Chidambaram Subramaniam, was an Indian politician and independence activist. He served as Minister of Finance and Minister of Defence in the union cabinet. He later served as the Governor of Maharashtra. As the Minister for Food and Agriculture, he ushered the Indian Green Revolution, an era of self-sufficiency in food production along with M. S. Swaminathan, B. Sivaraman and Norman E. Borlaug. He was awarded Bharat Ratna, Indian's highest civilian award, in 1998, for his role in ushering Green Revolution.

His leadership as Director General of the International Rice Research Institute (IRRI) in the Philippines was instrumental in his being awarded the first World Food Prize in 1987, recognized as the Nobel or the highest honours in the field of agriculture. United Nations Environment Programme has called him 'the Father of Economic Ecology'.

The National Commission on Farmers (NCF) is an Indian commission constituted on 18 November 2004 under the chairmanship of Professor M.S. Swaminathan to address the nationwide calamity of farmers suicides in India. The Terms of Reference reflected the priorities listed in the Common Minimum Programme. The NCF submitted four reports in December 2004, August 2005, December 2005 and April 2006 respectively. The fifth and final report was submitted on 4 October 2006.
