Mingachevir is the fourth largest city in Azerbaijan with a population of about 106,000. It is often called the "city of lights" because of its hydroelectric power station on the Kur River, which divides the city down the middle.

Formerly, it was called Bina International Airport, after a suburb of the Azerbaijani capital Baku. The airport is 20 kilometers northeast of Baku, connected to the city by a highway. It serves as the hub for national carrier Azerbaijan Airlines as well as for Azal Avia Cargo and Silk Way West Airlines.
Gadabay District is one of the 66 districts of Azerbaijan. It is located in the west of the country and belongs to the Gazakh-Tovuz Economic Region. The district borders the districts of Dashkasan, Shamkir, Tovuz. Its administrative center is the city of Gadabay and it has been a major settlement for nearly 2,000 years. It is part of the ancient culture of Khojaly and Gadabay. As of 2024, the population of the district is 101.062
Ismayilli is a city and the capital of the Ismayilli District of Azerbaijan. It has a population of 28,776 in 2021
Lahıc is a village and municipality on the southern slopes of Greater Caucasus within the Ismailli Rayon of Azerbaijan. Population is approximately 860 people who speak the Tat language, also known as Tati Persian, a Southwestern Iranian language spoken by the Tats of Azerbaijan and Russia.
