The Forest Preserve District of Cook County is a governmental commission in Cook County, Illinois, that owns and manages land containing forest, prairie, wetland, streams, and lakes. These land holdings are primarily managed as undeveloped natural areas and for outdoor recreation. The Forest Preserve District encompasses approximately 70,000 acres (110 sq mi; 280 km2) of land or approximately 11% of the land in Cook County, [1] which contains the city of Chicago and is the most densely populated urban metropolitan area in the Midwest. The Forest Preserves also owns the lands on which the Brookfield Zoo and the Chicago Botanic Garden operate, and its Chicago Portage area preserve is also affiliated with the United States National Park Service.
The Cook County Board of Commissioners also serves ex-officio as the board for the district. The Forest Preserve District headquarters is located in River Forest, Illinois.
Forest preserves serve a different purpose than urban parks and are typically maintained for the conservation and restoration of habitat. Forest preserves may contain nature centers and other facilities, picnic groves, and hiking, biking, and equestrian trails, but, apart from public golf courses, do not typically contain land set aside for other sports activities. [2]
The forest preserves are administered by the Forest Preserve District of Cook County, which operates within a special taxation district across municipal boundaries. While the Forest Preserve District as a unit of government is legally separate from Cook County, the Cook county board of commissioners, the county board president, and county clerk hold the same offices ex officio concurrently, making up the Forest Preserve District Board of Commissioners. In 1905, at the instigation of the Cook County Board of Commissioners and private nature groups (partly guided by prominent landscape architect Jens Jensen), Illinois attempted to pass a forest preserve act, but the act was not signed by the governor. [4] [5] The Forest Preserve District Association was formed in 1911 after a new state law was adopted in 1909; however, the courts declared the law unconstitutional in 1911. In 1913, Illinois adopted the Cook County Forest Preserve District Act [3] that was signed by the governor and survived legal challenge. The 1913 law allowed a county board:
To acquire… and hold lands… containing one or more natural forests or lands connecting such forests or parts thereof, for the purpose of protecting and preserving the flora, fauna and scenic beauties within such district, and to restore, restock, protect, and preserve the natural forests and said lands together with their flora and fauna, as nearly as may be, in their natural state and condition, for the purpose of the education, pleasure, and recreation of the public.
A Cook County referendum required by the 1913 law was passed by voters in 1914, establishing the Forest Preserve District of Cook County, [6] and the first Board meeting was held in February 1915. [6]
The Forest Preserve District operates six nature centers used for programming and education, [7] five campgrounds, [8] and three swimming centers as of 2023. [9] The Forest Preserve District also maintains ten public golf courses. In addition to owning and managing tens of thousands of acres of forest, meadow, and wetlands, [1] both the Brookfield Zoo (managed by Chicago Zoological Society under an agreement with the District) and the Chicago Botanic Gardens (managed by the Chicago Horticultural Society) are located on district land. In 2016, a tree-top zipline course was opened in west Cook County's Bemis Woods. [10]
Eight significant waterways flow, at least in part, through lands in the Forest Preserve District: the Chicago River, the Des Plaines River, the Little Calumet River, Salt Creek, Poplar Creek, Thorn Creek, Crooked Creek, and Tinley Creek.
The Ned Brown Forest Preserve contains Busse Woods, a National Natural Landmark. The District also administers the Chicago Portage National Historic Site. In addition, the District's Red Gate Woods was the war-time home of the Manhattan Project's first nuclear facility.
A team of district biologists and resource management professionals monitor wildlife and plants (including invasive species), water quality, and other features within the district. Monitoring may include counting population numbers and tracking the presence of animals across the district and assessing habitat needs for rare species. Through monitoring, it was discovered that river otters had returned to the district after nearly a century of absence. [11]
The Forest Preserve District owns 22 sites containing high-quality conservation resources that have been designated as Illinois Nature Preserves ensuring increased management and protection. [12] The District's oldest nature center is in a preserved rural one-room schoolhouse built in 1886 and is located in the Palos Division. [13]
The International Dark-Sky Association (IDA) conservation program designated the Forest Preserve District's Palos Preserves an Urban Night Sky Place. After review, the IDA determined that within the context of its substantial urban setting, the preserve's "planning and design actively promote an authentic nighttime experience in the midst of significant artificial light." [14]

Three Rivers Park District is a special park district serving the suburban areas of the Twin Cities including suburban Hennepin, Carver, Dakota, Scott, and Ramsey counties. Three Rivers's mission is "To promote environmental stewardship through recreation and education in a natural resources-based park system." Three Rivers operates twenty parks and ten regional trails, with at least two more regional trails planned. Nearly seven million people visit Three Rivers facilities each year. The Columbus and Franklin County Metro Parks are a group of 20 metropolitan parks in and around Columbus, Ohio. They are officially organized into the Columbus and Franklin County Metropolitan Park District. The Metro Parks system was organized in 1945 under Ohio Revised Code Section 1545 as a separate political division of the state of Ohio. The Metro Parks are overseen by a Board of Park Commissioners consisting of three citizens appointed to three-year terms without compensation by the Judge of the Probate Court of Franklin County, Ohio. The Board in turn appoints an Executive Director responsible for operations and management of the parks.

Its mission is to acquire and hold lands containing forests, prairies, wetlands, and associated plant communities or lands capable of being restored to such natural conditions for the purpose of protecting and preserving the flora, fauna and scenic beauty for the education, pleasure and recreation of the citizens of DuPage County.
The Ned Brown Forest Preserve, popularly known as Busse Woods, adjoining Rolling Meadows, Elk Grove Village and Schaumburg in Illinois, is a 3,700-acre (1,500 ha) unit of the Cook County Forest Preserve system. It is named after Edward "Ned" Eagle Brown. A section of the northeast quadrant of the forest preserve is the Busse Forest Nature Preserve, which was registered as a National Natural Landmark in February 1980. Busse Forest Preserve was named for Cook County Commissioner William Busse in 1949.

Palos Township is one of 29 townships in Cook County, Illinois. As of the 2020 census, its population was 56,836, with its most populous municipality being Palos Hills. The vast majority of the township's population resides in its eastern half; the half west of La Grange Road consists of the Palos Forest Preserves, a section of the Cook County Forest Preserves. In 1850 the small town of Trenton, Illinois changed its name to Palos; this recommendation was made by M.S. Powell, the local postmaster, whose ancestor supposedly sailed with Christopher Columbus from Palos de la Frontera. When it incorporated as a village in 1914, Palos officially became Palos Park. Nearby communities incorporated later: Hickory Hills, in 1951, and Palos Hills, in 1958. All three municipalities lie completely or substantially within Palos Township. Palos Heights, partially in Worth Township, incorporated in 1959.
The North Creek Woods or North Creek Meadow is located within the Cook County Forest Preserves in Lansing, Illinois. The woods are connected to the other forest preserves of the Thorn Creek Trailsystem. They are named after North Creek, a tributary of Thorn Creek that runs through the woods. They contain many miles of paved bike trails and off-trail dirt hiking paths. They are a popular place for runners, cyclists, and walkers during the warm and cold times of the year. North Creek Woods contains both dense forest and prairie shrubland. The bicycle trails go through both. There is also a pavilion located at the main parking lot on Glenwood-Lansing Road. The woods are mostly flat.
Sauk Trail Woods are located within the Cook County Forest Preserves in Park Forest and Chicago Heights, Illinois. They are part of the Thorn Creek Trail System. They contain miles of paved bike trails and off-trail dirt paths. Sauk Trail Woods contains Sauk Lake and Thorn Creek. The topography is fairly hilly, featuring ravines and steep, eroded hillsides. The elevation is the highest on the outskirts of the preserve. Then, as one goes into the Thorn Creek River Valley, you descend steep hills and sandy bluffs. There is an abundance of ravines that have been cut by creeks flowing into the valley. Many of the ravines are surprisingly deep near the bottom of the valley. Most of the Sauk Trail Woods Preserve is covered by dense woods, however there are some open prairie areas. In the northwest section of the woods, there is a fairly large marsh, that is surrounded by thick pampas grass and shallow bogs. The woods are located on the Valparaiso Moraine, which accounts for the hilliness of the area. There are many parking lots with pavilions situated throughout the preserve.
Goodenow Grove Nature Preserve is a unit of the Forest Preserve District of Will County located in Crete Township in Will County, Illinois. The closest town is Crete, Illinois. The preserve covers 898 acres (3.63 km2) and contains 4 miles (6.4 km) of trails and a man-made 40-foot (12 m) hill which is a sledding hill in the winter.
The North Branch Trail is a Class I bicycle trail located in northeastern Cook County, Illinois. The trail starts at the western part of Gompers Park in Chicago, and from there it continues north approximately 22 miles (35 km) to Glencoe. The trail follows a path along the North Branch of the Chicago River, the Skokie River and the Skokie Lagoons.
Lake County Forest Preserves is a governmental organization that purchases land and oversees the use of such public open-space in Lake County, Illinois. It is a member of Chicago Wilderness.
Great Parks of Hamilton County is the park district of Hamilton County, Ohio, United States. It was established in 1930, opening its first park, Sharon Woods, in 1932. It was known as the Hamilton County Park District until 2014. The park system includes 18 parks and 4 conservation areas. It is governed by a board of park commissioners. Park headquarters are located in the second largest park in the system, Winton Woods. The county park system also coordinates with the Cincinnati Park Board.
