V. K. Shunglu served as the ninth Comptroller and Auditor General of India. He is a 1962 batch Indian Administrative Service officer from the Madhya Pradesh cadre. He is a recipient of the Padma Bhushan in 2019 for his contribution to the civil services. [1] [2]

Early life and education

Shunglu graduated with a bachelor's degree (honours) in economics from St. Stephen's College, Delhi in 1959, and received his master's degree in history from the University of Delhi in 1961. [3]

Career

Shunglu joined the Indian Administrative Service in 1962 from the Madhya Pradesh cadre. He has worked as Special Secretary in the Power ministry in 1993 and as Secretary, Health and Family Welfare in 1994. He also served as the Secretary, Department of Industrial Policy and Promotion in 1995 and as a member of the Foreign Investment Promotion Board. He was appointed as the 9th Comptroller and Auditor General of India in 1996 and served in the position till his retirement in 2002. [1] [4]

Post retirement

He is among the founding members of the India Rejuvenation Initiative, an anti-corruption forum formed by retired bureaucrats. He has also been a member of many committees including the inquiry commission into the Commonwealth Games scandal and the Shunglu Committee which examined charges of irregularities in government appointments in the state of Delhi. He also headed the committee to assess the rehabilitation of people displaced by the construction of the Sardar Sarovar Dam and the committee to look into the proposal by Indian Institutes of Managements for increasing their fees. He is a member of and is the Current chairman of Delhi Public School Society since 2014. He was conferred the Padma Bhushan in 2019 for his contributions to the civil services. [5] [6] [2] [7] [8]

The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. The Comptroller and Auditor General (CAG) of India is the Constitutional Authority in India, established under Article 148 of the Constitution of India. He is empowered to Audit all receipts and expenditure of the Government of India and the State Governments, including those of autonomous bodies and corporations substantially financed by the Government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the Government has an equity share of at least 51 per cent or subsidiary companies of existing government companies. The reports of the CAG are laid before the Parliament/Legislatures and are being taken up for discussion by the Public Accounts Committees (PACs) and Committees on Public Undertakings (COPUs), which are special committees in the Parliament of India and the state legislatures. The CAG is also the head of the Indian Audit and Accounts Department, the affairs of which are managed by officers of Indian Audit and Accounts Service, and has 43,576 employees across the country . In 1971 the central government enacted the Comptroller and Auditor General of India Act, 1971. In 1976 CAG was relieved from accounting functions.

Indian Audit and Accounts Service (IA&AS) is an Central Government service, free of control from any executive authority, under the Comptroller and Auditor General of India. The officers of the Indian Audit and Accounts Service serve in an audit managerial capacity, in the Indian Audit and Accounts Department. IA&AS is responsible for auditing the accounts of the Union and State governments and public sector organizations, and for maintaining the accounts of State governments. Its role is somewhat similar to the US GAO and National Audit Office.

Vinod Rai

Vinod Rai is a former IAS officer who served as the 11th Comptroller and Auditor General of India. He assumed office on 7 January 2008 till 22 May 2013. He is the current chairman of UN Panel of External Auditors and Honorary Advisor to the Railways and a member of the Railway Kaya Kalp Council. He holds a master's degree in Economics from the University of Delhi, and Masters in Public Administration from Harvard University. He is widely considered as symbol of the anti-corruption movement and is credited with having turned the office of CAG into a powerful force for accountability and transparency in contemporary India. The most prominent actions of CAG under Vinod Rai was the report that stated that the 2G spectrum allocation by the government had caused a loss of over 1 lac crores to the government. Several ministers of the UPA had to resign, some were arrested. It is widely believed that this report by CAG was the single most important setback for the then UPA government. After years of hearing at the CBI court in Delhi, the judge acquitted all the accused saying not a single piece of admissible evidence had been put before the court. Vinod Rai was made the chairman of the Banking Board of India by the new Government of NDA by then. On 30 January 2017, the Supreme Court of India appointed Rai as the interim president of the Board of Control for Cricket in India (BCCI). He is the head of advisory commission of Kerala Infrastructure and Investment Board (KIIFB), appointed by Government of Kerala.

Central Secretariat Service is the administrative civil service under Group A and Group B of the Central Civil Services of the executive branch of the Government of India. They are governed by Central Secretariat Service Rules of 1962, which has been issued under the powers of Article 309 of the Constitution of India. The service members work under restrictions and rules of Central Civil Services (Conduct) Rules.

Pavani Parameswara Rao was a Senior Advocate practising in the Supreme Court of India. Widely considered a doyen of Constitutional Law, he had argued a number of landmark cases before the Supreme Court. He died on 13 September 2017 in a private hospital in South Delhi following a cardiac arrest, India.

The Public Accounts Committee (PAC) is a committee of selected members of parliament, constituted by the Parliament of India, for the purpose of auditing the revenue and the expenditure of the Government of India. They check that parliament exercises over the executive stems from the basic principle that parliament embodies the will of the people. This committee along with the Estimates committee (EC) and Committee on Public Undertakings (COPU) are the three financial standing committees of the Parliament of India.

Shashi Kant Sharma

Shashi Kant Sharma is a retired 1976 batch Indian Administrative Service officer belonging to Bihar cadre. He was the Comptroller and Auditor General of India. In July 2014 he assumed office as a Member of the United Nations Board of Auditors. On 11 January 2017, Sharma took over as the Chairman of the United Nations Board of Auditors. The reports of the Board serve as a key input for policy making within the UN.

Vijayendra Nath Kaul was the tenth Comptroller and Auditor General of India (CAG) from 2002 to 2008. He was awarded the Padma Bhushan in 2014.

Nripendra Misra is a retired 1967 batch Indian Administrative Service (IAS) officer from the Uttar Pradesh cadre who served as Principal Secretary to the Prime Minister of India, Narendra Modi from 2014 to 2019. He has also served as the chairperson of the Telecom Regulatory Authority of India, Telecom Secretary of India and Fertilizers Secretary of India.He was awarded India's third highest civilian award the Padma Bhushan in 2021.

M. N. Buch

Mahesh Neelkanth Buch was an Indian civil servant and urban planner, considered by many as the architect of modern Bhopal. The Government of India honored him, in 2011, with Padma Bhushan, the third highest civilian award, for his services to the nation.

Rajiv Mehrishi

Rajiv Mehrishi was the 13th Comptroller and Auditor General of India (C&AG) and Vice Chairman of the United Nations Panel of External Auditors. He is a retired Indian Administrative Service (IAS) officer of the 1978 batch belonging to the Rajasthan cadre.

G. C. Murmu 14th Comptroller and Auditor General of India

Girish Chandra Murmu is the 14th Comptroller and Auditor General of India and the external auditor of the Inter-Parliamentary Union. He is also the chairman of the United Nations Panel of External Auditors and was the Lieutenant Governor of the Union Territory of Jammu and Kashmir till August 2020. He is a 1985 batch Indian Administrative Service officer of Gujarat cadre and was principal secretary to Narendra Modi during his tenure as Chief Minister of Gujarat.

V. Narahari Rao was an Indian civil servant who served the Indian Audit and Accounts Service in the post-independence India. He served as the first Comptroller and Auditor General of India from 1948 to 1954. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1954, for his contributions to civil service.

Defence Research & Development Service (DRDS) is a Central Group 'A' Civil Service of the Government of India. DRDS Cadre scientists are Gazetted Defence-Civilian Officers under the Ministry of Defence. DRDS Cadre Officers/Scientsts serve under the jurisdiction of Department of Defence R & D of the Government of India. They are responsible for developing new technologies and military hardware for the Indian Defence and security forces. DRDS Cadre Officers are governed by Central Civil Services (CCS) Rules 1964 and DRDS Rules 1979.

Manibhai Jaberbhai Patel was an Indian industrialist, writer, politician and a member of the 4th Lok Sabha. He represented Damoh Lok Sabha constituency from 1967 and was a member of Madhya Pradesh Legislative Assembly for two terms, from 1957–62 and 1962–67. He was the author of a number of books which included Nehru Vani, Janata ke Jawahar, Shantidoot Shastriji, Shreemati Indira Gandhi, Panchayaten Aur Humara Dayitwa and Pagdandiyon ki Awaz. The Government of India awarded him Padma Bhushan, the third highest Indian civilian award, in 1971.

Ronald Carlton Vivian Pidade Noronha, known as RP to his colleagues, was an Indian civil service officer, writer and the chief secretary of Madhya Pradesh. He was the author of A Tale Told By An Idiot, an autobiography. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 1975.
