The Department of Public is one of the departments of Government of Tamil Nadu.

Objective and functions

The department functions under the direct control of the Chief secretary and deals with essential matters concerning the administration of the state. [1] It is responsible for the following: functioning of Governor's household, appointment of ministers, establishment of office of chief minister and ministers, arrangements for cabinet meetings, protocol and arrangements for visits of VVIPs, managing aviation wing of the government, liaison between Government of India and state government, liaison with Ministry of External Affairs and foreign consulates, postings of IAS officers, constitution of commissions of inquiry, human rights, administration of government guest houses, welfare of ex-servicemen, freedom fighters welfare, relief to Sri Lankan Tamils, welfare of non-resident Tamils, declaration of public holidays, population census, Management of Chief Minister’s special cell, arrangements for the celebration of national functions, recommendations to Government of India for awards, permission for entry and exit to foreign nationals. Lesbian, gay, bisexual and transgender (LGBT) rights in Tamil Nadu are the most progressive among all states of India. Tamil Nadu was the first state in India to introduce a transgender welfare policy, wherein transgender individuals can access free gender affirmation surgery in government hospitals and various other benefits and rights. The state was also the first to ban forced sex-selective surgeries on intersex infants, and also the first state to include an amendment in its state police guidelines that expects officers to abstain from harassing the LGBTQIA+ community and its members. The state also became the first to ban conversion therapy as well as the first to introduce LGBTQIA+ issues in school curricula.

The Ministry of Social Justice and Empowerment is a Government of India ministry. It is responsible for welfare, social justice and empowerment of disadvantaged and marginalised sections of society, including scheduled castes (SC), Other Backward Classes (OBC), LGBT people, the disabled, the elderly, and the victims of drug abuse. It also helps in the enforcement of legislation with regards to these marginalized groups to better enforce anti-discrimination policies.

A municipal corporation is a type of local government in India which administers urban areas with a population of more than one million. The growing population and urbanization of various Indian cities highlighted the need for a type of local governing body that could provide services such as healthcare, education, housing and transport by collecting property taxes and administering grants from the state government.

<span class="mw-page-title-main">1980 Tamil Nadu Legislative Assembly election</span> 1980 legislative assembly elections in Tamil Nadu

The seventh legislative assembly election to Tamil Nadu was held on 28 May 1980. The election was held two years before the end of the term of M. G. Ramachandran administration, as it was dissolved for the failure of state machinery by the then President of India Neelam Sanjiva Reddy. Dravida Munnetra Kazhagam allied with the Indian National Congress (Indira) and All India Anna Dravida Munnetra Kazhagam with Janata Party. Despite their landslide victory of 37 out of 39 seats at the general election in January 1980, DMK and Indira Congress failed to win the legislative assembly election. AIADMK won the election and its leader and incumbent Chief Minister MGR was sworn in as Chief Minister for the second time.

The Tamil Nadu Council of Ministers is the executive wing of the Government of Tamil Nadu and is headed by the State's Chief Minister M. K. Stalin, who is the head of government and leader of the state cabinet. The current state council of ministers were sworn in on 7 May 2021, following the 2021 Tamil Nadu Legislative Assembly election. The term of every executive wing is for 5 years. The council of ministers are assisted by department secretaries attached to each ministry who are from the Tamil Nadu cadre of the IAS. The chief executive officer responsible for issuing orders on behalf of the Government is the Chief Secretary to the State Government, with Thiru. Shiv Das Meena being the current holder of that position.
