Tropical Storm Odette was a rare off-season tropical cyclone that hit the island of Hispaniola in early December 2003. As the fifteenth named storm of the 2003 Atlantic hurricane season,Odette formed near the coast of Panama a few days after the official end of the Atlantic hurricane season ended on November 30,and ultimately made landfall on the Dominican Republic as a moderate tropical storm,before becoming extratropical on December 7,dissipating two days later.
The storm caused heavy damage throughout the Dominican Republic from unusually heavy rainfall in December. Preparation preceding Odette's landfall resulted in only eight deaths and 14 injuries. Total damage is unknown,though crop damage in the Dominican Republic totaled to over $8 million (2003 USD,$13.3 million 2023 USD).
By November 30, the last day of the Atlantic hurricane season, a stationary front extended across eastern Cuba into the southwestern Caribbean. On December 1, a low-pressure area developed within the frontal zone just north of Panama, [1] and an anticyclone aloft produced good outflow over the low-level center. [2] The low remained nearly stationary for the next several days, and it gradually became separated from the stationary front. [1] Convection increased across the area due to moisture from the eastern Pacific Ocean and moderate divergence.[ clarification needed ] [3] Increased wind shear deteriorated the system on December 2, [4] though convection redeveloped as the system started a northeast drift. [5] On December 3 a mid-level circulation developed about 140 miles (230 km) north of the surface center. Convection increased and became better organized as a weak tropical wave reached the area, and it is estimated the system developed into Tropical Depression Twenty at around 1200 UTC on December 4 while located about 345 miles (555 km) south of Kingston, Jamaica; [1] initially, the depression was forecast to track north-northeastward and pass over western Haiti. [6]
Upon being classified as a tropical cyclone, the depression was embedded within the southwesterly flow between a ridge over the eastern Caribbean Sea and a mid-latitude trough, which caused a steady east-northeast motion. [6] The convection organized into a central dense overcast with a well-defined cloud band wrapping partially around the center, and based on satellite imagery estimates the depression was upgraded to tropical storm status; late on December 4, the National Hurricane Center named the storm Odette . [7] After being named, the storm intensified despite moderate southwesterly wind shear, and an eye feature became evident on microwave satellite imagery. [1] Additionally, about three–fourths of a mid-level eyewall developed. [8] The storm was assessed with winds of 40–50 mph (64–80 km/h), though the National Hurricane Center remarked the winds could have been stronger due to lack of structural data. The eye feature diminished as the convective structure deteriorated slightly, and hurricane hunters first flew into the storm at around 1200 UTC on December 5. [1] Odette tracked over an area of warm sea surface temperatures, [8] and the overall cloud pattern gradually improved; [9] the Geophysical Fluid Dynamics Laboratory predicted the storm to attain hurricane status. [10] Early on December 6, a TRMM overpass showed an 80% closed eyewall, [11] and at 0600 UTC Odette attained peak winds of 65 mph (105 km/h) while located about 245 miles (394 km)/h) southwest of Santo Domingo, Dominican Republic. [1]
Upon reaching peak intensity, Odette had begun accelerating northeastward, which decreased wind shear and slightly increased its southwesterly outflow. [11] The low-level center decelerated as it approached Hispaniola, though the convection continued quickly northeastward. Failing to maintain vertical organization, Odette weakened slightly and made landfall on Jaragua National Park, in the Pedernales Province of the Dominican Republic, around 2300 UTC on December 6 with winds of 60 mph (95 km/h). The circulation became disrupted as it crossed the country, and on December 7 it emerged into the Atlantic Ocean with winds of 45 mph (70 km/h). [1] It accelerated to the northeast ahead of an approaching cold front, and late on December 7 Odette transitioned into an extratropical cyclone as its center became embedded within the front. The remnants continued quickly northeastward before losing its identity within the frontal zone on December 9; [1] the frontal zone that absorbed Odette also absorbed Tropical Storm Peter a few days later. [12]
Prior to Odette's predicted arrival, the Dominican Republic government issued for the evacuation of more than 10,000 people, mostly from those living near rivers. At least 2,000 shelters were set up, capable of housing up to 800,000 people. In addition, the government mobilized the army to force those unwilling to leave from their homes. Such precautions were taken due to already saturated grounds from heavy rainfall three weeks prior. [13]
A tropical storm watch was issued between Santo Domingo and the Dominican Republic/Haiti border on December 4, 56 hours prior to landfall. This was raised to a tropical storm warning on December 5 while 32 hours before landfall. In addition, tropical storm warnings were issued for all of the Haitian coastline and Jamaica. [1]
While over the southwestern Caribbean Sea, Odette dropped heavy rainfall, including prior to its formation. For several days, the storm caused rains in Panama, Costa Rica, and the east coast of Nicaragua. In Colombia, the storm caused rainfall totals of up to 8 inches (200 mm) in Puerto Colombia. [13] In Jamaica, the storm dropped moderate rainfall, flooding several roads in Saint Ann and Saint Mary Parishes. [14] Odette caused moderate damage and 8 deaths in the Dominican Republic.
Winds from Tropical Storm Odette were relatively light across the Dominican Republic, with a peak gust of 60 mph occurring in Santo Domingo. The storm dropped heavy rainfall for several hours, amounting to a maximum of 9.07 inches (230 mm) in Isla Saona. Several other locations reported over 4 inches as well. The rainfall caused mudslides and flash flooding, [1] forcing several rivers to overflow in combination with previous rains. [15] In addition, a tornado was reported near Santo Domingo, destroying one house and uproofing several others. [13]
The flooding and mudslides damaged up to 60,000 homes and destroyed 34. Gusty winds caused power outages. River flooding caused two bridges to collapse, isolating several communities. Landslides buried several roads, though authorities quickly repaired them. The rainfall also flooded fields, resulting in severe crop damage. [13] As much as 85% of the banana crop was lost, while the coffee crop suffered losses shortly before harvest season. Crop damage totaled to around $8 million (2003 USD). [16] In addition, excess flooding contaminated water supplies, leaving several areas without clean water or sanitation. [17]
In all, Tropical Storm Odette caused 8 deaths and 14 injuries, mostly due to flash flooding and mudslides. In addition, two indirect deaths are associated with the storm due to heart attacks. Neighboring Haiti experienced little from the storm. [1]
Though Odette passed 280 miles to the west of Mayagüez, Puerto Rico, the storm caused moderate rainfall across Puerto Rico and the United States Virgin Islands. Rainfall in Puerto Rico was heaviest in the southeast, where a peak of 8.73 inches (222 mm) was recorded in Jajome Alto. The storm also caused up to 2.2 inches (56 mm) of rainfall in Christiansted on Saint Croix. [18]
Odette's rainfall caused flooding throughout Puerto Rico's rivers. The river flooding destroyed three bridges, resulting in $20,000 in damages (2003 USD). The flooding also caused a mudslide near a cemetery in Humacao. The rainfall also covered numerous roads, though overall damage was minimal throughout Puerto Rico and the Virgin Islands. [19]
In all, 65,000 people were affected by Tropical Storm Odette. The Dominican Republic Red Cross and Red Crescent deployed 105 volunteers to the impacted areas, primarily in the area of Monte Cristi. The organization provided food and hygiene kits to thousands of people, as well as mosquito nets. The Red Cross also gave a 5,000 liter water tank for the citizens in Monte Cristi, an area without clean water or sanitation. [17]
When Odette formed on December 4, it became the first tropical storm since the beginning of the modern tropical cyclone record to form in the Caribbean in the month of December; [1] a documented December Caribbean hurricane occurred in 1822. [20] However, Tropical Storm Karen, which formed in November 1989, persisted until December while located in the northwestern Caribbean Sea. [21] In addition, Odette was the first Atlantic storm to form in the month of December since Hurricane Lili in 1984. [22]
The 2003 season was the first season since 1954 to have a pre-season storm and a post-season storm, with Ana in April and Odette. [23] [24]
The 2004 Atlantic hurricane season was a very deadly, destructive, and active Atlantic hurricane season, with over 3,200 deaths and more than $61 billion in damage. More than half of the 16 tropical cyclones brushed or struck the United States. Due to the development of a Modoki El Niño – a rare type of El Niño in which unfavorable conditions are produced over the eastern Pacific instead of the Atlantic basin due to warmer sea surface temperatures farther west along the equatorial Pacific – activity was above average. The season officially began on June 1 and ended on November 30, though the season's last storm, Otto, dissipated on December 3, extending the season beyond its traditional boundaries. The first storm, Alex, developed offshore of the Southeastern United States on July 31, one of the latest dates on record to see the formation of the first system in an Atlantic hurricane season. It brushed the Carolinas and the Mid-Atlantic, causing one death and $7.5 million (2004 USD) in damage. Several storms caused only minor damage, including tropical storms Bonnie, Earl, Hermine, and Matthew. In addition, hurricanes Danielle, Karl, and Lisa, Tropical Depression Ten, Subtropical Storm Nicole and Tropical Storm Otto had no effect on land while tropical cyclones. The season was the first to exceed 200 units in accumulated cyclone energy (ACE) since 1995, mostly from Hurricane Ivan, the storm produced the highest ACE. Ivan generated the second-highest ACE in the Atlantic, only behind 1899 San Ciriaco Hurricane.
The 2003 Atlantic hurricane season was a very active season with tropical cyclogenesis occurring before and after the official bounds of the season—the first such occurrence since the 1970 season. The season produced 21 tropical cyclones, of which 16 developed into named storms; seven of those attained hurricane status, of which three reached major hurricane status. The strongest hurricane of the season was Hurricane Isabel, which reached Category 5 status on the Saffir–Simpson hurricane scale northeast of the Lesser Antilles; Isabel later struck North Carolina as a Category 2 hurricane, causing $3.6 billion in damage and a total of 51 deaths across the Mid-Atlantic region of the United States.
The 2002 Atlantic hurricane season was a near-average Atlantic hurricane season. It officially started on June 1, 2002, and ended on November 30, dates which conventionally limit the period of each year when most tropical cyclones develop in the Atlantic Ocean. The season produced fourteen tropical cyclones, of which twelve developed into named storms; four became hurricanes, and two attained major hurricane status. While the season's first cyclone did not develop until July 14, activity quickly picked up: eight storms developed in the month of September. It ended early however, with no tropical storms forming after October 6—a rare occurrence caused partly by El Niño conditions. The most intense hurricane of the season was Hurricane Isidore with a minimum central pressure of 934 mbar, although Hurricane Lili attained higher winds and peaked at Category 4 whereas Isidore only reached Category 3. However, Lili had a minimum central pressure of 938 mbar.
The 2001 Atlantic hurricane season was a fairly active Atlantic hurricane season that produced 17 tropical cyclones, 15 named storms, nine hurricanes, and four major hurricanes. The season officially lasted from June 1, 2001, to November 30, 2001, dates which by convention limit the period of each year when tropical cyclones tend to form in the Atlantic Ocean basin. The season began with Tropical Storm Allison on June 4, and ended with Hurricane Olga, which dissipated on December 6.
The 2000 Atlantic hurricane season was a fairly active hurricane season, but featured the latest first named storm in a hurricane season since 1992. The hurricane season officially began on June 1, and ended on November 30. It was slightly above average due to a La Niña weather pattern although most of the storms were weak. It was also the only season to have two of the storms affect Ireland. The first cyclone, Tropical Depression One, developed in the southern Gulf of Mexico on June 7 and dissipated after an uneventful duration. However, it would be almost two months before the first named storm, Alberto, formed near Cape Verde; Alberto also dissipated with no effects on land. Several other tropical cyclones—Tropical Depression Two, Tropical Depression Four, Chris, Ernesto, Nadine, and an unnamed subtropical storm—did not impact land. Five additional storms—Tropical Depression Nine, Florence, Isaac, Joyce, and Leslie—minimally affected land areas.
The 1999 Atlantic hurricane season was a fairly active season, mostly due to a persistent La Niña that developed in the latter half of 1998. It had five Category 4 hurricanes – the highest number recorded in a single season in the Atlantic basin, previously tied in 1933 and 1961, and later tied in 2005 and 2020. The season officially began on June 1, and ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Atlantic basin. The first storm, Arlene, formed on June 11 to the southeast of Bermuda. It meandered slowly for a week and caused no impact on land. Other tropical cyclones that did not affect land were Hurricane Cindy, Tropical Storm Emily, and Tropical Depression Twelve. Localized or otherwise minor damage occurred from Hurricanes Bret, Gert, and Jose, and tropical storms Harvey and Katrina.
The 1998 Atlantic hurricane season was a catastrophic and deadly Atlantic hurricane season, which had the highest number of storm-related fatalities in over 218 years and some of the costliest ever at the time. The season had above average activity, due to the dissipation of an El Niño event and transition to La Niña conditions. It officially began on June 1 and ended on November 30, dates which conventionally delimit the period during which most tropical cyclones form in the Atlantic Ocean. The season had a rather slow start, with no tropical cyclones forming in June. The first tropical cyclone, Tropical Storm Alex, developed on July 27, and the season's final storm, Hurricane Nicole, became extratropical on December 1.
Hurricane Isidore was a powerful tropical cyclone that caused widespread flooding and heavy damage across Mexico, Cuba, and the United States in September 2002. The ninth named storm and the second hurricane in the 2002 Atlantic hurricane season, and the fifth of eight named storms to occur in September of that year, Isidore peaked as a Category 3 hurricane, causing damage, as well as four fatalities in Jamaica, Cuba, Mexico, and the United States. Isidore is also noted for threatening to strike the northern Gulf Coast as a Category 4 hurricane, however, the storm struck the region as a moderately-strong tropical storm, due to a track change that brought the storm over the Yucatán Peninsula for over a day, which significantly weakened the cyclone in the process. The primary impact from the storm was the heavy rainfall, which fell across southeast Mexico, and also from the central United States Gulf coast into the Ohio Valley.
Hurricane Iris was a small, but powerful Category 4 hurricane that caused widespread destruction in Belize. Iris was the second-strongest storm of the 2001 Atlantic hurricane season, behind Hurricane Michelle. It was the ninth named storm, fifth hurricane, and third major hurricane of the year, forming from a tropical wave on October 4 just southeast of Barbados. It moved westward through the Caribbean, intensifying into a tropical storm on October 5 south of Puerto Rico, and into a hurricane on the following day. While passing south of the Dominican Republic, Iris dropped heavy rainfall that caused landslides, killing eight people. Later, the hurricane passed south of Jamaica, where it destroyed two houses. On reaching the western Caribbean Sea, Iris rapidly intensified into a Category 4 on the Saffir–Simpson scale. A small hurricane with an eye of only 7 mi (11 km) in diameter, Iris reached peak winds of 145 mph (233 km/h) before making landfall in southern Belize near Monkey River Town on October 9. The hurricane quickly dissipated over Central America, although its remnants contributed to the formation of Tropical Storm Manuel in the eastern Pacific Ocean. The hurricane caused severe damage—destroying homes, flooding streets, and leveling trees—in coastal towns south of Belize City.
The 2007 Atlantic hurricane season was the first season since 2003 to feature tropical activity both before and after the official bounds of the season. There were an above-average number of named storms during the season – 15, however many storms were weak and short-lived. Despite the predominance of weak systems, this was the first season on record to feature more than one Category 5 landfalling hurricane. This would not happen again until 2017. It produced 17 tropical cyclones, 15 tropical storms, six hurricanes, and two major hurricanes. It officially started on June 1 and ended on November 30, dates which conventionally delimit the period during which most tropical cyclones form in the Atlantic Ocean, although as shown by Subtropical Storm Andrea and Tropical Storm Olga in early May and early December, respectively, the formation of tropical cyclones is possible at any time of the year. The first system, Subtropical Storm Andrea, developed on May 9, while the last storm, Tropical Storm Olga, dissipated on December 13. The most intense hurricane, Dean, was, at the time, the third most intense landfalling Atlantic storm on record. It was the second on record in which an Atlantic hurricane, Felix, and an eastern Pacific hurricane, Henriette, made landfall on the same day. September had a then record-tying eight storms, until it was surpassed in 2020. However, the strengths and durations of most of the storms were low.
Tropical Storm Chantal was a North Atlantic tropical cyclone that moved across the Caribbean Sea in August 2001. The fourth depression and third named storm of the 2001 Atlantic hurricane season, Chantal developed from a tropical wave on August 14 in the tropical Atlantic Ocean. It tracked rapidly westward for much of its duration, and after degenerating into a tropical wave, it passed through the Windward Islands. Chantal reached a peak intensity of 70 mph (110 km/h) twice in the Caribbean Sea, and each time it was anticipated to attain hurricane status; however, wind shear and later land interaction prevented strengthening to hurricane status. On August 21 Chantal, moved ashore near the border of Mexico and Belize, before dissipating on the next day.
Tropical Storm Helene was a long-lived tropical cyclone that oscillated for ten days between a tropical wave and a 70 mph (110 km/h) tropical storm. It was the twelfth tropical cyclone and eighth tropical storm of the 2000 Atlantic hurricane season, forming on September 15 east of the Windward Islands. After degenerating into a tropical wave, the system produced flooding and mudslides in Puerto Rico. It reformed into a tropical depression on September 19 south of Cuba, and crossed the western portion of the island the next day while on the verge of dissipation. However, it intensified into a tropical storm in the Gulf of Mexico, reaching its peak intensity while approaching the northern Gulf Coast.
Hurricane Kyle was the fifth-longest-lived Atlantic tropical or subtropical cyclone on record. The eleventh named storm and third hurricane of the 2002 Atlantic hurricane season, Kyle developed as a subtropical cyclone on September 20 to the east-southeast of Bermuda. Looping westward, it transitioned into a tropical cyclone and became a hurricane on September 25. For the next two weeks, Kyle tracked generally westward, oscillating in strength several times because of fluctuations in environmental conditions. On October 11, the cyclone turned northeastward and made landfalls near Charleston, South Carolina, and Long Beach, North Carolina, at tropical storm status. After lasting as a cyclone for 22 days, Kyle dissipated on October 12 as it was absorbed by an approaching cold front.
Tropical Storm Barry was a rapidly forming tropical cyclone that made landfall on Florida, United States, in early June 2007. The second named storm of the 2007 Atlantic hurricane season, Barry developed from a trough of low pressure in the southeastern Gulf of Mexico on June 1. It tracked rapidly northeastward, reaching peak winds of 60 mph (97 km/h) before weakening and making landfall near Tampa Bay as a tropical depression. Barry quickly lost tropical characteristics after wind shear removed much of the convection, and early on June 3, it completed the transition into an extratropical cyclone. The extratropical remnants tracked up the East Coast of the United States, and were absorbed by a larger extratropical cyclone on June 5.
Tropical Storm Olga was an off-season tropical cyclone that impacted the Greater Antilles. The fifteenth named storm of the 2007 Atlantic hurricane season, Olga developed from a low developed east of the northernmost Lesser Antilles. It slowly acquired tropical characteristics, and late on December 10, the NHC declared it Subtropical Storm Olga while just north of Puerto Rico. It was the first post-season storm since Tropical Storm Zeta in the 2005 season, making the 2007 season one of the few with activity both before and after the official bounds of the hurricane season. Olga was only one of a few out of season tropical cyclones to make landfall. The storm made landfall on December 11 on the eastern tip of the Dominican Republic. Later that evening, Olga transitioned into a tropical storm just after making landfall. Olga tracked over Hispaniola and emerged in the Caribbean Sea. Strong wind shear and dry air caused Olga to weaken into a remnant low early on December 13.
Hurricane Kyle was a Category 1 hurricane that caused heavy rain and flooding in Puerto Rico in its formative stage and brought hurricane-force winds to Nova Scotia while extratropical. The eleventh tropical storm and sixth hurricane of the 2008 Atlantic hurricane season, Kyle formed from a strong tropical disturbance that tracked across the northeastern Caribbean Sea in the third week of September. As a low pressure area, it moved slowly across Puerto Rico and Hispaniola, dumping torrential rains across those islands.
The 1994 Atlantic hurricane season was the final season in the most recent negative Atlantic multidecadal oscillation period of tropical cyclone formation within the basin. The season produced seven named tropical cyclones and three hurricanes, a total well below the seasonal average. The season officially started on June 1 and ended on November 30, dates which conventionally limit the period each year when most tropical cyclones tend to form in the Atlantic Ocean. The first tropical cyclone, Tropical Storm Alberto, developed on June 30, while the last storm, Hurricane Gordon, dissipated on November 21. The season was unusual in that it produced no major hurricanes, which are those of Category 3 status or higher on the Saffir–Simpson hurricane scale. The most intense hurricane, Hurricane Florence, peaked as a Category 2 storm with winds of 110 mph (180 km/h).
Tropical Storm Carlos was the first of five tropical cyclones to make landfall during the 2003 Pacific hurricane season. It formed on June 26 from a tropical wave to the south of Mexico. It quickly strengthened as it approached the coast, and early on June 27 Carlos moved ashore in Oaxaca with winds of 65 mph (105 km/h). The storm rapidly deteriorated to a remnant low, which persisted until dissipating on June 29. Carlos brought heavy rainfall to portions of southern Mexico, peaking at 337 mm (13.3 in) in two locations in Guerrero. Throughout its path, the storm damaged about 30,000 houses, with a monetary damage total of 86.7 million pesos. At least nine people were killed throughout the country, seven due to mudslides and two from river flooding; there was also a report of two missing fishermen.
Tropical Storm Bonnie was a small and rather weak tropical storm that brought squally weather to the northern Caribbean Sea and Gulf Coast of the United States in July 2010. The third tropical cyclone and second named storm of the 2010 Atlantic hurricane season, Bonnie developed from a tropical wave over the Bahamas on July 22. It strengthened to a tropical storm while crossing the islands, and made landfall on the southeastern coast of Florida the following day. Inland, Bonnie weakened to a tropical depression before entering the Gulf of Mexico, where its surface circulation dissipated on July 24. The remnants of the storm moved ashore between Louisiana and Mississippi early on July 25, prompting severe thunderstorm and tornado warnings in the area.
Hurricane Ingrid was one of two tropical cyclones, along with Hurricane Manuel, to strike Mexico within a 24-hour period, the first such occurrence since 1958. Ingrid was the ninth named storm and second hurricane of the 2013 Atlantic hurricane season. It formed on September 12 in the Gulf of Mexico from a broad disturbance that also spawned Manuel in the eastern Pacific. After initially moving westward toward Veracruz, Ingrid turned northeastward away from the coast. Favorable conditions allowed it to attain hurricane status on September 14, and the next day Ingrid attained peak winds of 140 km/h (85 mph). Subsequently, increased wind shear weakened the convection as the storm turned more to the northwest and west. On September 16, Ingrid made landfall just south of La Pesca, Tamaulipas in northeastern Mexico as a strong tropical storm, and dissipated the next day. The hurricane was also the last one to form in the Gulf of Mexico until Hurricane Hermine in 2016.
