Hisar also known as Hissar is the administrative headquarters of Hisar district in the state of Haryana in northwestern India. It is located 164 km (102 mi) to the west of New Delhi, India's capital, and has been identified as a counter-magnet city for the National Capital Region to develop as an alternative center of growth to Delhi.

As of 2022, the city is estimated to have a population exceeding 60,000. There has been a rising demand to merge both administrative bodies into one and upgrade it to Municipal Council level. Ellenabad Municipal Committee has total administration over 8,387 houses to which it supplies basic amenities like water and sewerage. It is also authorize to build roads within Municipal Committee limits and impose taxes on properties coming under its jurisdiction.
Colonel James Skinner was an Anglo-Indian military adventurer and soldier of the East India Company of British India. Prior to this he also served briefly as a mercenary in the Maratha Army. He became known as Sikandar Sahib later in life and is most known for two cavalry regiments he raised for the British at Hansi in 1803, known as 1st Skinner's Horse and 3rd Skinner's Horse, which are still units of the Indian Army.
George Thomas, known in India as Jaharai Jung and Jahazi Sahib, was an Irish mercenary and ultimately a Raja who was active in 18th-century India. From 1798 to 1801, he ruled a small kingdom in India, which he carved out of the Hisar and Rohtak districts of Haryana. He is often known in popular memory as the 'Raja from Tipperary'.
