The House of Chiefs in Fiji consists of the Fijian nobility, composed of about seventy chiefs of various ranks, majority of which are related. It is not a formal political body and is not the same as the Great Council of Chiefs, a political body which had a prescribed role under the 1997 Constitution of Fiji, although the membership of the two bodies did overlap to a great extent.
Fijian society is traditionally very stratified. A hierarchy of chiefs presides over villages (koro), sub-districts (tikina vou), districts (tikina cokavata), and provinces (yasana). These administrative divisions generally correspond roughly with the social units of the extended family (tokatoka), clan (mataqali), tribe (yavusa), and land (vanua). Each mataqali is presided over by a chief, styled Ratu if male or Adi (pronounced Ahn-di) if female. Chiefs presiding over units above the mataqali have other, more prestigious titles, although they, too, are typically addressed and referred to as Ratu or Adi, although there are regional variations. In Rewa, Ro is used instead of Ratu and Adi, while in the Lau Islands Roko is used. In Kadavu Group and in the west of Fiji, Bulou substitutes for Adi. The method of appointing chiefs is not uniform, although the position is generally held for life (with some exceptions) and there is a hereditary element, although the son of a chief does not automatically succeed to the position on his father's death. A chief may hold more than one title, just as a peer may in the United Kingdom; the late Ratu Sir Kamisese Mara, for example, was both Tui Nayau and Tui Lau .
For administrative purposes, Fiji is divided into fourteen provinces, each of which has a Provincial Council in which the chiefs from the province are represented, along with commoners. Each Provincial Council is headed by a Roko Tui, whose appointment must be approved by the Fijian Affairs Board, a government department, which must also approve all bylaws passed and taxes levied by the Councils. (Titles can be deceptive: not every chief styled Roko Tui heads a Provincial Council). The Provincial Councils are significant in that they not only administer communally owned land (more than 80 percent of Fiji's total land area), but also elected most of the representatives to the Great Council of Chiefs. Moreover, the Great Council of Chiefs, which was charged with choosing 14 of the 32 members of the Fijian Senate, the upper house of the Parliament, normally delegated that task to the fourteen Provincial Councils.
All of the chiefs also belong to one of three confederacies: Kubuna, Burebasaga, and Tovata. For the most part, the boundaries of the confederacies correspond to the boundaries of the provinces. An anomaly exists in the west of the country, where the provinces of Ba and Ra are split between the confederacies of Kubuna and Burebasaga. This does not affect administration, however, as the confederacies and the provinces fulfill different roles, the former being based on the relationship of chiefs and clans, and the latter being formal political entities.
The highest chiefly title, the Tui Viti (King of Fiji), has been vacant since 1874, when King Seru Epenisa Cakobau and other prominent chiefs ceded the islands to the United Kingdom. But the Tui Viti title was relatively new; it was never a traditional kingly title of Fiji, but came into being after the death of Tanoa Visawaqa and the rise of his son Seru Epenisa Cakobau who proclaimed himself Tui Viti after conquering much of Fiji and persuading his fellow-chiefs to recognize him as their overlord.
However the title has been recognised since that time and the British monarch has filled a similar role since; even since Fiji became a republic in 1987, the former Great Council of Chiefs continued to recognise Queen Elizabeth II as its most senior chief, even though she ceased to be Queen of Fiji after Sitiveni Rabuka's two military coups in 1987, which overthrew the Dominion of Fiji and the 1970 Constitution of Fiji.
The following table depicts Fiji's districts, sub-districts, and villages, with their chiefs. Each chief, if known, is named in italics under his or her full formal title, which is in bold. The majority of chiefs rule over a group of villages (koro) belonging to a Tikina Vou (sub-district); some Tikina Vou are subdivided into two or more groupings of villages, each with its own chief. In a few cases, two groups of villages, or even two sub-districts, share a single chief. This is more common in Naitasiri Province than elsewhere. In the table, this is indicated by backgrounding in the same colour the areas shared by a chief. The Lau Islands are an anomaly: unlike the other provinces, their districts are not divided into sub-districts. All the 14 provinces have their own paramount chief with exceptions to Kadavu. Kadavu Province has nine chiefs; all are paramount in their own districts.
The districts, sub-districts, and villages are arranged, not alphabetically, but in the order of precedence of their chiefs. This order is not without controversy, but protocol generally observes it.

RoLala, Lady Mara, maiden name Litia Cakobau Lalabalavu Katoafutoga Tuisawau was a Fijian chief, who was better known as the widow of Ratu Sir Kamisese Mara, modern Fiji's founding father who served for many years as Prime Minister and President of his country. As Fiji's First Lady, Adi Lala took on a diplomatic role, frequently representing her country abroad. She was regarded as a formidable and astute woman, whose influence on her husband was said to be considerable.
Ratu is an Austronesian title used by male Fijians of chiefly rank. An equivalent title, adi, is used by females of chiefly rank. In the Malay language, the title ratu is also the traditional honorific title to refer to the ruling king or queen in Javanese culture. Thus in Java, a royal palace is called "keraton", constructed from the circumfix ke- -an and Ratu, to describe the residence of the ratu.
Kubuna is one of the three confederacies that make up Fiji's House of Chiefs, to which all of Fiji's chiefs belong.
Burebasaga is the largest of the three confederacies that make up Fiji's House of Chiefs, to which some of the Fijian chiefs belong.
Tovata is one of three confederacies comprising the Fijian House of Chiefs, to which all of Fiji's chiefs belong.
Turaga na Vunivalu na Tui Kaba, shortened as Vunivalu, is the Paramount Chief of the Kubuna Confederacy of the island of Bau in Fiji. Loosely translated the title means Warlord of Bau or "Root of War". The succession to the title does not follow primogeniture, but the candidate must be a high-ranking member of the Tui Kaba clan.
The Provinces of Fiji are the 14 administrative units into which the country is divided, particularly in relation to the provision of resources and services to the indigenous Fijian population by the Fijian Affairs Board. They are more or less derived from the major clan affiliations for each provincial region.
Bau is a small island in Fiji, off the east coast of the main island of Viti Levu. Bau rose to prominence in the mid-1800s and became Fiji's dominant power; until its cession to Britain, it has maintained its influence in politics and leadership right through to modern Fiji. Due to its sacred nature, foreigners have to apply for a permit to visit.

With a land area of 1,341 square kilometers, it had a population of 30,432 in 2017 census. The main urban centre is at Vaileka, with a population of 3,361 in 1996.
Rewa is a province of Fiji. With a land area of 272 square kilometers, it includes the capital city of Suva and is in two parts — one including part of Suva's hinterland to the west and a noncontiguous area to the east, separated from the rest of Rewa by Naitasiri Province. The province had a population of 108,016 at the 2017 census, making it Fiji's third most populous.
Lomaloma is a village at the south of the island of Vanua Balavu in the Lau archipelago of Fiji. The settlement is part of the tribal district of Tikina, Lomaloma and consists of 9 villages, 13 Yavusa (tribes), 42 Mataqali (clans), and 54 family units known as Tokatoka. The nine villages of Lomaloma Tikina are Lomaloma, Sawana, Susui, Narocivo, Namalata, Uruone, Levukana, Dakuilomaloma, and Tuvuca.
Fijian tradition and ceremony is a living way of life that has evolved as the Fijian nation has modernised over time, with various external influences from Pacific neighbours, and the European and Asian society. This general overview of various aspects of Fijian tradition, social structure and ceremony, much of it from the Bauan Fijian tradition although there are variations from province to province, uses "Fijian" to mean indigenous Fijians or I Taukei rather than all citizens of Fiji, and the Fijian terms are most often of the Bauan dialect. Many social intricacies depend on one's inherited social position and the occasion one is confronted with: each will have a particular social etiquette.
Turaga na Rasau is a traditional Fijian chiefly title of the Lau Islands. Prior to Fiji's colonial days, Fiji had many different Vanua with their own Paramount Chieftain which exercised no authority over the other; a saying from the island of Kadavu aptly summarises it "Nomu Turaga o sega na noqu Turaga" or "Your Chief is not my Chief" also the people of Beqa Island were of a similar opinion saying "Qali Cuva Ki Lagi" or "Subject only to heaven" and would bow to no outside Chieftain, but at the turn of the 20th century aspects of the traditional social structure remained, but for administrative purposes three main Matanitu were solidified and formed as they were the dominant consolidated powers at the time being that of Kubuna, Burebasaga and Tovata. With regard to the Rasau while its traditional origins were in Kubuna on Bau the titles traditional authority in modern Fiji is now in Tovata, Lau in particular Lomaloma Tikina on the Island of Vanua Balavu.
Taukei ni Waluvu is a Fijian phrase for "Owner of the Flood." It is the traditional chiefly title of the warrior hill clan Siko-Natabutale of Nairukuruku village. The history of the clan from the mid- nineteenth century, represent the social structures of the chiefly system, religion and western culture that supported colonialism in Fiji. Tradition, Christianity and British indirect rule were combined to legitimize what was accepted as the right way to govern. Condemned by some modern day critics as exploitative, the Fijian chiefly system was the medium of native social interdependence and a traditional contract shared by the indigenous clans of pre-colonial Fiji, that was utilized for colonial rule. Since Independence the chiefly system has had to adapt to the demands of modernity. Anthropologist Arthur Capell in his study of early tribal migration within Fiji made the point that, "the history of Fiji is the history of chiefly families." The phrase in fact emphasized the hierarchical nature of Fijian traditional society where chiefly power was held sacred. The relationship between Chiefs and Westerners in especially Missionaries thus became a focal point for gathering insight into Fijian culture and tradition in the nineteenth century. James Turner a latter anthropologist found, "The chiefly families of Nairukuruku were the first in the eastern highlands of Viti Levu to declare their allegiance to the central government and as a result of this support their influence expanded throughout the area".
The Lasakau Sea Warriors were a 19th-century warrior sub-culture in the pre-colonial state of Bau, in Fiji. The sea warriors were instrumental in spreading Bau's political power throughout the South Pacific archipelagic islands. The rise of the eminent islet of Bau amongst other embryonic states was due mainly to the projection of sea power through its naval forces. Bauan chief Ratu Loaloadravu Tubuanakoro was praised by French Captain Dumont D'Urville in May 1827 for his geographic knowledge of the Fijian archipelago signifying Bau's naval influence. More far-ranging than Bau's land warriors led by the Vusaradave clan, the Lasakau clan became the leading proponents of war and tribute for the emerging island kingdom. They became known as the Bai kei Bau or 'War fence of Bau'. Sahlins made the crucial observation that," The kings of Bau based their rule not on native cultivators but on native sailors and fishers-which is to say in Fijian categories, as in political strategies, not on the land but on the sea". This was the great political transformation that catapulted Bau to power over other pre-colonial kingdoms.
Bau is the main village on Bau Island, Fiji. Once integral to the power and economy of the chiefly village, the villages of Lasakau and Soso are also located on the twenty-two acre island which became the centre of traditional power throughout the Fiji Islands in the nineteenth century.
Kadavu Province is one of fourteen provinces of Fiji, and forms part of the Eastern Division, which also includes the provinces of Lau, Lomaiviti and Rotuma. Kadavu also belongs to the Burebasaga Confederacy, a hierarchy of chiefs from southern and western Fiji with Roko Tui Dreketi of Rewa as the paramount chief.
In Fiji, Turaga na Roko Tui Bau is a vassal chief of the Vunivalu of Bau. From his seat at the residence of Naicobocobo, the Roko Tui Bau rules the Vusaratu chiefs and has relationships with the Roko Tui Dreketi, Ratu Mai Verata, Roko Tui Namata, Roko Tui Veikau, Tui Vuya and other members of Fiji's House of Chiefs.
Navatu is a sub district in Cakaudrove; one of 3 provinces situated in Vanua Levu, the second largest island in Fiji. The sub-district, or "tikina" as it is known in the iTaukei language, comprises nine villages mainly occupying the eastern peninsular of the Natewa Bay. While Copra has been the main source of income for villages in the Navatu tikina, kava or yaqona is also becoming a fast growing commodity for villages within the Navatu sub-district.
