The Department of Highways and Minor Ports is one of the departments of Government of Tamil Nadu.
The Government of Tamil Nadu created the highways department in 1946 as sub-department to public works department. A separate highways department was formed in 1996. [1] [2]
The objective of the department is to formulate policies, regulations and programmes regarding road transport. The department is responsible for the improvement and maintenance of public roads, highways and bridges and to establish and improve small ports. [3]
Tamil Nadu has an extensive road network covering about 2.71 lakh km as of 2023 with a road density of 2,084.71 kilometres (1,295.38 mi) per 1000 km2 which is higher than the national average of 1,926.02 kilometres (1,196.77 mi) per 1000 km2. [2] The department operates through eleven wings with 120 divisions and maintains 73,187 kilometres (45,476 mi) of highways in the state. [4] [5] There are state highways of length 6,805 kilometres (4,228 mi) which connect district headquarters, important towns and national highways in the state. [6] [5]

There is an intermediate sea port at Nagapattinam and sixteen other minor ports which are managed by the department. [2]

Erode, is a city in the Indian state of Tamil Nadu. It is located on the banks of the Kaveri river and is surrounded by the Western Ghats. Erode is the seventh largest urban agglomeration in Tamil Nadu. It is the administrative capital of Erode district and is administered by the Erode Municipal Corporation which was established in 2008.
Cuddalore, also spelt as Kadalur, is the city and headquarters of the Cuddalore District in the Indian state of Tamil Nadu. Situated south of Chennai, Cuddalore was an important city and port during the British Raj.
Pudukkottai is the administrative headquarters of Pudukkottai District in the Indian state of Tamil Nadu. It is a town located on the banks of the Vellar River. It has been ruled, at different times, by the mutharaiyar dynasty, Cholas, Early Pandyas, Thondaimans, and the British. The Ministry of Road Transport and Highways (MoRTH) is a ministry of the Government of India, that is the apex body for formulation and administration of the rules, regulations and laws relating to road transport, transport research and in also to increase the mobility and efficiency of the road transport system in India. Through its officers of Central Engineering Services (Roads) cadre it is responsible for the development of National Highways of the country. Road transport is a critical infrastructure for economic development of the country. It influences the pace, structure and pattern of development. In India, roads are used to transport over 60 percent of the total goods and 85 percent of the passenger traffic. Hence, development of this sector is of paramount importance for India and accounts for a significant part in the budget.
In Tamil Nadu, the Highways & Minor Ports Department (HMPD) is primarily responsible for construction and maintenance of roads including national highways, state highways and major district roads. HMPD was established as Highways Department (HD) in April 1946 and subsequently renamed on 30 October 2008. It operates through seven wings namely National Highways Wing, Construction & Maintenance Wing, NABARD and Rural Roads Wing, Projects Wing, Metro Wing, Tamil Nadu Road Sector Project Wing, Investigation and Designs Wing geographically spread across the state in 38 districts with about 120 divisions and 450 subdivisions.
