was able to acquire malathion pesticide and nitrogen mustard precursors, however it is believed they were unable to acquire further precursors for the final stages. From interrogation of key suspects in the 2004 raids against the network, the Iraq Survey Group (ISG) was able to ascertain the final goal of the group was to use the chemical agents within a mortar round, possibly for firing or detonation as an improvised chemical device. In December 2003, the recruited chemist failed to produce tabun, they did however create a poisonous compound due to the mixing of malathion with other precursors of tabun. In total nine mortar rounds were "weaponized" with the created compound. The mortars themselves are stated to have been an ineffective means of dispersal, due to the likelihood of the poison being consumed in the explosion. Following the failure to create tabun, the insurgent group focused on attempting to create nitrogen mustard in February 2004. [2]

The al-Abud network recruited another chemist, one with more experience, who owned a small chemical lab in Baghdad. This chemist was unable however to produce the nitrogen mustard or binary mustard as the group had wanted. In mid-2004 this chemist was arrested and the contents of his lab seized. During the arrest it was noted the chemist had managed to produce small quantities of ricin, in the form of ricin cakes, a substance that can easily be turned into poisonous toxic ricin. This chemist also created napalm and sodium fluoride acetate for the Jaysh Muhammad insurgents. It is currently believed the al-Abud network has been neutralized, however the leaders of the group as well as financiers remain at large and, the chemical munitions created remain unaccounted for. A weapon of mass destruction (WMD) is a biological, chemical, radiological, nuclear, or any other weapon that can kill or significantly harm many people or cause great damage to artificial structures, natural structures, or the biosphere. Sarin is an extremely toxic organophosphorus compound. A colourless, odourless liquid, it is used as a chemical weapon due to its extreme potency as a nerve agent. Exposure can be lethal even at very low concentrations, where death can occur within one to ten minutes after direct inhalation of a lethal dose, due to suffocation from respiratory paralysis, unless antidotes are quickly administered. People who absorb a non-lethal dose and do not receive immediate medical treatment may suffer permanent neurological damage.

Iraq actively researched and later employed weapons of mass destruction (WMD) from 1962 to 1991, after which it destroyed its chemical weapons stockpile and halted its biological and nuclear weapon programs as required by the United Nations Security Council. The fifth president of Iraq, Saddam Hussein, was internationally condemned for his use of chemical weapons against Kurdish civilians and military targets during the Iran–Iraq War in the 1980s. Saddam pursued an extensive biological weapons program and a nuclear weapons program, though no nuclear bomb was built. After the Gulf War, the United Nations located and destroyed large quantities of Iraqi chemical weapons and related equipment and materials; Iraq ceased its chemical, biological and nuclear programs.

The Halabja massacre took place in Iraqi Kurdistan on 16 March 1988, when thousands of Kurds were killed by a large-scale Iraqi chemical attack. A targeted attack in Halabja, it was carried out during the Anfal campaign, which was led by Iraqi military officer Ali Hassan al-Majid. Two days before the attack, the city had been captured by Iran as part of Operation Zafar 7 of the Iran–Iraq War. Following the incident, the United Nations launched an investigation and concluded that mustard gas and other unidentified nerve agents had been used against Kurdish civilians. The United States Defense Intelligence Agency initially blamed Iran for the attack, though the majority of evidence later revealed that Iraq had used the chemical weapons to bolster an ongoing military offensive against Iran, pro-Iranian Kurdish fighters, and ordinary Halabja residents.

<span class="mw-page-title-main">Iraq Survey Group</span>

The Iraq Survey Group (ISG) was a fact-finding mission sent by the multinational force in Iraq to find the weapons of mass destruction alleged to be possessed by Iraq that had been the main ostensible reason for the invasion in 2003. Its final report, Comprehensive Report of the Special Advisor to the Director of Central Intelligence on Iraq WMD, was submitted to Congress and the president in 2004. It consisted of a 1,400-member international team organized by the Pentagon and Central Intelligence Agency to hunt for the alleged stockpiles of weapons of mass destruction, including chemical and biological agents, and any supporting research programs and infrastructure that could be used to develop WMD. The report acknowledged that only small stockpiles of chemical WMDs were found, the numbers being inadequate to pose a militarily significant threat.

David A. Kay was an American weapons expert, political commentator, and senior fellow at the Potomac Institute for Policy Studies. He was best known for his time as United Nations Chief Weapons Inspector following the first Gulf War and for leading the Iraq Survey Group's search for weapons of mass destruction following the 2003 invasion of Iraq. Upon presentation of the Group's finding that there had been significant errors in pre-war intelligence concerning Iraq's weapons programs, Kay resigned. The ensuing controversy served as impetus for the formation of the Iraq Intelligence Commission.

<span class="mw-page-title-main">Al Qa'qaa high explosives controversy</span>

The Al Qa'qaa high explosives controversy concerns the possible removal of about 377 tonnes of high explosives from the Al Qa'qaa facility by the Iraqi insurgency, after the 2003 invasion of Iraq. Although Pentagon spokesman Lawrence Di Rita said that the International Atomic Energy Agency (IAEA) has not come forward with documentation that explains how it arrived at the figure of 377 tons of missing explosives. The IAEA so far only has verified in its paperwork that 219 tons of explosive materials were at Al Qaqaa and surrounding facilities.

Many nations continue to research and/or stockpile chemical weapon agents despite numerous efforts to reduce or eliminate them. Most states have joined the Chemical Weapons Convention (CWC), which required the destruction of all chemical weapons by 2012. Twelve nations have declared chemical weapons production facilities and six nations have declared stockpiles of chemical weapons. All of the declared production facilities have been destroyed or converted for civilian use after the treaty went into force.

Although Germany has the technical capability to produce weapons of mass destruction (WMD), since World War II it has refrained from producing those weapons. However, Germany participates in the NATO nuclear weapons sharing arrangements and trains for delivering United States nuclear weapons. <span class="mw-page-title-main">WMD conjecture after the 2003 invasion of Iraq</span>

The United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and the U.S.-led Iraq Survey Group (ISG) failed to find any of the alleged stockpiles of weapons of mass destruction in Iraq that were used as an impetus for the 2003 invasion. The United States effectively terminated the search effort for unconventional weaponry in 2005, and the Iraq Intelligence Commission concluded that the judgements of the U.S. intelligence community about the continued existence of weapons of mass destruction and an associated military program were wrong. The official findings by the CIA in 2004 were that Iraqi leader Saddam Hussein "did not possess stockpiles of illicit weapons at the time of the U.S. invasion in March 2003 and had not begun any program to produce them."

Jeish Muhammad is an Iraqi militant group that is both politically and religiously motivated. The politically motivated faction within JM is primarily made up of former Ba'athist members mainly from the Sunni region. Many who enjoyed special status during the leadership of Saddam Hussein were from Tikrit, which is in turn within an area of Iraq where the Arab population is mostly Sunni. People who generally hold the ex-vice-president, Izzat Ibrahim ad-Douri, in exceptionally high esteem were members of the security, intelligence and police forces from the previous government.

In violation of the Geneva Protocol of 1925, the Iraqi Army initiated two failed and one successful (1978–1991) offensive chemical weapons (CW) programs. President Saddam Hussein (1937–2006) pursued the most extensive chemical program during the Iran–Iraq War (1980–1988), when he waged chemical warfare against his foe. He also used chemicals in 1988 in the Al-Anfal Campaign against his civilian Kurdish population and during a popular uprising in the south in 1991.

Muthana State Establishment or Muthanna (Arabic: منشأة المثنى العامة) (also known for its code-name Project 922 and cover name State Enterprise for Pesticide Production (SEPP)) was Iraq's main chemical weapons research, development, and production facility. It is located in Saladin Governorate 40 km south west of Samarra, 140 km north west of Baghdad. This mega facility covering an area 100 km2, contained three main production areas.

Chemical weapons have been a part of warfare in most societies for centuries. However, their usage has been extremely controversial since the 20th century.
