The Storting is the supreme legislature of Norway,established in 1814 by the Constitution of Norway. It is located in Oslo. The unicameral parliament has 169 members and is elected every four years based on party-list proportional representation in nineteen multi-seat constituencies. A member of the Storting is known in Norwegian as a stortingsrepresentant,literally "Storting representative".

He was a member of the Storting from 1993 to 2009,and a government minister from 1997 to 2000 and from 2001 to 2005. He served as County Governor of Vestland from 2010 to 2022,having served as the County Governor of Hordaland from 2010 until the office was merged with that of neighboring Sogn og Fjordane in 2019.

The constituency currently elects five of the 169 members of the Storting using the open party-list proportional representation electoral system. At the 2021 parliamentary election it had 132,383 registered electors.
