The Sheffield Energy Recovery Facility, also known as the Energy from Waste Plant, is a modern incinerator which treats Sheffield's household waste. It is notable as it not only provides electricity from the combustion of waste but also supplies heat to a local district heating scheme, making it one of the most advanced, energy efficient incineration plants in the UK. In 2004, the district heating network prevented 15,108 tonnes of CO2 from being released from buildings across the city, compared to energy derived from fossil fuels. [1] The incinerator is a 'static asset' owned by Sheffield City Council and operated by Veolia Environmental Services under a 35 year integrated waste management contract (IWMC)/PFI contract.
Waste from households, Local Authority services and some local businesses is brought to the Energy Recovery Facility. It is tipped into a waste storage bunker. From the bunker the waste is lifted into a feed hopper by an overhead crane at a rate of 28 tonnes per hour.
The hopper feeds the waste into a single incineration unit where it is burned in excess of 850 °C. A large boiler located above the incineration unit is heated to produce superheated steam at 400 °C. A condensing steam turbine uses this steam to generate electricity for the National Grid and produce hot water for the District Energy network.
Urea is introduced into the furnace to treat NOx (Oxides of Nitrogen) emissions. Lime and activated carbon is introduced to neutralise the acidity of the flue gas and adsorb other pollutants. The cooled flue gases pass through a filter house where the particulate (dust) is captured by 1760 filters and stored in a silo for separate disposal later. Cleaned gases are then released through the chimney. These gases are continuously monitored to ensure they meet strict environmental regulations.
An electromagnetic overband separator removes metal from the ash. The metal is delivered to a local company for recycling. Ash from the incineration process goes into a bunker before being taken to a process plant for treatment and recycled into aggregate for the construction industry.
In 2001 ownership of the original incinerator was transferred to Onyx UK (now Veolia Environmental Services) from Sheffield City Council. Earlier that year the old incinerator ceased operations after protests by the public and Greenpeace. At the time Greenpeace declared it the 'worst incinerator in England'. [2] A new modern plant was commissioned in 2006 bringing it into line with the Waste Incineration Directive, with strict environmental standards.
Sheffield Green Party have stated that the new incinerator is still responsible for 31,308 tonnes of greenhouse gas emissions per annum that would be prevented were the waste to be recycled, even taking into account that the incinerator recovers heat and power. [3] As the UK Government's new waste strategy [4] appears to support recycling and anaerobic digestion over Combined Heat and Power incineration for most waste streams, the role of the incinerator may have to change.
In January 2012, Public Health England commissioned a research study to investigate a potential link between incinerator emissions and health outcomes to the people within the local population. The Sheffield Energy Recovery Facility was amongst the 22 incinerators being examined as part of this study. [5]
In 2006 when the new Energy Recovery Facility (ERF) was finally fully on-stream, a report was commissioned by Veolia Environmental Services (VES) that concluded the refuse available to be recovered to the ERF within the Sheffield boundary was considerably lower than that which would be needed to sustain the ERF's required refuse input when other factors such as competition from other waste management services to private businesses was considered. [6] A planning application was then posed to Sheffield City Council in 2012 to allow waste from outside of the Sheffield Waste Disposal Authority Area, and to widen the catchment area. [7] By 2015 Veolia was processing 225,000 tonnes of refuse per annum through the Energy Recovery Facility and proceeded to make a further application to Sheffield City Council to increase this to 245,000 tonnes, This was conditionally granted in 2016. [8] Sheffield 'Friends of the Earth' have complained and campaigned about the growth of the catchment area and the amount that is being incinerated. [9]
In 2017 details of an internal Veolia management email were leaked by the GMB union which alleged that recyclable waste was being diverted from the network of Sheffield household waste recycling centres around the city, and had been doing so since 2011. Veolia was accused of diverting the waste to try to plug a 50,000 tonne shortfall of waste needed to run the incinerator to fulfil its obligations to provide district heating for the city, despite Environment Agency regulations demanding that companies must recycle as much as they can. The GMB union was angered as GMB member workers at Veolias' recycling plant are given a bonus if recycling targets are met, and this task is made more difficult if recyclables are being diverted and incinerated. Veolia denies this and refuted the accusations. [10] [11]
In 2017 Sheffield City Council decided to review and terminate the original terms of the 35 year PFI contract. The terms of the original 2001 contract were given a long-length due to acknowledging the investment that was needed to bring the original incinerator up to modern environmental standards and it was understood that some of this investment would need to be provided up-front by Onyx/Veolia as it was cost-prohibitive for the council to finance the incinerator's upgrade alone within allocated budgets. The cost of this expenditure would subsequently be recouped over the time of the contract in Veolias' yearly profits. The original terms didn't envisage the expansion of Veolia's waste catchment area. The council wanted to try to leverage more of the profits of the Energy Recovery Facility under renegotiated terms, and to try to reduce other expenses related to waste collection. [12] The Integrated Waste Management contract was subsequently renegotiated and re-signed with Veolia in December 2017 in order to reduce the ongoing costs to Sheffield City Council. [13] As part of the renegotiation, other side-benefits have become apparent for Veolia with some of the fleet network of refuse vehicles which collect the waste supply of residents that feed the Energy Recovery Facility being upgraded and converted to Electric/Hybrid. [14]
Incineration is a waste treatment process that involves the combustion of substances contained in waste materials. Industrial plants for waste incineration are commonly referred to as waste-to-energy facilities. Incineration and other high-temperature waste treatment systems are described as "thermal treatment". Incineration of waste materials converts the waste into ash, flue gas and heat. The ash is mostly formed by the inorganic constituents of the waste and may take the form of solid lumps or particulates carried by the flue gas. The flue gases must be cleaned of gaseous and particulate pollutants before they are dispersed into the atmosphere. In some cases, the heat that is generated by incineration can be used to generate electric power.
The Greater Manchester Waste Disposal Authority (GMWDA) was England's largest waste disposal authority, responsible for the management and disposal of municipal waste from Greater Manchester. It dealt with 1.1 million tonnes of waste produced each year, from approximately 1 million households and a population of over 2.27 million in the metropolitan districts of Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside and Trafford — though part of Greater Manchester, the Metropolitan Borough of Wigan administers its own waste disposal operations, however they were represented on the authority for administration purposes. The waste came primarily from household waste collections and 20 household waste recycling centres (HWRCs) provided and serviced by the GMWDA. It handled around 4% of the nation's municipal waste.
Refuse-derived fuel (RDF) is a fuel produced from various types of waste such as municipal solid waste (MSW), industrial waste or commercial waste.
Waste-to-energy (WtE) or energy-from-waste (EfW) is the process of generating energy in the form of electricity and/or heat from the primary treatment of waste, or the processing of waste into a fuel source. WtE is a form of energy recovery. Most WtE processes generate electricity and/or heat directly through combustion, or produce a combustible fuel commodity, such as methane, methanol, ethanol or synthetic fuels.
The Allington Quarry Waste Management Facility is an integrated waste management centre in Allington, Kent. It is the site of the Allington Energy from Waste (EfW) Incinerator. The incinerator is owned by FCC Environment as Kent Enviropower. The facility, which has involved an investment of over £150 Million, is able to process 500,000 tonnes per annum of waste and has the ability to produce 40MW of power. The facility takes non-hazardous waste from households and businesses in Kent and the surrounding area for recycling and energy recovery. Materials separated by householders are sorted and sent for recycling, with the remainder being used to generate electricity to power the facility and for the local supply network.
The Kirklees EfW is a major moving grate incineration plant in Huddersfield, Kirklees, England. The incinerator is owned and operated by Suez Recycling and Recovery UK who signed a 25-year contract with Kirklees Council in 1998 with an option to increase the time period to 2028. The plant is integral to the waste strategy and Unitary Development plan of Kirklees Council, treating 150,000 tonnes of locally generated municipal waste, which when incinerated, will produce enough electricity to power 15,000 homes. Only 136,000 tonnes of waste is actually incinerated, the other tonnages permitted are recovered materials such as metals and Incinerator bottom ash (IBA) and Fly ash.
South East London Combined Heat and Power, better known as SELCHP, is a major energy from waste incineration plant in South Bermondsey, London. It was designed to generate both heat and electricity. The plant can generate up to 35 MegaWatts of power using a steam turbine in electricity only mode. It can incinerate up to 420,000 tonnes per year of municipal solid waste.
Veolia Environmental Services, formerly Onyx Environnement, is a division of Veolia Environnement. It employs nearly 78,000 staff, has operations in 35 countries around the world, and generated revenues of nearly €9.02 billion in 2009.
The Newhaven ERF is an incinerator, in the town of Newhaven in the English county of East Sussex, for the treatment of up to 210,000 tonnes per annum of the county's municipal solid waste. The facility, built by Veolia Environmental Services, was approved by planners at the Conservative-controlled East Sussex County Council.

The Isle of Wight gasification facility is a municipal waste treatment plant in southern England. It entered the commissioning phase in autumn 2008, and will be replaced by a new moving grate incinerator in 2019
Teesside Energy from Waste plant is a municipal waste incinerator and waste-to-energy power station, which provides 29.2 megawatts (MW) of electricity for the National Grid by burning 390,000 tonnes of household and commercial waste a year. It is located on the River Tees at Haverton Hill, east of Billingham in North East England. Developed and built by NEM, a subsidiary of Northumbrian Water, the initial plant replaced the Portrack Incinerator and opened in 1998. Subsequently, the facility became part of SITA, now Suez.
SUEZ Recycling and Recovery UK Ltd, formerly SITA UK Limited, is a British waste management company, established in 1988. It was previously called Sitaclean Technology. It began as a provider of local authority services, with its first municipal services contract in Erewash, Derbyshire in 1989. Suez has expanded its business through a combination of new contracts, joint venture partnerships and acquisitions.
Marchwood ERF is a waste incineration plant in Marchwood, near Southampton, England. It is situated beside the estuary of the River Test where it meets Southampton Water, opposite the Port of Southampton. It burns municipal waste and produces electricity for the National Grid.
Millerhill Recycling and Energy Recovery Centre is a recycling and waste incineration facility at Millerhill in Midlothian, near Edinburgh in Scotland. It was built on part of the site of the Millerhill Marshalling Yard; construction began in October 2016 and the plant opened fully in September 2019. Commissioned by the City of Edinburgh Council and Midlothian Council, the plant cost £142 million and will divert 155,000 tons of waste a year from going to landfill. It burns treated waste to generate electricity which is fed into the National Grid. The plant uses combustion and XeroSorp flue gas treatment from Hitachi Zosen Inova. This is a dry adsorption system which uses sodium bicarbonate to clean the exhaust.
Allerton waste recovery park is a waste recovery and incineration site located on a former quarry at Allerton Mauleverer, near Knaresborough, England. It is operated by AmeyCespa on behalf of North Yorkshire County Council and City of York Council, the site is capable of handling 320,000 tonnes of household waste per year.
Gloucestershire Energy from Waste Facility, also known as the Javelin Park Incinerator is a residual waste incinerator and energy-from-waste power station which produces 14.5MW of energy for the National Grid by burning up to 190,000 tonnes of residual waste each year. The site is located adjacent to the M5 motorway, near junction 12 and to the south of Gloucester.
