Tamil Nadu State Disaster Management Authority is a government agency in the Indian state of Tamil Nadu. Established in 2003, it is responsible for disaster management, planning and recovery.
On 8 July 2003, Government of Tamil Nadu issued an order (G.O.323) for the constitution of a state disaster management authority (SDMA) under the Department of Revenue. The department was to be headed by the Chief Secretary and would help in preparing, mitigation and response to disasters. [1] In December 2005, Government of India enacted the Disaster Management Act, 2005 which mandated the creation of state disaster management agencies with the chief minister of the state as the chairperson. [2] Accordingly, On 26 September 2008, Government of Tamil Nadu issued an order (G.O.564) to reconstitute the SDMA with the Chief Minister of Tamil Nadu as the chairperson for monitoring the disaster management activities in the state. [1]

Tamil Nadu disaster response force was planned to be set up on the lines of National Disaster Response Force (NDRF). [4] In 2017, TN disaster response force (TNDRF) was setup as a special team of Tamil Nadu Police at Avadi with 1,000 people to be trained by NDRF. [5] [6]

It is home to the Heavy Vehicles Factory (HVF), Ordnance Factory Board (ODF) which houses Engine Factory and Combat Vehicles Research and Development Establishment (CVRDE). The lake in Avadi was known as Paaleripattu, which is now found only in very old land documents.

C. Sylendra Babu is an Indian Police Service Officer who served as the Director General of Police and Head of Police Force, Tamil Nadu Police. He retired on June 30, 2023 and was succeeded by Shankar Jiwal, IPS.

The Disaster Management Act, 2005, No. 53 of 2005, was passed by the Rajya Sabha, the upper house of the Parliament of India on 28 November, and the Lok Sabha, the lower house of the Parliament, on 12 December 2005. It received the assent of The President of India on 23 December 2005. The Disaster Management Act, 2005 has 11 chapters and 79 sections. The Act extends to the whole of India. The Act provides effective management of disasters and for matters connected there with or incidental "thereto". The main focus of this act is to provide the people who are affected with disasters, their life back and helping them.
In the wake of heavy monsoon rain and flash floods in Jammu and Kashmir, the Indian Armed Forces were deployed in increasing numbers starting 2 September 2014 to conduct search, rescue, relief, relocation, humanitarian assistance and rehabilitation missions in Jammu and Kashmir. By 18 September, over 298,514 people were rescued from the various parts of Jammu and Kashmir by the Armed forces. The Jammu and Kashmir floods, the worst in a century according to Omar Abdullah, the Chief Minister of Jammu and Kashmir, paralyzed the state government. Omar Abdullah, responding to public criticism, told the media "I had no government" in the first few days following the floods, as "My secretariat, the police headquarters, the control room, fire services, hospitals, all the infrastructure was underwater." Adding "I had no cell phone and no connectivity. I am now starting to track down ministers and officers." The Jammu and Kashmir floods of 2014 have been blamed on heavy rainfall, about 8 inches (200mm) on 4 September alone, on climate change, unplanned and uncontrolled development, encroachment of river banks, lakes, ponds, and massive loss of wet lands, absence of local government flood forecasting system, and poor governance. The Armed Forces humanitarian assistance mission in response to the floods was named Mission Sahayata (assistances). Northern Command's humanitarian assistance to Civil authorities was named 'Operation Megh Rahat'. The Indian Army, Air Force, and the Navy, committed large resources to the assistance mission including over 30,000 troops, 15 engineer task forces, 84 Indian Air Force and Army Aviation Corps fixed wing transport aircraft and helicopters, naval commandos and rescue specialists, and Base Hospital, four field hospitals, over 106 medical detachments. "Operation Megh Rahat", ended on 19 September 2014, but "Operation Sadbhavna", the relief and medical assistance support, according to government press release, will continue in "close synergy with the civil administration and the police".
The 2015 South India floods resulted from heavy rainfall generated by the annual northeast monsoon in November–December 2015. They affected the Coromandel Coast region of the South Indian states of Tamil Nadu and Andhra Pradesh. More than 500 people were killed and over 1.8 million people were displaced. With estimates of damages and losses ranging from nearly ₹200 billion (US$3 billion) to over ₹1 trillion (US$13 billion), the floods were the costliest to have occurred in 2015, and were among the costliest natural disasters of the year.
Disaster management in India — policies, laws, routines, and courses-of-action to aid in the conservation and recovery of lives and property during a natural or man-made disaster. Disaster management plans are multi-layered, and are planned to address issues such as floods, hurricanes/cyclones, fire, mass failure of utilities (blackouts) and the rapid spread of disease (pandemic).
From a meteorological standpoint, India is especially vulnerable to natural disasters due to its unique location below the Himalayas as well as its geo-climatic conditions and varied landscapes; monsoons, subsequent landslides and floods, droughts, famine, wildfires, cyclones, and earthquakes are all experienced to varying degrees on the Subcontinent, in addition to areas of dense overpopulation being at greater risk for disease outbreak and sanitation concerns, in the event of a natural disaster.
Due to this vastness of the country, different regions are vulnerable to different natural disasters. For example, during monsoon season, it is the peninsular regions of South India that are generally most affected, as well as by cyclone or tsunami; the more temperate to arid states of western India risk severe drought, famine and/or wildfire during summer. The more remote, mountainous regions of the North, especially the Himalayan states, can experience devastating avalanches in winter, spring flooding and major landslides during wet periods. This is in addition to earthquakes which, in the mountains, bring the potential for increased devastation due to falling rocks, mudslides, and flash floods.

The Odisha Disaster Rapid Action Force (ODRAF) is a specialised unit of Odisha Police constituted "To act immediately in case of disaster which may be due to natural calamity or industrial accident" by a state home department resolution.
Very Severe Cyclonic Storm Nivar was a tropical cyclone which brought severe impacts to portions of Tamil Nadu and Andhra Pradesh in late November 2020. The eighth depression and fourth named storm of the 2020 North Indian Ocean cyclone season, Nivar originated from a disturbance in the Intertropical Convergence Zone. The disturbance gradually organized and on 23 November, both the Joint Typhoon Warning Center (JTWC) and the India Meteorological Department (IMD) reported that a tropical depression had formed. On the next day, both agencies upgraded the system to a tropical storm, with the latter assigning it the name Nivar. Nivar made its landfall over north coastal Tamil Nadu between Puducherry and Chennai close to Marakkanam. Overall, Nivar caused $600 million in damages.
Avadi City Municipal Corporation is the civic body governing the City of Avadi, in Chennai in the Tiruvallur district of Tamil Nadu, India. Avadi City Municipal Corporation has 48 wards with a population of 6.1 lakh spreads over 65 sqkm. It is headed by a executive mayor and governed by a commissioner. It is one of the four municipal corporations within the Chennai Metropolitan Area, the other three being the central Greater Chennai Corporation,the satellite Tambaram City Municipal Corporation and the Kancheepuram City Municipal Corporation
Severe Cyclonic Storm Michaung was a moderate tropical cyclone which formed in the Bay of Bengal during the 2023 North Indian Ocean cyclone season. Michaung originated as a low-pressure area in the Gulf of Thailand which crossed into the Bay of Bengal and became a deep depression on December 2. It developed into a cyclonic storm thereafter and was named Michaung. It was the ninth depression and the sixth named cyclonic storm of the season. The cyclone gradually moved north-west over the next few days towards the eastern coast of India. The storm peaked with sustained winds of 60 knots causing heavy rainfall in north-eastern Tamil Nadu including Chennai and south-eastern Andhra Pradesh before making landfall near Bapatla in Andhra Pradesh on December 5.
The State Disaster Response Force Himachal Pradesh, or SDRF Himachal Pradesh, is a Specialised Force of Himachal Pradesh Police formed in 2020 to respond to disasters and emergencies in the state.
