The Eurovision Song Contest 2002 was the 47th edition of the Eurovision Song Contest. It took place in Tallinn, Estonia, following the country's victory at the 2001 contest with the song "Everybody" by Tanel Padar, Dave Benton and 2XL. Organised by the European Broadcasting Union (EBU) and host broadcaster Eesti Televisioon (ETV), the contest was held at the Saku Suurhall on 25 May 2002. The contest was presented by Estonian opera singer Annely Peebo and actor Marko Matvere. It was the first Eurovision Song Contest held in one of the former Soviet republics.
Latvia was represented at the Eurovision Song Contest 2006 with the song "I Hear Your Heart", composed by Andris Sējāns and Reinis Sējāns, with lyrics by Guntars Račs and Molly-Ann Leikin, and performed by the group Cosmos. The Latvian participating broadcaster, Latvijas Televīzija (LTV), organised the national final Eirodziesma 2006 in order to select its entry for the contest. Twenty songs were selected to compete in the national final, which consisted of three shows: two semi-finals and a final. In the semi-finals on 4 and 11 February 2006, five entries were selected to advance from each show: three entries selected based on a public televote and two entries selected by a five-member jury panel. Ten songs ultimately qualified to compete in the final on 11 March 2006 where two rounds of public voting selected "I Hear Your Heart" performed by Cosmos as the winner.
"Everybody" is a song recorded by Tanel Padar and Dave Benton, along with 2XL, with music composed by Ivar Must and lyrics written by Maian-Anna Kärmas. It represented Estonia in the Eurovision Song Contest 2001 held in Copenhagen, resulting in the country's only ever win at the contest and the first victory by one of the countries that debuted in the contest in the 1990s after the fall of the Iron Curtain.

Twenty songs were selected to compete in the national final, which consisted of three shows: two semi-finals and a final. In the semi-finals on 29 January and 5 February 2005, five entries were selected to advance from each show: three entries selected based on a public televote and two entries selected by a jury panel. Ten songs ultimately qualified to compete in the final on 26 February 2005 where two rounds of public voting selected "The War Is Not Over" performed by Valters and Kaža as the winner. Songwriter Freimanis represented Latvia in 2003 as part of the group F.L.Y..

Twenty songs were selected to compete in the national final, which consisted of three shows: two semi-finals and a final. In the semi-finals on 27 January and 3 February 2007, five entries were selected to advance from each show: three entries selected based on a public televote and two entries selected by a seven-member jury panel. Ten songs ultimately qualified to compete in the final on 1 March 2008 where two rounds of public voting selected "Questa notte" performed by Bonaparti.lv as the winner.

In the semi-finals on 2 and 9 February 2008, five entries were selected to advance from each show: three entries selected based on a public televote and two entries selected by an eight-member jury panel. Ten songs ultimately qualified to compete in the final on 1 March 2008 where two rounds of public voting selected "Wolves of the Sea" performed by Pirates of the Sea as the winner.
Germany was represented at the Eurovision Song Contest 2003 with the song "Let's Get Happy", composed by Ralph Siegel, with lyrics by Bernd Meinunger, and performed by Louise Hoffner, more commonly referred to as Lou. The German participating broadcaster on behalf of ARD, Norddeutscher Rundfunk (NDR), organised the national final Countdown Grand Prix Eurovision 2003 in order to select their entry for the contest. The national final took place on 7 March 2003 and featured fourteen competing acts with the winner being selected through two rounds of public voting. "Let's Get Happy" performed by Lou was selected as the German entry after placing second in the top three during the first round of voting and ultimately gaining 38% of the vote in the second round.

The Latvian broadcaster Latvijas Televīzija (LTV) organised the national final Eirodziesma 2009 in order to select the Latvian entry for the 2009 contest in Moscow, Russia. Twenty songs were selected to compete in the national final, which consisted of two shows: a semi-final and a final. In the semi-final, ten entries were selected to advance based on a public vote. Ten songs ultimately qualified to compete in the final on 28 February 2009 where two rounds of voting by the public and a five-member jury panel selected "Sastrēgums" performed by Intars Busulis as the winner. The song was later translated from Latvian to Russian for the Eurovision Song Contest and was titled "Probka".
Marija Naumova-Bullīta, known professionally as Marija Naumova, is a Latvian singer of Russian origin. Under the stage name Marie N, she sings a broad range of music ranging from pop to musical theatre and jazz, and has recorded several albums, with songs in Latvian, French, English, Russian and Portuguese. In 2002, she won the Eurovision Song Contest for Latvia with her song "I Wanna".

Fifteen songs were selected to compete in the national final on 2 March 2002 where a public televote exclusively selected "I Wonna" performed by Marija Naumova as the winner. The song was later retitled as "I Wanna" for the Eurovision Song Contest, which it eventually won.

In the Second Chance round, two entries were selected to advance: one selected based on a public vote and one selected by the jury. Twelve songs ultimately qualified to compete in the final on 26 February 2011 where two rounds of voting by the public and jury selected "Angel in Disguise" performed by Musiqq as the winner.

Ten songs were selected to compete in the national final on 28 February 2004 where two rounds of public televoting selected "Dziesma par laimi" performed by Fomins and Kleins as the winner. This was the first-ever entry performed in Latvian in the Eurovision Song Contest.

Twelve songs ultimately qualified to compete in the final on 16 February 2013 where two rounds of voting by a public televote and a nine-member jury panel selected "Here We Go" performed by PeR as the winner.

The song was performed by Samanta Tīna, who was internally selected by Latvian broadcaster Latvijas Televīzija (LTV) to represent that nation at the 2021 contest in Rotterdam, Netherlands. Songwriter Aminata Savadogo represented Latvia in the Eurovision Song Contest 2015 with the song "Love Injected" where she placed sixth in the grand final of the competition. Samanta Tīna was announced as the Latvian representative on 2 April 2020 after she was due to compete in the 2020 contest with "Still Breathing" before the 2020 event's cancellation. Her song, "The Moon Is Rising", was presented to the public on 12 March 2021 during the final episode of the special documentary series Kā uzvarēt Eirovīzijā? Samantas Tīnas ceļš uz Roterdamu.

The Latvian broadcaster Latvijas Televīzija (LTV) organised the national final Supernova2022 in order to select the Latvian entry for the contest. 17 songs were selected to compete in the national final, which consisted of two shows: a semi-final and a final. In the semi-final on 5 February 2022, ten entries were selected to advance alongside a wildcard selected by LTV. Eleven songs ultimately qualified to compete in the final on 12 February 2022 where a public televote and a seven-member jury panel selected "Eat Your Salad" performed by Citi Zēni as the winner.
