The Grand Democratic Secular Front (GDSF) was a coalition of political parties in the Indian state of Bihar formed on 8 October 2020 after the merger of the constituents of the United Democratic Secular Alliance and a three party front. The coalition was formed in the wake of the 2020 Bihar Legislative Assembly election and consisted of 6 parties. [2] [3] [4] [5]

History

The All India Majlis-e-Ittehadul Muslimeen announced an alliance with Samajwadi Janata Dal Democratic ahead of the 2020 elections in Bihar. RLSP, BSP and PSP declared another alliance for upcoming Bihar election. However these two separate coalition of political parties merged and formed a brand new alliance named Grand Democratic Secular Front and declared Upendra Kushwaha as its Chief Ministerial candidate for Bihar. [6] [7] According to its leaders, the alliance was forged to converge the Dalit, OBC and Muslim votes. [8]

The bloc's ticket distribution plan gave due weightage to caste and communal representation in various constituencies. It was decided that the Rashtriya Lok Samta Party will contest on 104 out of 243 seats of the Bihar Assembly while Bahujan Samaj Party was to contest on 80 seats. The other members like AIMIM and Samajwadi Janata Dal were given 24 and 25 seats respectively while the minor players like Suhaldev Bhartiya Samaj Party and Janwadi Party Socialist were to contest 5-5 seats each. In the first phase of the election RLSP contested on 42 seats. [10] Relying upon its vote base which is Kushwaha caste, RLSP fielded 40% Kushwaha candidates in the elections . The Grand Democratic Secular Front of which RLSP was a constituent member relied primarily upon the votes of castes like Kushwahas, Ravidasis, and Muslims. RLSP in the first phase of elections contested a total of 42 seats amongst which it gave ticket to 17 candidates of Kushwaha caste while its ally AIMIM placed its candidates in Muslim dominated areas of Bihar. [11] Similarly in the list of its 37 candidates in the second phase also Koeri candidates were dominant accounting for 18 seats. [12]

The Grand Democratic Secular front however failed to perform as it claimed earlier in the Bihar Assembly Elections of 2020. Its only success was in obtaining six seats, five of which were won by AIMIM in the Muslim dominated Simanchal region of Bihar. The Bahujan Samaj Party also won one seat but the RLSP, the principal political party of the alliance performed badly and failed to win any seats. [13]

Defection of legislators and dormancy

Following its poor performance in Bihar Assembly elections of 2020, the coalition ripped apart with its elected Member of the Legislative Assembly meeting with leaders of other political parties. Zama Khan, the single legislator from Bahujan Samaj Party joined Janata Dal (United) and was made a minister in the expanded cabinet of Nitish Kumar in 2021. [16] The defection was followed by the attempt of JD(U) to merge the Rashtriya Lok Samata Party, which happened inevitably in 2021. The merger of RLSP into the JDU ripped the coalition apart. The coalition virtually ceased to exist after it.

Kushwaha is a community of the Indo-Gangetic Plain that has traditionally been involved in agriculture, including beekeeping. The term has been used to represent different sub-castes of the Kachhis, Kachhvahas, Koeris and Muraos. Under the Indian governments system of positive discrimination, the Kushwahas are classified as a "Backward" or Other backward class. The Kushwaha had worshipped Shiva and Shakta, but beginning in the 20th century, they claim descent from the Suryavansh (Solar) dynasty via Kusha, one of the twin sons of Rama and Sita. At present, it is a broad community formed by coming together of several caste groups with similar occupational backgrounds and socio-economic status, who, over the time, started inter-marrying among themselves and created all India caste network for caste solidarity. The communities which merged into this caste cluster includes Kachhi, Kachhwaha, Kushwaha, Mali, Marrar, Saini, Sonkar, Murai, Shakya, Maurya, Koeri and Panara.

The politics of Bihar, an eastern state of India, is dominated by regional political parties. As of 2021, the main political groups are Rashtriya Janata Dal (RJD), Bharatiya Janata Party (BJP), Janata Dal (United) (JDU), Indian National Congress (INC), Left Front, Lok Janshakti Party (LJP), Hindustani Awam Morcha (HAM). There are also some smaller regional parties, including Samata Party, Hindustani Awam Morcha, Rashtriya Jan Jan Party, Rashtriya Lok Janata Dal, Jan Adhikar Party and Vikassheel Insaan Party, Lok Janshakti Party and Rashtriya Lok Janshakti Party, which play a vital role in politics of state. As of 2024, Bihar is currently ruled by NDA, after JDU break out from Mahagatbandhan (Grandalliance) coalition and returned to NDA fold.

Kushwaha is a former Member of Parliament (MP) from the Karakat constituency in Rohtas district, Bihar, and a former member of the Rajya Sabha. He was the leader of Rashtriya Samata Party (RSP), his own party, which merged into Janata Dal (United) (JDU) in 2009. Later, he formed Rashtriya Lok Samata Party (RLSP), which also merged with JD(U) in 2021. On 20 February 2023, Kushwaha resigned from all positions in Janata Dal (United) and formed his own party called Rashtriya Lok Morcha due to his political problems with JD(U) and Nitish Kumar.

The Suheldev Bharatiya SamajParty is an Indian political party founded in 2002. The party is led by Om Prakash Rajbhar, former Minister of Backward Classes Welfare, Disabled People development in Uttar Pradesh. The party has its headquarters in Rasra, Ballia district. The party has a yellow flag.

Sudhanshu Shekhar is an Indian politician based in Bihar, who has served as member of Bihar Legislative Assembly for two terms. Shekhar was elected to Bihar Legislative Assembly first in the year 2016, in a bypoll conducted for the Harlakhi Assembly constituency in Madhubani district of Bihar. In this bypoll, which followed the death of incumbent legislator from Harlakhi constituency, Basant Kushwaha, he defeated Mohammad Shabbir of Indian National Congress. This was followed by his second victory in 2020 Bihar Legislative Assembly elections, in which he retained this seat. Shekhar is the son of Rashtriya Lok Samata Party politician Basant Kushwaha.
