The Eurovision Song Contest 2003 was the 48th edition of the Eurovision Song Contest. It took place in Riga, Latvia, following the country's victory at the 2002 contest with the song "I Wanna" by Marie N. Organised by the European Broadcasting Union (EBU) and host broadcaster Latvijas Televīzija (LTV), the contest was held at the Skonto Hall on 24 May 2003. The contest was presented by last year's winner Marie N and former contestant Renārs Kaupers.

Latvia has participated in the Eurovision Song Contest 23 times since making its debut at the contest in 2000, where the group Brainstorm finished third with the song "My Star". Latvia won the contest in 2002, with Marie N and the song "I Wanna", defeating Malta by 12 points. Latvia is the second former Soviet country to win the contest. The 2003 contest was held in the Latvian capital Riga. The country achieved its third top 10 result in 2005, when Walters and Kazha finished fifth with "The War Is Not Over".

The Latvian broadcaster Latvijas Televīzija (LTV) organised the national final Eirodziesma 2007 in order to select the Latvian entry for the 2007 contest in Helsinki, Finland. Twenty songs were selected to compete in the national final, which consisted of three shows: two semi-finals and a final. In the semi-finals on 27 January and 3 February 2007, five entries were selected to advance from each show: three entries selected based on a public televote and two entries selected by a seven-member jury panel. Ten songs ultimately qualified to compete in the final on 1 March 2008 where two rounds of public voting selected "Questa notte" performed by Bonaparti.lv as the winner.

The song was performed by German pop singer, Louise Hoffner, more commonly referred to as Lou. The German entry for the 2003 contest in Riga, Latvia was selected through the national final Countdown Grand Prix Eurovision 2003, organised by the German broadcaster ARD in collaboration with Norddeutscher Rundfunk (NDR). The national final took place on 7 March 2003 and featured fourteen competing acts with the winner being selected through two rounds of public voting. "Let's Get Happy" performed by Lou was selected as the German entry for Riga after placing second in the top three during the first round of voting and ultimately gaining 38% of the vote in the second round.

The Hungarian entry for the 2009 contest in Moscow, Russia was selected internally by the Hungarian public broadcaster Magyar Televízió (MTV). "If You Wanna Party" performed by Márk Zentai was initially announced as the Hungarian entry on 3 February 2009, however, the song was withdrawn on 4 February 2009 as it was presented in 2004 as the Swedish Big Brother theme song "We Became Friends". "Magányos csónak" performed by Kátya Tompos was announced as the replacement entry on the same day, however, the song was also withdrawn on 10 February 2009 and "Dance with Me" performed by Zoli Ádok was announced as the final replacement on 23 February 2009.

Under the stage name Marie N, she sings a broad range of music ranging from pop to musical theatre and jazz, and has recorded several albums, with songs in Latvian, French, English, Russian and Portuguese. In 2002, she won the Eurovision Song Contest for Latvia with her song "I Wanna".

The song was performed by Samanta Tīna, who was internally selected by Latvian broadcaster Latvijas Televīzija (LTV) to represent that nation at the 2021 contest in Rotterdam, Netherlands. Songwriter Aminata Savadogo represented Latvia in the Eurovision Song Contest 2015 with the song "Love Injected" where she placed sixth in the grand final of the competition. Samanta Tīna was announced as the Latvian representative on 2 April 2020 after she was due to compete in the 2020 contest with "Still Breathing" before the 2020 event's cancellation. Her song, "The Moon Is Rising", was presented to the public on 12 March 2021 during the final episode of the special documentary series Kā uzvarēt Eirovīzijā? Samantas Tīnas ceļš uz Roterdamu.

In the semi-final on 5 February 2022, ten entries were selected to advance alongside a wildcard selected by LTV. Eleven songs ultimately qualified to compete in the final on 12 February 2022 where a public televote and a seven-member jury panel selected "Eat Your Salad" performed by Citi Zēni as the winner.
