Project Genetrix, also known as WS-119L, was a program run by the U.S. Air Force, Navy, and the Central Intelligence Agency during the 1950s under the guise of meteorological research. [1] It launched hundreds of surveillance balloons that flew over China, Eastern Europe, and the Soviet Union to collect intelligence on their nuclear capabilities. The Genetrix balloons were manufactured by the aeronautical division of General Mills. [2] [3] They were about 20 stories tall, carried cameras and other electronic equipment, and reached altitudes ranging from 30,000 to over 60,000 feet, well above the reach of any contemporary fighter plane. [4] [5] The overflights drew protests from target countries, while the United States defended its action. [5] [6]

History

Initiation and testing

Authorized by President Dwight D. Eisenhower on December 27, 1955, Project 119L was the first espionage use of the balloons that had been tested in previous projects, such as Project Moby Dick. It succeeded Project Mogul, Project Skyhook, and Project Grandson. Eisenhower viewed the reconnaissance efforts as defensive in nature, under the rationale of collecting intelligence on the Sino-Soviet bloc in case of a surprise nuclear attack against NATO. A cover story had been agreed upon to explain the balloons as being used for meteorological research if they were ever discovered. [5]

In 1955, a number of AN/DMQ-1 gondolas were launched from Lowry Air Force Base in Colorado as a test of the system. One was recovered years later in New Brunswick. [7]

Operation

Between 10 January and 6 February 1956, a total of 512 high-altitude vehicles were launched from the five different launch sites: Gardermoen, Norway; Evanton, Scotland; Oberpfaffenhofen and Giebelstadt, West Germany; and Incirlik, Turkey. [8] [9] [5] 54 were recovered and only 31 provided usable photographs covering over 1.1 million square miles (2.8 million square km) of the Sino-Soviet bloc. [5] Numerous balloons were shot down by the Soviets or blown off course. [5] MiG fighter pilots learned that they could target the balloons at sunrise when they would dip into shooting range because the lifting gas would cool at night and become denser, reducing lift and causing the balloons to descend to lower altitudes. [10]

Diplomatic protests and U.S. response

The missions led to diplomatic protests from many countries, including Albania, China, and the Soviet Union, for the balloon flights over their territories. [4] [5] The United States claimed that the project was a worldwide meteorological survey and compared the balloons to "miniature satellites" out of the way of commercial air traffic. [11] Secretary of State John F. Dulles said that after the air force compiles the data, it would be contributed to the International Geophysical Year 1957–58 for all countries to access. [4] Asked if the United States had the right to send these balloons anywhere around the globe, he answered, "Yes, I think that we feel that way," saying that international law was obscure on "who owns the upper air". [4] [6]

Later developments

The Soviets recovered many of these balloons, and their temperature-resistant and radiation-hardened film [10] [12] would later be used in the Luna 3 probe to capture the first images of the far side of the Moon. [13] Newly developed American spy planes, such as the U-2, would replace the Genetrix balloons in carrying out reconnaissance over denied airspace. [14] Employees from the aeronautical division of General Mills would go on to found Raven Industries. [15]

Flown by American pilot Francis Gary Powers, the aircraft had taken off from Peshawar, Pakistan, and crashed near Sverdlovsk, after being hit by a surface-to-air missile. Powers parachuted to the ground and was captured.

The Lockheed D-21 is an American supersonic reconnaissance drone. The D-21 was initially designed to be launched from the back of an M-21 carrier aircraft, a variant of the Lockheed A-12 aircraft. The drone had maximum speed in excess of Mach 3.3 at an operational altitude of 90,000 feet. Development began in October 1962. Originally known by the Lockheed designation Q-12, the drone was intended for reconnaissance deep into enemy airspace.

Balloons and kites were the first inventions used in aerial warfare and their primary role was observation. Balloons provided an unreliable and stable means of elevating an observer high over the battlefield to obtain a birds-eye view of troop positions and movements. An early instrument of aerial intelligence collection, they were also useful for creating accurate battlefield maps, an important ingredient for battlefield success. Incendiary balloons also have a long history. The incendiary balloons carry hot air or something that can catch fire to destroy enemy territory. They could also hold small bombs for combat. The history of military ballooning dates back to the late 18th century, when the Montgolfier brothers, Joseph-Michel and Jacques-Étienne, first demonstrated the potential of hot-air balloons for military use. The first recorded military use of balloons was during the French Revolutionary Wars, when the French military used balloons to gather intelligence on the movements of the enemy. Balloons were also used during the American Civil War, where they were used for reconnaissance and communication. Balloons had a decline after several incidents in the interwar period.

The Fanhui Shi Weixing series of satellites was China's first reconnaissance satellite program. The satellites were used for military reconnaissance and civilian imagery tasks and completed 23 missions between November 1974 and April 2016. There were four generations of the Fanhui Shi Weixing (FSW) satellites: FSW-0 from 1974 to 1987; FSW-1 from 1987 to 1993; FSW-2 from 1992 to 1996; and FSW-3 from 2003 to 2005. Two derivative models, the Shijian-8 (SJ-8) and Shijian-10 (SJ-10), were developed and launched as 'seed satellites' conducting bioastronautic experiments for the Chinese Ministry of Agriculture. All FSW-series satellites were launched into orbit using Long March rockets from the Jiuquan Satellite Launch Center (JSLC).

Project 119L was a Cold War reconnaissance operation by the U.S. Air Force in which large espionage balloons floated cameras over the Soviet Union.

<span class="mw-page-title-main">6021st Reconnaissance Squadron</span> Military unit

The 6021st Reconnaissance Squadron is an inactive United States Air Force unit. Its last was assigned to the 67th Tactical Reconnaissance Wing, stationed at Yokota Air Base, Japan. It was discontinued on 8 December 1957.

Weapon System 124A, given the codename Flying Cloud, was a project of the United States Air Force to use high-altitude balloons to deliver bombs and weapons of mass destruction on enemy targets. Tested in late 1954, the project was found to be unfeasible from the standpoint of accuracy, and the project was terminated the following year.

<span class="mw-page-title-main">2023 Chinese balloon incident</span> Aerial espionage and shootdown incident

From January 28 to February 4, 2023, a high-altitude balloon originating from China flew across North American airspace, including Alaska, western Canada, and the contiguous United States. On February 4, the U.S. Air Force shot down the balloon over U.S. territorial waters off the coast of South Carolina. Debris from the wreckage was recovered and sent to the FBI Laboratory in Quantico, Virginia, for analysis. Following a preliminary analysis of the debris in June, U.S. officials stated that the balloon carried intelligence-gathering equipment but does not appear to have sent information back to China. U.S. president Joe Biden described the balloon as carrying two railroad cars' equivalent of spy equipment, however stated that it was "not a major breach", and that he also believed that the Chinese leadership was not aware of the balloon. The U.S. government said the balloon had a propeller for maneuverability.
