Shadow Cabinet of Malaysia

Like several other countries utilizing the parliamentary system, Malaysia employs the use of shadow cabinets to hold the government to account, and to serve as a potential alternate government-in-waiting. However, the shadow cabinet is not officially recognised by the government. [1]

Hamzah Shadow Cabinet (2022–present)

On 2 February 2023, Leader of the Opposition Hamzah Zainudin unveiled his shadow cabinet of the Members of Parliament (MPs) of Perikatan Nasional (PN). [2] However, Hamzah later clarified that list is a 'portfolio committee' instead of a shadow cabinet. [3]

The committee or shadow cabinet was criticised for its lack of inclusivity as the list is dominated by a single race. [4]

He served as the Minister of Home Affairs for the second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 to the collapse of the BN administration in November 2022 and the first term in the Perikatan Nasional (PN) administration under former prime minister Muhyiddin Yassin from March 2020 to the collapse of the PN administration in August 2021, Minister of Domestic Trade, Cooperatives and Consumerism, Deputy Minister of Foreign Affairs, Deputy Minister of Plantation Industries and Commodities and Deputy Minister of Housing and Local Government in the BN administration under former prime ministers Abdullah Ahmad Badawi and Najib Razak from March 2008 to the collapse of the BN administration in May 2018 as well as a senator from September 2000 to September 2006. Ismail Sabri bin Yaakob is a Malaysian lawyer and politician who served as the ninth Prime Minister of Malaysia from 2021 to 2022. He is both the shortest-serving prime minister and the shortest-serving deputy prime minister. He is also the first prime minister born after the independence of Malaya, the first former Leader of the Opposition to become prime minister, the only prime minister who did not hold the highest position of the governing party or coalition, and the only prime minister to serve without a deputy.

On 2 July 2009, Pakatan Rakyat announced a list of its Members of Parliament who would shadow individual ministries. DAP Member of Parliament Tony Pua stated that this front bench would explicitly not be a Shadow Cabinet because the Malaysian Parliament does not recognise the institution of a Shadow Cabinet.

The Public Accounts Committee (PAC) is a select committee of the House of Representatives in the Parliament of Malaysia. The PAC derives its powers from the Dewan Rakyat which chooses the committee chairperson and deputy chairperson. Based on Standing Order 77(1), the PAC has the power to examine the accounts of the Malaysian government, the accounts of all public authorities, the reports of the auditor-general, and any other matters that "the committee may think fit" or matters referred to the PAC by the Dewan Rakyat.
