The Battle of Los Angeles, also known as the Great Los Angeles Air Raid, is the name given by contemporary sources to a rumored attack on the continental United States by Imperial Japan and the subsequent anti-aircraft artillery barrage which took place from late 24 February to early 25 February 1942, over Los Angeles, California. [1] [2] [3] The incident occurred less than three months after the U.S. entered World War II in response to the Imperial Japanese Navy's surprise attack on Pearl Harbor, and one day after the bombardment of Ellwood near Santa Barbara on 23 February. Initially, the target of the aerial barrage was thought to be an attacking force from Japan, but speaking at a press conference shortly afterward, Secretary of the Navy Frank Knox called the purported attack a "false alarm". Newspapers of the time published a number of reports and speculations of a cover-up to conceal an actual invasion by enemy airplanes.
When documenting the incident in 1949, the United States Coast Artillery Association identified a meteorological balloon sent aloft at 1:00 am as having "started all the shooting" and concluded that "once the firing started, imagination created all kinds of targets in the sky and everyone joined in". [4] In 1983, the U.S. Office of Air Force History attributed the event to a case of "war nerves" triggered by a lost weather balloon and exacerbated by stray flares and shell bursts from adjoining batteries. As an example of incompetence, the incident was derisively referred to as the "Battle of Los Angeles" or the "Great Los Angeles Air Raid". [5]
In the months following the Imperial Japanese Navy's attack on Pearl Harbor in Hawaii on December 7, 1941, and the United States' entry into World War II the next day, public outrage and paranoia intensified across the country and especially on the West Coast, where fears of a Japanese attack on or invasion of the U.S. continent were acknowledged as realistic possibilities. In Juneau, Alaska, residents were told to cover their windows for a nightly blackout after rumors spread that Japanese submarines were lurking along the southeast Alaskan coast. [6] Rumors that a Japanese aircraft carrier was cruising off the coast of the San Francisco Bay Area resulted in the city of Oakland closing its schools and issuing a blackout; civil defense sirens mounted on patrol cars from the Oakland Police Department blared through the city, and radio silence was ordered. [7] The city of Seattle also imposed a blackout of all buildings and vehicles, and owners who left the lights on in their buildings had their businesses smashed by a mob of 2,000 residents. [8] The rumors were taken so seriously that 500 United States Army troops moved into the Walt Disney Studios lot in Burbank, California, to defend the famed Hollywood facility and nearby factories against enemy sabotage or air attacks. [9]
As the U.S. began mobilizing for the war, anti-aircraft guns were installed, bunkers were built, and air raid precautions were drilled into the populace all over the country. Contributing to the paranoia was the fact that many American merchant ships were indeed attacked by Japanese submarines in waters off the West Coast, especially from the last half of December 1941 through February 1942: SS Agwiworld (escaped), SS Emidio (damaged), SS Samoa (escaped), SS Larry Doheny (sank), SS Dorothy Phillips (damaged), SS H.M. Storey (escaped, sank later), SS Cynthia Olson (sank), SS Camden (sank), SS Absaroka (damaged), Coast Trader (sank), SS Montebello (sank), SS Barbara Olson (escaped), SS Connecticut (damaged), and SS Idaho (minor damage). [10] [11] As the hysteria continued to mount, on 23 February 1942, at 7:15 pm, during one of President Franklin D. Roosevelt's fireside chats, Japanese submarine I-17 surfaced near Santa Barbara, California, and shelled Ellwood Oil field in Goleta. Although damage was minimal (only $500 in property damage (equivalent to $9,300 in 2023) and no injuries) the attack had a profound effect on the public imagination, as West Coast residents came to believe that the Japanese could storm their beaches at any moment. (Less than four months later, Japanese forces bombed Dutch Harbor in Unalaska, Alaska, and landed troops in the Aleutian Islands of Kiska and Attu). [7]
On 24 February 1942, the Office of Naval Intelligence issued a warning that an attack on mainland California could be expected within the next ten hours. That evening, many flares and blinking lights were reported from the vicinity of defense plants. An alert was called at 7:18 pm, and was lifted at 10:23 pm. Renewed activity began early in the morning of 25 February. [12] Air raid sirens sounded at 2:25 am throughout Los Angeles County. [13] A total blackout was ordered and thousands of air raid wardens were summoned to their positions. At 3:16 am, the 37th Coast Artillery Brigade began firing .50-caliber machine guns and 12.8-pound (5.8 kg) anti-aircraft shells into the air at reported aircraft; over 1,400 shells were eventually fired. Pilots of the 4th Interceptor Command were alerted but their aircraft remained grounded. The artillery fire continued sporadically until 4:14 am. The "all clear" was sounded and the blackout order was lifted at 7:21 am. [14]
Several buildings and vehicles were damaged by shell fragments, and five civilians died as an indirect result of the anti-aircraft fire: three were killed in car accidents in the ensuing chaos and two of heart attacks attributed to the stress of the hour-long action. [15] The incident was front-page news along the West Coast and across the nation. [16]
Within hours of the end of the air raid, Secretary of the Navy Frank Knox held a press conference, saying the entire incident had been a false alarm due to anxiety and "war nerves". Knox's comments were followed by statements from the Army the next day [17] that reflected General George C. Marshall's supposition that the incident might have been caused by enemy agents using commercial airplanes in a psychological warfare campaign to generate mass panic. [18]
Some contemporary press outlets suspected a cover-up of the truth. An editorial in the Long Beach Independent wrote, "There is a mysterious reticence about the whole affair and it appears that some form of censorship is trying to halt discussion on the matter." Speculation was rampant as to invading airplanes and their bases. Theories included a secret base in northern Mexico as well as Japanese submarines stationed offshore with the capability of carrying planes. Others speculated that the incident was either staged or exaggerated to give coastal defense industries an excuse to move further inland. [19]
Representative Leland M. Ford of Santa Monica called for a Congressional investigation, saying "none of the explanations so far offered removed the episode from the category of 'complete mystification' ... this was either a practice raid, or a raid to throw a scare into 2,000,000 people, or a mistaken identity raid, or a raid to lay a political foundation to take away Southern California's war industries." [20]
After the war ended in 1945, the Japanese government declared that they had flown no airplanes over Los Angeles during the war. [13] In 1983, the U.S. Office of Air Force History concluded that an analysis of the evidence points to meteorological balloons as the cause of the initial alarm: [12]
At 0306 a balloon carrying a red flare was seen over Santa Monica and four batteries of anti-aircraft artillery opened fire, whereupon "the air over Los Angeles erupted like a volcano." From this point on reports were hopelessly at variance.
Probably much of the confusion came from the fact that anti-aircraft shell bursts, caught by the searchlights, were themselves mistaken for enemy planes. In any case, the next three hours produced some of the most imaginative reporting of the war: "swarms" of planes (or, sometimes, balloons) of all possible sizes, numbering from one to several hundred, traveling at altitudes which ranged from a few thousand feet to more than 20,000 and flying at speeds which were said to have varied from "very slow" to over 200 miles per hour, were observed to parade across the skies.
These mysterious forces dropped no bombs and, despite the fact that 1,440 rounds of anti-aircraft ammunition were directed against them, suffered no losses. There were reports, to be sure, that four enemy planes had been shot down, and one was supposed to have landed in flames at a Hollywood intersection.
The dawn, which ended the shooting and the fantasy, also proved that the only damage which resulted to the city was such as had been caused by the excitement (there was at least one death from heart failure), by traffic accidents in the blacked-out streets, or by shell fragments from the artillery barrage. Attempts to arrive at an explanation of the incident quickly became as involved and mysterious as the "battle" itself. The Navy immediately insisted that there was no evidence of the presence of enemy planes, and [Secretary of the Navy], Frank Knox announced at a press conference on 25 February that the raid was just a false alarm.
According to historian Roger Lotchin, "the incident became derisively termed 'The Battle of Los Angeles' or 'The Great Los Angeles Air Raid' and is often cited as an example of the buffoonery that suffused the war effort in the state". [5]
A photo published in the Los Angeles Times on February 26, 1942, has been featured in UFO conspiracy theories as evidence of an extraterrestrial visitation. [21] They assert that the photo clearly shows searchlights focused on an alleged alien spaceship; however, the photo was heavily modified by photo retouching prior to publication, a routine practice in graphic arts of the time intended to improve contrast in black and white photos. [22] [23] Times writer Larry Harnisch noted that the retouched photo along with faked newspaper headlines were presented as true historical material in trailers for the 2011 film Battle: Los Angeles . Harnisch commented, "[I]f the publicity campaign wanted to establish UFO research as nothing but lies and fakery, it couldn't have done a better job." [24]
Every February, the Fort MacArthur Museum, located at the entrance to Los Angeles Harbor, hosts an entertainment event called "The Great LA Air Raid of 1942". [25]
Zuikaku was the second and last Shōkaku-class aircraft carrier built for the Imperial Japanese Navy (IJN) shortly before the beginning of the Pacific War. Zuikaku was one of the most modern Japanese aircraft carriers when commissioned, and saw successful action throughout numerous battles during the Pacific War
USS Phoenix (CL-46), was a light cruiser of the Brooklyn-class cruiser family. She was the third Phoenix of the United States Navy. After World War II the ship was transferred to Argentina in 1951 and was named General Belgrano in 1956. General Belgrano was sunk during the Falklands War in 1982 by the British submarine HMS Conqueror.
Mahan-class destroyers of the United States Navy were a series of 18 destroyers of which the first 16 were laid down in 1934. The last two of the 18, Dunlap and Fanning, are sometimes considered a separate ship class. All 18 were commissioned in 1936 and 1937. Mahan was the lead ship, named for Rear Admiral Alfred Thayer Mahan, an influential historian and theorist on sea power.
I-25 (イ-25) was a B1 type (I-15-class) submarine of the Imperial Japanese Navy that served in World War II, took part in the Attack on Pearl Harbor, and was the only Axis submarine to carry out aerial bombing on the continental United States in World War II, during the so-called Lookout Air Raids, and the shelling of Fort Stevens, both attacks occurring in the state of Oregon.

The Aleutian Islands campaign was a military campaign fought between 3 June 1942 and 15 August 1943 on and around the Aleutian Islands in the American Theater of World War II during the Pacific War. It was the only military campaign of World War II fought on North American soil.

I-26 was an Imperial Japanese Navy B1 type submarine commissioned in 1941. She saw service in the Pacific War theatre of World War II, patrolling off the West Coast of Canada and the United States, the east coast of Australia, and Fiji and in the Indian Ocean and taking part in Operation K, preparatory operations for the Aleutian Islands campaign, and the Guadalcanal campaign, the Marianas campaign, and the Battle of Leyte Gulf. She was the first Japanese submarine to sink an American merchant ship in the war, sank the first ship lost off the coast of State of Washington during the war, damaged the aircraft carrier USS Saratoga (CV-3), sank the light cruiser USS Juneau (CLAA-52), and was the third-highest-scoring Japanese submarine of World War II in terms of shipping tonnage sunk. Her bombardment of Vancouver Island in 1942 was the first foreign attack on Canadian soil since 1870. In 1944, I-26′s crew committed war crimes in attacking the survivors of a ship she sank. She was sunk in November 1944 during her ninth war patrol.
I-19 was a Japanese Type B1 submarine which damaged and destroyed several enemy ships during World War II while serving in the Imperial Japanese Navy. During the Guadalcanal Campaign, with a single torpedo salvo, the submarine sank the aircraft carrier USS Wasp and the destroyer USS O'Brien and damaged the battleship USS North Carolina.
The Battle of Dutch Harbor took place on 3-4 June 1942, when the Imperial Japanese Navy launched two aircraft carrier raids on the Dutch Harbor Naval Operating Base and U.S. Army Fort Mears at Dutch Harbor on Amaknak Island, opening the Aleutian Islands campaign of World War II. The bombing marked the first aerial attack by an enemy on the continental United States and was the second time in history that the continental U.S. was bombed by someone working for a foreign power, the first being the accidental bombing of Naco, Arizona, in 1929.
I-17 was a Japanese B1 type submarine of the Imperial Japanese Navy which saw service during World War II. This long-range submarine cruiser spent the early months of the war in the eastern Pacific and was the first Axis ship to shell the continental United States. She later supported the Imperial Japanese Army in fighting around the Solomon Islands and remained active in the southwest Pacific until she was sunk in August 1943.

I-15 was an Imperial Japanese Navy B1 type submarine commissioned in 1940 that served during World War II. She supported the Japanese attack on Pearl Harbor, operated off the United States West Coast, and took part in Operation K-1, the Aleutian Islands campaign, and the Guadalcanal campaign, including the Battle of the Eastern Solomons and the Battle of the Santa Cruz Islands, before she was sunk in November 1942 during her fourth war patrol.
The Bombardment of Ellwood during World War II was a naval attack by a Japanese submarine against United States coastal targets near Santa Barbara, California in February 1942. Though the damage was minimal, the event was key in triggering the West Coast invasion scare and influenced the decision to intern Japanese-Americans. The event also marked the first shelling of the North American mainland during the conflict.
I-23 was a Type B1 submarine of the Imperial Japanese Navy during World War II. After a raid on the West Coast of California she participated in an attempt at a second attack upon Pearl Harbor. After surviving an American air attack on Kwajalein I-23 was lost in early 1942 with all hands somewhere off the Oahu coast of Hawaii.
California during World War II was a major contributor to the World War II effort. California's long Pacific Ocean coastline provided the support needed for the Pacific War. California also supported the war in Europe. After the Japanese attack on Pearl Harbor on December 7, 1941, most of California's manufacturing was shifted to the war effort. California became a major ship builder and aircraft manufacturer. Existing military installations were enlarged and many new ones were built. California trained many of the troops before their oversea deployment. Over 800,000 Californians served in the United States Armed Forces. California agriculture, ranches and farms were used to feed the troops around the world. California's long coastline also put the state in fear, as an attack on California seemed likely. California was used for the temporary and permanent internment camps for Japanese Americans. The population grew significantly, largely due to servicemen who were stationed at the new military bases/training facilities and the mass influx of workers from around the U.S. in the growing defense industries. With all the new economy activity, California was lifted out of the Great Depression. Over 500,000 people moved to California from other states to work in the growing economy. California expanded its oil and mineral production to keep up with the war demand.
SS Dorothy Phillips was a 2,119-ton cargo ship that was attacked during World War II. The Japanese submarine I-23 fired at her on December 24, 1941. Dorothy Phillips was damaged in the attack off the coast of Monterey, California. In the attack the ship's rudder was damaged and the ship could not steer and ran aground. Dorothy Phillips was built in 1918 by Albina Engine and Machine Works in Portland, Oregon. The attack helped put fear into the west coast and started the Battle of Los Angeles. SS Emidio and SS Larry Doheny were also attacked and sank off the West Coast of the United States. Dorothy Phillips was built by Albina Engine & Machine Works in a shipyard along the Willamette River in Portland, Oregon, United States. Dorothy Phillips was produced as a freighters for World War I as Point Loma. In 1937 she was sold and renamed Dorothy Phillips. In 1946 she was sold and renamed Karen Olson. In 1957 she was sold and renamed Rio Tigre. In 1962 she was scrapped.
SS Idaho was a 10,000-ton Texaco T2 type tanker ship, original named SS Dirigo built by the Texas Steamship Company of Bath, Maine, launched on 9 November 1918 and completed in February of 1919. In 1940 she was renamed the SS Idaho. SS Idaho was attacked by the Japanese submarine I-21 off the coast of California on 23 December 1941. Sub I-21, captain Matsumura, surfaced and used his deck guns to attack the SS Idaho 18 miles off the coast of the small town of Cambria, California, but the 10,000-ton Texaco tanker escaped with minimal damage. A few hour earlier on 23 December, the submarine I-21 torpedoed the tanker SS Montebello, in the same spot off the coast of northern California, and then proceeded to machine-gun the survivors in the water. All of Montebello's 38 crew members survived the atrocity. After the war the Idaho was scrapped in 1947.
The SS Agwiworld was a tanker ship that was able to evade an attack off the coast of California in the early days of World War II. Agwiworld was built by Sun Shipbuilding in Chester, Pennsylvania on the Delaware River. Agwiworld's keel was laid down on July 28, 1920. The vessel was launched on December 22, 1920, and delivered on January 19, 1921. Agwiworld was owned and operated by Richfield Oil Company and homeport was Los Angeles, California.
The SS Samoa was a 1,997-ton cargo ship that was able to escape an attack off the coast of California in the early days of World War II. The Samoa was built under a United States Shipping Board (USSB) contract in 1918 as the SS Muerthe, but was launched as the USS Lake Pepin, named after Lake Pepin, by the McDougall Duluth Shipbuilding Company of Duluth, Minnesota measured at 3,600 tons deadweight. She had a triple expansion engine steam engine with 1,250 horsepower (930 kW), a 251-foot (77 m) length, 43.5-foot (13.3 m) beam, a draft of 17 feet 8+1⁄2 inches (5.398 m), a top speed of 9.25 knots. The vessel had a crew of 52, with the hull # 9 and O.N.ID # 21699. The USS Lake Pepin was owned and operated by the United States Navy, commissioned at Montreal, Quebec, Canada on 4 September 1918. For World War I she was fitted with one 3"/50 caliber gun. The Navy put her in Naval Overseas Transportation Service as a coal carrier traveling between the United Kingdom and France as a United States Navy Temporary auxiliary ship. Her coal service ended in May 1919. In June 1919 she returned to the US with a cargo of World War I vehicles and weapons and unused ammunition. The US Navy decommissioned the Lake Pepin on 18 June 1919. In 1923 she was, renamed Samoa purchased and operated by the Hammond Lumber Company. In 1936 she was sold to the Wheeler Logging Company of Portland, Oregon. In February of 1941 she was sold to W. A. Schaefer Company.
