Vijay Pandurang Bhatkar is an Indian computer scientist,IT leader and educationalist. He is best known as the architect of India's national initiative in supercomputing where he led the development of Param supercomputers. [2] He is a Padma Shri, [3] Padma Bhushan, [4] and Maharashtra Bhushan [5] awardee. Indian computer magazine Dataquest placed him among the pioneers of India's IT industry. He was the founder and executive director of Centre for Development of Advanced Computing (C-DAC) and is currently working on developing exascale supercomputing for India. [6] [7]
Bhatkar has been chancellor of Nalanda University,India since January 2017. Prior to that,he served as the Chairman of the Board of Governors of IIT Delhi from 2012 to 2017. Currently he is serving as the Chairman of Vijnana Bharati,a non profit organization of Indian scientists.
Bhatkar was born in Muramba,Taluka Murtijapur,District Akola in a maharashtrian family Maharashtra,India. He received a B.E. degree in Electrical Engineering from Nagpur University,Nagpur;ME degree from the MS University of Baroda,Vadodara and a PhD from IIT Delhi. [8]
Bhatkar is best known as the architect of India's national initiative in supercomputing where he led the development of Param supercomputers. He developed the first Indian supercomputer,the PARAM 8000,in 1991 and later the PARAM 10000 in 1998. Based on the PARAM series of supercomputers,he built the National Param Supercomputing Facility (NPSF) which is now made available as a grid computing facility through the Garuda grid on the National Knowledge Network (NKN) providing nationwide access to High Performance Computing (HPC) infrastructure. Currently,Bhatkar is working on exascale supercomputing via the capability,capacity and infrastructure on NKN.
Bhatkar has played a significant role in forming several national institutions and research centers including Centre for Development of Advanced Computing (C-DAC),the Electronics Research and Development Centre (ER&DC) in Thiruvananthapuram, [9] Indian Institute of Information Technology and Management,Kerala (IIITM-K),the ETH Research Laboratory and International Institute of Information Technology (I2IT) in Pune,Maharashtra Knowledge Corporation (MKCL) and the India International Multiversity. [10] [11] He has served as a member of the Scientific Advisory Committee to the government of India,CSIR governing body,IT Task Force,and eGovernance committee chairman of the governments of Maharashtra and Goa. In 2016,Bhatkar was appointed as the Chairperson of the Science &Engineering Research Body (SERB). [15] In January 2017,Bhatkar was appointed as the Chancellor of the Nalanda University. [16] [17] He is also the Founder Chancellor and Chief Mentor of Multiversity. Dr. Vijay Bhatkar has served as the Chairman of the Board of Governors of IIT-Delhi (2012-2017), [18] Chairman of the ETH (Education To Home) Research Lab,Chairman of the Board of Management of Government College of Engineering,Amravati,Chancellor of D. Y. Patil University,and National President of Vijnana Bharati,a People's Science Movement of over 6,000 scientists across India.
Bhatkar has authored and edited over 12 books and 80 technical and research papers and addressed several university convocations,international and national conferences and conventions and public functions. [19]
In 2011,Bhatkar received an honorary doctorate from DY Patil University. [20] In 2014,he was awarded an honorary Ph.D from Gujarat Technological University [21] and a D.Litt. degree from Nagpur University. [22] [23]
PARAM is a series of Indian supercomputers designed and assembled by the Centre for Development of Advanced Computing (C-DAC) in Pune. PARAM means "supreme" in the Sanskrit language,whilst also creating an acronym for "PARAllel Machine". As of November 2022,the fastest machine in the series is the PARAM Siddhi-AI which ranks 63rd in world,with an Rpeak of 5.267 petaflops.
Visvesvaraya National Institute of Technology Nagpur (VNIT) formally known as Visvesvaraya Regional College of Engineering (VRCE) is a public technical university located in the city of Nagpur,Maharashtra. Established in 1960,the institute is among 31 National Institutes of Technology (NITs) in the country. In 2007,the institute was conferred with the status of Institute of National Importance by the National Institutes of Technology,Science Education and Research Act,2007 of the Parliament of India with all other NITs.
Udupi Ramachandra Rao was an Indian space scientist and former chairman of the Indian Space Research Organisation. He was also the Chairman of the Governing Council of the Physical Research Laboratory at Ahmedabad and Nehru Planetarium at Bengaluru and chancellor of the Indian Institute for Space Science and Technology (IIST) at Thiruvananthapuram. Govind Chandra Pande was a well-known Indian scholar,philosopher and historian of the Vedic and the Buddhist periods. He served as professor of ancient history and vice-chancellor at Jaipur and Allahabad universities. Satya Vrat Shastri was an Indian Sanskrit scholar,writer,grammarian and poet. He wrote three Mahakavyas,three Khandakavyas,one Prabandhakavyas and one Patrakavya and five works in critical writing in Sanskrit. Air Chief Marshal Om Prakash Mehra,PVSM was a former air officer in the Indian Air Force. He served as the Chief of the Air Staff from 1973 to 1976. He received Param Vishisht Seva Medal (PVSM),the highest military award for peace-time service,in 1968. He was awarded Padma Vibhushan,India's second highest civilian honour,in 1977. He later became Governor of Maharashtra from 1980 to 1982,and Governor of Rajasthan from 1985 to 1987. He married Satya Mehra and has four children with her Sunil,Parveen,Rahul,and Amitava and numerous grand children.

Supercomputing in India has a history going back to the 1980s. The Government of India created an indigenous development programme as they had difficulty purchasing foreign supercomputers. As of June 2023,the AIRAWAT supercomputer is the fastest supercomputer in India,having been ranked 75th fastest in the world in the TOP500 supercomputer list. AIRAWAT has been installed at the Centre for Development of Advanced Computing (C-DAC) in Pune.
Institute of Chemical Technology (ICT) is a public deemed university in Mumbai,India. It is focused on training and research in the fields of chemical engineering,chemical technology,and pharmaceutical sciences. Established in 1933,the institute was granted deemed university status in 2008,making it the only state-funded deemed university in India. In 2018,ICT was named an institute with a special status per the Empowered Expert Committee and was given the status of Category 1 institute with graded autonomy by the Ministry of Human Resource Development and the University Grants Commission (India). Atmaram Bhairav Joshi was an Indian agricultural scientist and academic,known for his contributions to the field of wheat and other crop breeding. He was the vice-chancellor of Mahatma Phule Krishi Viswavidyalaya,Rahuri and the chairman of the Research Advisory Committee of the Indian Agricultural Research Institute,New Delhi. The Government of India awarded him the fourth highest Indian civilian award of Padma Shri in 1975.

Vishnu Ganesh Bhide was an Indian physicist and educationist,known for his pioneering work on Mossbauer spectroscopy and his contributions to science education in India. He was the scientific advisor to the Government of India during 1973-75 and a member of the International Commission on the Applications of Mossbauer Effect. The Government of India awarded him the fourth highest civilian honour of the Padma Shri in 1992.
