Project 119L was a Cold War reconnaissance operation by the U.S. Air Force in which large espionage balloons floated cameras over the Soviet Union.
The spy balloons would photograph sensitive Soviet sites and either hang in the air or land in the Sea of Japan until either a crew flying the C-119 Flying Boxcar or a naval vessel retrieved them. The project caused a row between the U.S. and Soviet forces when the Soviets discovered the remnants of a U.S. spy camera in February 1956. Other reconnaissance balloon projects from the era included Project Skyhook, Project Mogul, Project Grandson, and Project Genetrix.
The previously conducted "Project Moby Dick" used much smaller balloons launched from what was called a "Covered Wagon". Their payloads were then tracked across the continental United States to map and study high altitude wind trajectories. [1]

Project Mogul was a top secret project by the US Army Air Forces involving microphones flown on high-altitude balloons, whose primary purpose was long-distance detection of sound waves generated by Soviet atomic bomb tests. The project was carried out from 1947 until early 1949. It was a classified portion of an unclassified project by New York University (NYU) atmospheric researchers. The project was moderately successful, but was very expensive and was superseded by a network of seismic detectors and air sampling for fallout, which were cheaper, more reliable, and easier to deploy and operate.

The 456th Bombardment Wing is an inactive United States Air Force unit. It was last assigned to the 14th Air Division of Strategic Air Command at Beale Air Force Base, California, where it was inactivated on 30 September 1975. The wing's predecessor was the 456th Bombardment Group, a World War II United States Army Air Forces combat organization that flew from Italy while assigned to Fifteenth Air Force. It earned two Distinguished Unit Citations for valor in combat and participated in the strategic bombing campaign against oil production targets including those near Ploiești, Romania, attacks that resulted in high bomber losses. The group also served as a troop carrier unit in the Air Force Reserve from 1947 to 1949 and as the flying element of the wing from 1952 to 1955.
Project Genetrix, also known as WS-119L, was a program run by the U.S. Air Force, Navy, and the Central Intelligence Agency during the 1950s under the guise of meteorological research. It launched hundreds of surveillance balloons that flew over China, Eastern Europe, and the Soviet Union to collect intelligence on their nuclear capabilities. The Genetrix balloons were manufactured by the aeronautical division of General Mills. They were about 20 stories tall, carried cameras and other electronic equipment, and reached altitudes ranging from 30,000 to over 60,000 feet, well above the reach of any contemporary fighter plane. The overflights drew protests from target countries, while the United States defended its action.
Itek Corporation was a United States defense contractor that initially specialized in camera systems for spy satellites and various other reconnaissance systems. In the early 1960s they built a conglomerate in a fashion similar to LTV or Litton, during which time they developed the first CAD system and explored optical disc technology. These efforts were unsuccessful, and the company shed divisions to various companies, returning to its roots in the reconnaissance market. The remaining portions were eventually purchased by Litton in 1983, and then Hughes, Raytheon, and Goodrich Corporation.
Discoverer 14, also known as Corona 9009, was a spy satellite used in the Corona program managed by Advanced Research Projects Agency (ARPA) of the Department of Defense and the United States Air Force. On 19 August 1960, usable photographic film images of the Soviet Union taken by the satellite were recovered by a C-119 recovery aircraft. This was the first successful recovery of film from an orbiting satellite and the first mid-air recovery of an object returning from Earth orbit.

Between 1946 and 1960, the United States Air Force conducted aerial reconnaissance flights over the Soviet Union in order to determine the size, composition, and disposition of Soviet forces. Aircraft used included the Boeing B-47 Stratojet bomber and—from 1956—the Lockheed U-2 spy plane specifically designed for high-altitude reconnaissance flight. The overflight program was ended following the 1960 U-2 incident.

Tested in late 1954, the project was found to be unfeasible from the standpoint of accuracy, and the project was terminated the following year.
