Parliamentary Monitoring Services is a United Kingdom-based political research and publishing company. The company researches the activities of the United States Congress, European Parliament, and the Parliament of the United Kingdom. Consultants to the company have included British politicians Sir Peter Fry and William Howie, Baron Howie of Troon. The company published PMS Guide to Pressure Groups and PMS Guide to the 1997 General Election.

The company has been hired to undertake political research work by The Sunday Times and The Royal British Legion. In 2006, the company and its sister company Political Wizard were sold to Dods Parliamentary Communications, [1] a subsidiary of Dods (Group) PLC formerly Huveaux PLC. [2] Colin Doeg, author of Crisis Management in the Food and Drinks Industry, characterized the company as a "comprehensive service". [3] The Independent described it as a "well-known political lobbying firm". [4]

Political research

1979–2002

Parliamentary Monitoring Services was founded in London in 1979. [5] [6] The company researches the activities of the United States Congress, European Parliament, and the Parliament of the United Kingdom. [3] Lionel Zetter became Managing Director of the company in 1986. [7] In 1992 the company conducted a study commissioned by The Sunday Times which "revealed that, for the first time, more Conservatives were educated in state schools than in private schools". [8] In 1995, Sir Peter Fry was a paid consultant and shareholder of Parliamentary Monitoring Services. [9] [10] The company published the second edition of PMS Guide to Pressure Groups in 1997, [11] and the third edition by J. Flower in 2000. [12] David Boothroyd, author of The History of British Political Parties , was a researcher at the company in 2001. [13] [14] Boothroyd was the principal compiler of the second edition of PMS Guide to Pressure Groups and PMS Guide to the 1997 General Election. [14] In 2002, the company was hired by The Royal British Legion to develop an Internet-based tool to help the organization make its case for Her Majesty's Government to recognize Gulf War syndrome. [15]

2002 – present

William Howie, Baron Howie of Troon served as a publishing consultant to Parliamentary Monitoring Services in 2004; [16] in 2007 The Times reported that Lord Howie received "regular remunerated employment" from the company. [17] In 2005, Zetter was Managing Director of the company's sister firm, Political Wizard. [18] [19] In Public Affairs in Practice, Zetter wrote, "Without parliamentary monitoring, political news and political intelligence no public affairs campaign can hope to succeed". [20] Westminster lobbyist Doug Smith served as chairman of the company in 2006; [17] by 2007, Smith had left this role and his position on the company's board of directors. [21] In 2006, Parliamentary Monitoring Services owned half of Political Wizard and received GB£1.5 million for this share when Political Wizard was bought by Huveaux subsidiary Dods Parliamentary Communications. [6] Zetter decided in 2006 to sell Parliamentary Monitoring Services to Dods Parliamentary Communications, [7] and its parent Huveaux purchased the company for £4.8 million. [22] In 2007, Huveaux owned Parliamentary Monitoring Services through the Dods brand, the parent company's political division. [23]

Commentary

When asked if the Department for Work and Pensions maintained profiles on Members of Parliament (MPs), Secretary of State for Work and Pensions Andrew Smith said, "The Department does not compile personal profiles on MPs. We do have access to parliamentary reference works such as Dods and in order to provide, in a cost-effective way, such reference information to the large number of officials drafting parliamentary answers we subscribe to Parliamentary Monitoring Services Ltd. (PMS)." [24] Writing in the book Crisis Management in the Food and Drinks Industry, Colin Doeg characterized Parliamentary Monitoring Services as a "Comprehensive service covering the proceedings of Westminster and European Parliaments as well as US Congress". [3] The organization is described in Public Relations in Practice as "a political research, publishing, polling and campaigning company". [25] James Macintyre and Nigel Morris of The Independent called Parliamentary Monitoring Services a "well-known political lobbying firm". [4]

In politics, lobbying, persuasion, or interest representation is the act of lawfully attempting to influence the actions, policies, or decisions of government officials, most often legislators or members of regulatory agencies. Lobbying, which usually involves direct, face-to-face contact, is done by many types of people, associations and organized groups, including individuals in the private sector, corporations, fellow legislators or government officials, or advocacy groups. Derek George Henry Laud is Chairman of the Foundation Board of Lucy Cavendish College, University of Cambridge and a former British lobbyist, businessman, political adviser, speechwriter, and journalist. He received public attention when he was a contestant in the 2005 series of the British reality television show Big Brother. Laud is co-founder and the executive director of the New City Initiative, a think tank and financial lobbying company. He is also a partner, partnership secretary, Director of the Advisory Board, and Director of Corporate Affairs at wealth management company Stanhope Capital LLP. Laud was the first black member of the Conservative Monday Club and first black master of foxhounds in the United Kingdom.

An all-party parliamentary group (APPG) is a grouping in the Parliament of the United Kingdom that is composed of members of parliament from all political parties. APPGs are informal cross-party groups of members of the House of Commons and the House of Lords and have no official status within Parliament. APPGs generally have officers drawn from the major political parties and strive to avoid favouring one political party or another.

The Chartered Institute of Public Relations (CIPR) is a professional body in the United Kingdom for public relations practitioners. Founded as the Institute for Public Relations in 1948, CIPR was awarded Chartered status by the Privy Council of the United Kingdom in 2005 and added "Chartered" to its name. As of late 2012, CIPR had 10,095 members. The association provides training and education, publishes a code of conduct and hosts awards and events. It is governed by a board of directors led by a president who is elected each year.

Lobbying in the United States describes paid activity in which special interest groups hire well-connected professional advocates, often lawyers, to argue for specific legislation in decision-making bodies such as the United States Congress. It is a highly controversial phenomenon, often seen in a negative light by journalists and the American public, with some critics describing it as a legal form of bribery or influence peddling or extortion. The History of British Political Parties, also referred to as Politico's Guide to the History of British Political Parties, is a reference book about political parties in the United Kingdom. Written by David Boothroyd, it was published in 2001 by Politico's Publishing Ltd and distributed in the United States by International Specialized Book Services (ISBS). At the time of the book's publication, Boothroyd worked as a researcher with Parliamentary Monitoring Services. The book contains entries on over 250 UK political parties that have participated in parliamentary elections. It is structured alphabetically by entry, with the size of each entry relative to the history and influence of the individual political party. Boothroyd includes information about the history and election statistics of each party, as well as a brief narrative. He focuses on the Conservative, Liberal, and Labour parties; the parties with the most significant histories in British politics.

United Kingdom Election Results is a website and e-book written by David Boothroyd, published in 1994. Boothroyd also wrote The History of British Political Parties, published in 2001. The website includes material about elections in the United Kingdom, including election results, resources for further information and links to relevant websites. Boothroyd used a minimalist approach for the site's design, avoiding "flashy graphics" and placing an emphasis on "authoritative unbiased information".

Public affairs generally refers to the engagement efforts between organizations, often times in the context of building business or governmental relationships. The industry has developed over recent years and is normally considered a branch or sub-discipline of public relations (PR). Having such a broad range of coverage regarding its definition, public affairs is, by nature, a hybrid of disciplines that relies heavily on strategic communication. While often equated with lobbying, this is usually only a small part of what a public affairs practitioner might do. Other typical functions include research, strategy planning and providing advice. Dr. Juan-Carlos Molleda writes, “Many types of organizations virtually and physically interact and communicate with publics and/or audiences outside of their own country of origin to build a dynamic set of relationships. Trade, direct foreign investment, political coalitions, worthy global causes, information flow, and social networking, among other phenomena, are increasing the complexity of those relationships dramatically”. Organizations who make use of public affairs are typically large companies, charities, trade unions, membership organizations and interest groups. They will either have staff working directly for them or employ a firm of public affairs consultants. Very often public affairs staff will work with their non-PR colleagues who are experts in a given field.

Advocacy groups, also known as special interest groups, use various forms of advocacy in order to influence public opinion and ultimately policy. They play an important role in the development of political and social systems.
