Starting January 1, 2012, fixed lines will be allowed to dial directly to other provinces/countries, but still using open dialing plan. To dial to other province, dial area code+phone number (0xx-xxxxxx), and to dial to other countries, dial 00+country code+phone number.
Before 2012, dialing to other provinces is 101, then wait for operator, the same thing as to other countries, but to other countries is 100. Before 2012, mobile phones are already allowed to dial to other provinces/countries directly.
A collect call in Canada and the United States, known as a reverse charge call in other parts of the English-speaking world, is a telephone call in which the calling party wants to place a call at the called party's expense. In the past, collect calls were only possible as an operator-assisted call, but with the introduction of computer-based telephone dialing equipment, it is now possible to place a collect call without using an operator, which is called automated operator services (AOS) as opposed to Home Country Direct (HCD).
A toll-free telephone number or freephone number is a telephone number that is billed for all arriving calls. For the calling party, a call to a toll-free number from a landline is free of charge. A toll-free number is identified by a dialing prefix similar to an area code. The specific service access varies by country.
Telephone numbers in the United Kingdom are administered by the Office of Communications (Ofcom). For this purpose, Ofcom established a telephone numbering plan, known as the National Telephone Numbering Plan, which is the system for assigning telephone numbers to subscriber stations.
Telephone numbers in China are organized according to the Chinese Telephone Code Plan. The numerical formats of landlines and mobile phones are different: landlines have area codes, whereas mobile phones do not. In major cities, landline numbers consist of a two-digit area code followed by an eight-digit inner number. In other places, landline numbers consist of a three-digit area code followed by a seven- or eight-digit internal number. The numbers of mobile phones consist of eleven digits.

A trunk prefix is a digit sequence to be dialed before a telephone number to initiate a telephone call for the purpose of selecting an appropriate telecommunications circuit by which the call is to be routed.
An international call prefix, internationaldial-out code or international direct dial code is a trunk prefix that indicates an international phone call. In the dialling sequence, the prefix precedes the country calling code.
Widespread UK telephone code misconceptions, in particular brought on by the Big Number Change in 2000, have been reported by regulator Ofcom since publication of a report it commissioned in 2004.
The dialling plan for mobile networks and new landline operators is closed; all subscriber numbers must be dialled in full. For landline numbers starting with 02, the dialling plan used to be open; the trunk digit and area code could be omitted if the caller was in the same area code as the callee. Telephone numbers in Pakistan are ten digits long. Landline numbers and mobile numbers have different structures. Geographically fixed landline are prefixed by an area code which varies in length depending on the significance of the place. Mobile numbers are prefixed (03) followed by a code indicating the telephone operator. The international country code for Pakistan is '+92'.
Telephone numbers in India are administered under the National Numbering Plan of 2003 by the Department of Telecommunications of the Government of India. The numbering plan was last updated in 2015. The country code "91" was assigned to India by the International Telecommunication Union in the 1960s.
Telephone numbers in Russia are under a unified numbering plan with Kazakhstan, both of which share the international code +7. Historically, +7 was used as the country calling code for all of the Soviet Union. Following the Soviet break-up, all of its former republics, save for Russia and Kazakhstan, switched to new country codes. Following Abkhazia's secession from Georgia, Abkhazia switched to the Russian telephone codes +7 840 for landlines and +7 940 for mobile phones, though it still can be reached via the Georgian telephone code +995 44.

National conventions for writing telephone numbers vary by country. While international standards exist in the form of recommendation E.123 by the sector ITU-T of the International Telecommunication Union (ITU), national telephone numbering plans define the format of telephone numbers assigned to telephones and similar communication endpoints.
