Hussein Arnous

حسين عرنوس, romanized: Huseyn Arnûs; born 1953) is a Syrian politician who has served as prime minister of Syria since 11 June 2020. Arnous's appointment was announced by state media shortly after it was reported that President Bashar al-Assad had fired previous prime minister Imad Khamis amid a worsening economic crisis. [1]

Early life and education

Arnous was born in the village of Al-Tah in the Ma'arrat al-Nu'man District, Idlib. [2] In 1978, he earned a degree in civil engineering from the University of Aleppo.

Career

After graduating from university, Arnous worked with the Idlib Engineering Syndicate. From 1992 to 2002, he managed the General Company for Roads and Bridges. In 2004, Arnous was selected to serve as executive director of the General Establishment for Road Transport. He then served as governor of Deir ez-Zor and Quneitra governorates. In 2014, Arnous was included on a list of Syrian government ministers barred from entering the United States or European Union. [3] [4] [5] [6]

Arnous served as Minister of Public Works and Housing from 2013 until 2018 [7] [8] and as Minister of Water Resources since 26 November 2018. [9]

Arnous was confirmed by President Assad to be the prime minister of a new government on 30 August 2020. [10] He took the oath of office three days later. [11] He formed a new government in August 2021 after the presidential election in May 2021. [12]

The Specially Designated Nationals and Blocked Persons List, also known as the SDN List, is a United States government sanctions/embargo measure targeting U.S.-designated terrorists, officials and beneficiaries of certain authoritarian regimes, and international criminals. The list is managed by the U.S. Treasury’s Office of Foreign Assets Control (OFAC). When individuals are added to the list of Specially Designated Nationals (SDN), their U.S. assets are blocked. Moreover, their names are added to automated screening systems used by banks in the United States and many foreign countries, making it difficult for them to open or hold accounts, transfer money, or transact properties internationally. The Caesar Syria Civilian Protection Act of 2019, also known as the Caesar Act, is United States legislation that sanctions the Syrian government, including Syrian president Bashar al-Assad, for war crimes against the Syrian population. The Act was signed into law by President Trump in December 2019, and came into force on June 17, 2020.

The Imad Khamis government was the sixth Syrian government formed during the presidency of Bashar al-Assad, with Imad Khamis as Prime Minister. It was formed on 3 July 2016 after the 2016 parliamentary election. The government was the 94th since Syria gained independence from the Ottoman Empire in 1918 and was the sixth during presidency of Bashar al-Assad. On 11 June 2020, Khamis was fired and replaced by Hussein Arnous as a result of the country's economic crisis.

Parliamentary elections were scheduled to be held in Syria on 13 April 2020 to elect members of the People's Council of Syria. However, on 14 March they were postponed to 20 May due to the coronavirus pandemic. On 7 May it was decided to postpone the elections until 19 July.
