Newlands is a civil parish in Hampshire, England, in the south-east of the local government district of the City of Winchester.
It is composed of the parts of the west of Waterlooville Major Development Area which lie within the City of Winchester district, and straddles the border between the wards of Denmead and of Southwick and Wickham. It was legally created on 1 April 2019, with uncontested elections taking place as part of the 2019 local elections, alongside the Winchester local elections.
The parish is represented by nine parish councillors, including a Chair and Vice-Chair, Chair of the Planning Committee, and Chair of the Finance Committee. As part of Winchester City Council, residents are represented by councillors of Newlands Parish Council, Winchester City Councillors and Hampshire county council; Winchester Southern Parishes Ward. Waterlooville is a town in the Borough of Havant in Hampshire, England, approximately 6 miles (9.7 km) north northeast of Portsmouth. It is the largest town in the borough. The town had a population of 64,350 in the 2011 Census. It is surrounded by Purbrook, Blendworth, Cowplain, Lovedean, Clanfield, Catherington, Crookhorn, Denmead, Hambledon, Horndean and Widley. It forms part of the South Hampshire conurbation. The town formed around the old A3 London to Portsmouth road.

The district also includes the towns of Fordingbridge, Lymington, New Milton and Ringwood. The district is named after and covers most of the New Forest National Park, which occupies much of the central part of the district. The main urban areas are around the periphery of the forest. The district has a coastline onto the Solent to the south and Southampton Water to the east.

The 2010 Winchester Council election took place on 6 May 2010 to elect members of Winchester District Council in Hampshire, England. One third of the council was up for election and the Liberal Democrats gained overall control of the council from the Conservative Party.
Elections to City of York Council were held on 2 May 2019, as part of the United Kingdom local elections. The election resulted in substantial gains for the Liberal Democrats, who became the largest party, although no party surpassed the 24-seat majority threshold. The Conservatives suffered badly in this election, and lost 12 of the 14 seats they had won at the previous election. The Green Party held all their four seats, and surpassed the Conservatives in the popular vote. Labour gained two seats, although they failed to gain support in rural areas, where voters favoured the Liberal Democrats. On 14 May, The Liberal Democrats and the Green Party announced that they had agreed to run the council in a new 'progressive partnership' coalition, with Green Party leader Andy D'Agorne assuming the role of Deputy Leader of the Council while Liberal Democrat leader Keith Aspden succeeded Ian Gillies as Leader of the Council.

The Conservatives Party held a narrow majority of one at the last election, with the seats contested in this election being last contested in 2016 election. The Conservatives defended 10 seats, whilst the Liberal Democrats defended 4. Town and parish councils in the city boundary were also up for election.

All 78 seats were up for election, with each ward returning either one or two councillors by first-past-the-post voting for a four-year term of office. This took place at the same time as the elections for the Hampshire Police and Crime Commissioner and district councils.
