Balaram Sivaraman was an Indian civil servant, writer and the tenth Cabinet Secretary of India. [1] He assumed office on 1 January 1969 and held the position until 30 November 1970. The Government of India awarded him Padma Vibhushan, the second highest Indian civilian award, in 1971. [2]
The Padma Vibhushan is the second-highest civilian award of the Republic of India, after the Bharat Ratna. Instituted on 2 January 1954, the award is given for "exceptional and distinguished service". All persons without distinction of race, occupation, position or sex are eligible for these awards. However, government servants including those working with PSUs, except doctors and scientists, are not eligible for these Awards. As of 2022, the award has been bestowed on 325 individuals, including nineteen posthumous and twenty-one non-citizen recipients.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.
Sonal Mansingh is an Indian classical dancer and Guru in Bharatanatyam and Odissi dancing style. She has been nominated by the President of India to become a Member of Parliament, Rajya Sabha. She is the youngest recipient of Padma Bhushan in 1992 and Padma Vibhushan in 2003.
Sushma Swaraj was an Indian lawyer, politician, and diplomat who served as the Minister of External Affairs of India in the first Narendra Modi government from 2014 to 2019. She was the second person to complete a 5-year term as the Minister of External Affairs, after Jawaharlal Nehru. A senior leader of the Bharatiya Janata Party (BJP), Swaraj was the second woman to hold the office of Minister of External Affairs, after Indira Gandhi. She was elected seven times as a Member of Parliament and three times as a Member of the Legislative Assembly. At the age of 25 in 1977, she became the youngest cabinet minister of the Indian state of Haryana. She also served as 5th Chief Minister of Delhi for a short duration in 1998 and became the first female Chief Minister of Delhi.
Naresh Chandra was a 1956 batch IAS officer of Rajasthan cadre, who served as the Cabinet Secretary of India, Defence Secretary of India, Home Secretary of India, Water Resources Secretary of India and Indian Ambassador to the United States. He was awarded India's second highest civilian honour, the Padma Vibhushan, for civil service, in 2007.
Bishnupada Mukerjee or Bishnupada Mukhopadhyaya was an Indian pharmacologist and orthopedic surgeon, known for his contributions in the fields of pharmacological research and standardization of drugs in India. The Government of India honoured him in 1962, with the award of Padma Shri, the fourth highest Indian civilian award for his services to the nation.
Bhairab Dutt Pande was a member of the Indian Civil Service and Union Cabinet Secretary of the Government of India under Indira Gandhi. He served as the Governor of West Bengal (1981–1983), and Punjab (1983–1984), and the Administrator of Chandigarh for a brief period.
Rustomji Bomanji Billimoria was an Indian physician, social worker, and the founder of Bel-Air Hospital, a tuberculosis sanatorium at Panchgani, a hill station in Maharashtra. Born on 13 May 1882 in Mumbai to Bomanji Jamshedji Billimoria as the youngest of his four children, Billimoria took up medicine as his profession and, in 1912, established a sanatorium for treating tuberculosis at Dalkeith in Panchgani. The facility has grown over the years to become a 250-bedded healthcare centre and is managed by Indian Red Cross Society. He was married to Gulestan Rustom Billimoria, a known social worker and a Padma Bhushan recipient. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1961, for his contributions to medicine.
Pattadakal Venkanna Raghavendra Rao was an Indian civil servant, writer and the sixth defence secretary of India. He assumed office on 21 November 1962, the day the Sino-Indian War ended and held the position until 3 April 1965. He was the author of three books, India's Defence Policy and Organisation Since Independence, Defence without drift and Red Tape and White Cap. The Government of India awarded him Padma Vibhushan, the second highest Indian civilian award, in 1967.
Harish Chandra Sarin (1914–1997) was an Indian civil servant, writer and the defence secretary of India. He assumed office on 3 November 1968 and held the position until 7 December 1970. He was the author of the book, Defence and Development.
Nori Gopala Krishna Murti was an Indian civil engineer, known for his contributions for the implementation of Koyna Hydroelectric Project. He was the chairman of Bhakra Dam Management Board and the vice-chairman of the International Congress on Large Dams. The Government of India awarded him the Padma Shri, the fourth highest civilian award, in 1963. He received the Padma Bhushan, the third highest civilian award, in 1972.
Pran Nath Luthra (1917–2000) was an Indian civil service officer and writer, best known for his services for the rehabilitation of the refugees in the Northeast India and his writings on his days of service. He was an adviser to the Governor of Assam and an additional secretary at the Ministry of Labour and Rehabilitation of the Government of West Bengal. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 1972.
Tumkur Ramaiah Satishchandran was a Padma Bhushan winning 1952 batch Indian Administrative Service officer of Karnataka cadre, who served as the Governor of Goa and also served as the 7th Principal Secretary to the Prime Minister of India, the Chief Secretary of Karnataka and Power Secretary of India.
Madurai Narayanan Krishnan (1928–2005) was an Indian musician, known for his proficiency in carnatic music. He was known to have been proficient in all the three facets of music viz. vocals, lyrics and music and was considered by many as a Vaggeyakara. The Government of India awarded him the Padma Shri, the fourth highest civilian award in 1992 and followed it up with the Padma Bhushan, the third highest civilian award, in 2003. He was also a recipient of the Sangeet Natak Akademi Award, UNESCO Award and the Kalaimamani Award.
Narayanan Srinivasan (1930–2014) was an Indian nuclear scientist and the founder project director of Indira Gandhi Centre for Atomic Research (IGCAR). One of the pioneers of atomic energy program in India, he served as the design engineer for the plutonium plant at Trombay, as the project director of IGCAR at Kalpakkam, as the chief executive of Heavy Water Board and later the Nuclear Fuel Complex, and sat in the Atomic Energy Commission of India from 1982 to 1987. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 2003. He was also a recipient of the Lifetime Achievement Award of the Department of Atomic Energy which he received in 2009. Srinivasan died on 18 May 2014 in Chennai, at the age of 84.
L. Z. Sailo is an Indian writer and a former captain of the Indian Army. He has also served in the UN Peace Keeping Force at Congo and one of his books, Runlum Nuthai, was selected as the Mizo Academy of Letters Book of the Year in 2002. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 2007.
Baba Yogendra was an Indian artist, pracharak (campaigner) for Rashtriya Swayamsevak Sangh (RSS) and one of the founding members of Sanskar Bharti. He was conferred with Padma Shri, India's fourth highest civilian award, in 2018 in the field of arts.
