The oblasts of the Soviet Union were second-level administrative units of the Soviet Union, and first-level entities of the republics of the Soviet Union.

Terminology

Oblast is a Slavic term that exists in the Russian language. Russian was official in all republics along with national languages of other republics.

Its capital was Grozny. The 1979 census reported the territory had an area of 19,300 square kilometres (7,500 sq mi) and a population of 1,155,805 : 611,405 Chechens, 134,744 Ingush, and the rest were Russians and other ethnic groups.

The Ministry of Justice of the Union of Soviet Socialist Republics (USSR), formed on 15 March 1946, was one of the most important government offices in the Soviet Union. It was formerly known as the People's Commissariat for Justice abbreviated as Наркомюст (Narkomiust). The Ministry, at the All-Union (USSR-wide) level, was established on 6 July 1923, after the signing of the Treaty on the Creation of the USSR, and was in turn based upon the People's Commissariat for Justice of the Russian Soviet Federative Socialist Republic (RSFSR) formed in 1917. The Ministry was led by the Minister of Justice, prior to 1946 a Commissar, who was nominated by the Chairman of the Council of Ministers and confirmed by the Presidium of the Supreme Soviet, and was a member of the Council of Ministers.

Semipalatinsk Oblast was an administrative division of the Kazakh Soviet Socialist Republic in the Soviet Union, established on October 14, 1939 from parts of East Kazakhstan and Alma-Ata Oblasts. Upon Kazakhstan's independence in 1991, the oblast continued to exist until 1997, when it was merged back into East Kazakhstan Oblast.

The Ministry of the Maritime Fleet was a government ministry in the Soviet Union.

The parade of sovereignties was a series of declarations of sovereignty of various degrees by the republics of the Soviet Union and autonomous units within the republics from 1988 to 1991. The declarations stated the priority of the constituent republic power in its territory over the central power, which led to the War of Laws between the centre and the republics. The process followed the loosened power grip of the Communist Party of the Soviet Union as a result of demokratizatsiya and perestroika policies under Mikhail Gorbachev. Despite the efforts of Gorbachev to preserve the union under a new treaty in the form of the Union of Sovereign States, many constituents soon declared their full independence. The process resulted in the dissolution of the Soviet Union.
