Lichfield, Hereford and Salisbury, in addition to being some of the smallest cities in England, are among the most populous civil parishes.
The least populous cities on all of British territory are Jamestown in St Helena, Ascension and Tristan da Cunha (pop. 629) and Hamilton in Bermuda (pop. 854).

King's Lynn and West Norfolk is a local government district with borough status in Norfolk, England. Its council is based in the town of King's Lynn. The district also includes the towns of Downham Market and Hunstanton, along with numerous villages and surrounding rural areas. The population of the district at the 2021 census was 154,325.
The Borough of Rugby is a local government district with borough status in Warwickshire, England. The borough comprises the town of Rugby where the council has its headquarters, and the rural areas surrounding the town. At the 2021 census the borough had a population of 114,400, of which 78,125 lived in the built-up area of Rugby itself and the remainder were in the surrounding areas.
Bassetlaw is a local government district in north Nottinghamshire, England. Its council is based in the town of Worksop; the other towns in the district are Retford, Tuxford and Harworth Bircotes. The district also contains numerous villages and surrounding rural areas.
Winchester, or the City of Winchester, is a local government district with city status in Hampshire, England.
The Borough of Bedford is a unitary authority area with borough status in the ceremonial county of Bedfordshire, England. Its council is based in Bedford, its namesake and principal settlement, which is the county town of Bedfordshire. The Bedford built-up-area is the 71st largest in the United Kingdom and comprises the boundaries of the pre-1974 Bedford Municipal Borough, the town of Kempston and the village of Biddenham, with the BUA surrounded by a rural area with many villages. 75% of the borough's population live in the Bedford Urban Area and the five large villages which surround it, which makes up slightly less than 6% of the total land area of the Borough.
Lancaster, or the City of Lancaster, is a local government district with city status in Lancashire, England. It is named after its largest settlement, Lancaster, and also includes the towns of Carnforth, Heysham and Morecambe and a wider rural hinterland. The district has a population of 142,162 (2021), and an area of 218.9 square miles (566.9 km2).
The City of Carlisle was a local government district of Cumbria, England, with the status of a city. It was named after its largest settlement, Carlisle, but covered a far larger area which included the towns of Brampton and Longtown, as well as outlying villages including Dalston, Scotby and Wetheral. In 2011 the district had a population of 107,524, and an area of 1,039.97 square kilometres (402 sq mi).
The City of Sheffield is a city and metropolitan borough in South Yorkshire, England. The metropolitan borough includes the administrative centre of Sheffield, the town of Stocksbridge and the larger village of Chapeltown and part of the Peak District. It has a population of 554,401 (2021), making it technically the third largest city in England by population behind Birmingham and Leeds, since London is not considered a single entity. It is governed by Sheffield City Council.
The Borough of Stockton-on-Tees is a unitary authority with borough status in the counties of County Durham and North Yorkshire, England. The borough had a population of 196,600 in 2021.
In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government. Civil parishes can trace their origin to the ancient system of parishes, which for centuries were the principal unit of secular and religious administration in most of England and Wales. Civil and religious parishes were formally split into two types in the 19th century and are now entirely separate. Civil parishes in their modern form came into being through the Local Government Act 1894, which established elected parish councils to take on the secular functions of the parish vestry.
A civil parish is a country subdivision, forming the lowest unit of local government in England. There are 94 civil parishes in the ceremonial county of South Yorkshire, most of the county being unparished. At the 2001 census, there were 360,191 people living in the parishes, increasing to 369,220 in 2011, accounting for 27.5 per cent of the county's population.
The Borough of Hartlepool is a local government district with borough status in County Durham, England. Since 1996 Hartlepool Borough Council has been a unitary authority, which gives it both district-level and county-level functions; it is independent of Durham County Council. It is named after its largest settlement, Hartlepool, where the council is based. The borough also includes a rural area to the west of the town. The population of the borough at the 2021 census was 92,571, of which over 95% (87,995) lived in the built-up area of Hartlepool itself.
Greater Eston is part of the Borough of Redcar and Cleveland, North Yorkshire, England. The name is used by the borough council to describe the centres of Eston, Grangetown, Normanby, Ormesby, South Bank and Teesville.
The Borough of Havant is a local government district with borough status in Hampshire, England. Its council is based in Havant. Other towns and villages within the borough include Bedhampton, Cowplain, Emsworth, Hayling Island, Purbrook, Waterlooville and Widley. The borough covers much of the semi-urban area in the south east of Hampshire, between the city of Portsmouth and the West Sussex border.
Ingol is an electoral ward and suburb of Preston, Lancashire, England. The population of the Ward as taken at the 2011 census was 7,369. The ward also includes the district of Tanterton. The ward is coterminous with the civil parish of Ingol and Tanterton, created in 2012.
Leeds, also known as the City of Leeds, is a metropolitan borough with city status in West Yorkshire, England. The metropolitan borough includes the administrative centre of Leeds and the towns of Farsley, Garforth, Guiseley, Horsforth, Morley, Otley, Pudsey, Rothwell, Wetherby and Yeadon. It has a population of 809,036 (2021), making it technically the second largest city in England by population behind Birmingham, since London is not a single local government entity. Local governance sits with Leeds City Council and the city's 32 Parish Councils.
The City of Preston, or simply Preston, is a local government district with city status in Lancashire, England. It lies on the north bank of the River Ribble and has a population of 147,617 (2021). The neighbouring districts are Ribble Valley, South Ribble, Fylde and Wyre.
The Borough of Slough is a unitary authority with borough status in the ceremonial county of Berkshire, Southern England. The borough is centred around the town of Slough and includes Langley. It forms an urban area with parts of Buckinghamshire and extends to the villages of Burnham, Farnham Royal, George Green, and Iver. Part of the district's area was in Buckinghamshire prior to the district's formation and in Middlesex until 1965.
Applications can only be made in respect of the whole of the local authority area, except in Scotland, where the award of city status operates differently because of differences in the legislation underpinning local government.
