The most recent elections to the City of Edinburgh Council were held on Thursday 4 May 2017, on the same day as the 31 other local authorities in Scotland. [1] It was the third successive Local Council election to run under the single transferable vote (STV) electoral system.
The single transferable vote (STV) is a voting system designed to achieve proportional representation through ranked voting in multi-seat organizations or constituencies. Under STV, an elector (voter) has a single vote that is initially allocated to their most preferred candidate. Votes are totalled and a quota derived. If their candidate achieves quota, he/she is elected and in some STV systems any surplus vote is transferred to other candidates in proportion to the voters' stated preferences. If more candidates than seats remain, the bottom candidate is eliminated with his/her votes being transferred to other candidates as determined by the voters' stated preferences. These elections and eliminations, and vote transfers if applicable, continue until there are only as many candidates as there are unfilled seats. The specific method of transferring votes varies in different systems.
The election saw the SNP become the largest party on the council for the first time, whilst the Conservative party overcame Labour to become the second largest party. Following the election Leith councillor Adam McVey took over control of the SNP group from Frank Ross. Conservative group leader Cameron Rose was similarly replaced by Iain Whyte. The Labour group elected Cammy Day as their leader. [2]
Following the implementation of changes recommended by the Local Government Boundary Commission for Scotland the number of councillors to be elected was increased from 58 to 63. This was also the first election contested on new boundaries since the 2007 election. While the number of wards remained at 17, five wards:
The Local Government Boundary Commission for Scotland is an independent body in Scotland created under the Local Government (Scotland) Act 1973. According to its website, it is responsible for: carrying out reviews of boundaries of local authority areas; reviews of electoral arrangements for local authorities; responding to requests for ad hoc reviews of electoral or administrative arrangements; and advising on wards for Health Board elections. Its work relates to the local government of Scotland, and it reports to the Scottish Government. Its counterpart organisations elsewhere in the UK are the Local Government Boundary Commission for England, the Local Democracy and Boundary Commission for Wales and the Local Government Boundaries Commissioner for Northern Ireland.
