Purvanchal Expressway [1] is a 340.8 km long, 6-lane wide (expandable to 8) access-controlled expressway in the state of Uttar Pradesh, India. [2] [3] The expressway connects Chand Saray village near Gosainganj in Lucknow district with Haydaria village on NH-31 in Ghazipur district. It is developed by the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA). The Purvanchal Expressway has a 3.2 km long airstrip at Akhalkiri Karwat village near Kurebhar in Sultanpur district for emergency landing of aircraft. [4] The construction work was started by the UPEIDA on 10 October 2018 and was inaugurated and opened to the public on 16 November 2021. [5] [6]

Contents

The project was announced and laid down by the then Chief Minister of Uttar Pradesh Akhilesh Yadav as Lucknow-Azamgarh-Ballia Samajwadi Purvanchal Expressway in May 2015. [7] [8] Later, route was changed to Lucknow-Azamgarh-Ghazipur by the Yogi Adityanath government, and upon acquisition of around 95% of required land, foundation stone of Purvanchal Expressway was laid on 14 July 2018 by Prime Minister Narendra Modi. [9] [10] [11] [12] [13] [14] With a total project value of ₹22,494 crore, including the land acquisition cost, the Expressway was India's longest expressway at the time of completion. [15] [16]

The expressway is to be linked with Varanasi–Azamgarh highway through a separate link road. UPEIDA is also constructing the Gorakhpur Link Expressway, which will connect Jaitpur village in Gorakhpur district with Purvanchal Expressway at Salarpur village in Azamgarh district. Upon the completion of 17 km long, 4-lane wide Buxar–Ghazipur Elevated Road (Bharauli near Buxar to Haydaria in Ghazipur), Lucknow in Uttar Pradesh will be directly connected to Buxar, Arrah and Patna in Bihar by Purvanchal Expressway and NH-922. 5 industrial corridors will be set up alongside Purvanchal Expressway. As on Nov., 2023, the land has been identified and process for bainama is underway.

Route

The Purvanchal Expressway connects Chand Saray village near Gosainganj in Lucknow district with Haydaria village on Mohammadabad–Buxar highway (NH-31) in Ghazipur district. It passes through 9 districts of Uttar Pradesh i.e. (from west to east) Lucknow, Barabanki, Amethi, Sultanpur, Ayodhya, Ambedkar Nagar, Azamgarh, Mau and Ghazipur.

Construction

The UPEIDA divided the construction work of 340.8 km long Purvanchal Expressway into 8 packages, which were awarded to 5 different contractors. [20] The design work was done by Egis India Consulting Engineers (Package 1 to 4) and Ayesa India (Package 5 to 8).

22 Flyovers, 7 Railway-over-bridges (ROB), 7 major bridges, 114 minor bridges, 6 Toll Plazas, 45 vehicular-underpasses (VUP), 139 Light VUP, 87 pedestrian underpass and 525 Box culverts has been constructed. [21] Total construction cost (excluding the cost of Land) is around ₹11,216 crores.

Inauguration

Prime Minister Narendra Modi arrived at the inauguration site in the C-130 Hercules and later touch and go exercise was also performed on the expressway by the Indian Air Force (IAF). [24] [25] Indian Air Force fighter jets performed the 'touch and go' operation, under which 30 fighter planes touched the Purvanchal expressway airstrip and then took off. Fighter jets including Mirage 2000, AN-32, Jaguar, and Sukhoi performed touch and go operations and showcased a landing on the expressway. The Indian aircraft showcased tricolor in the sky. [26]

Delhi–Lucknow–Patna connectivity

The Purvanchal Expressway is a part of Government of Uttar Pradesh's initiative to connect Lucknow with Ghazipur in order to improve transportation facilities and trade & commerce activities in East UP and Bihar. [27] [28] Upon the completion of 4-lane wide Buxar–Ghazipur Elevated Road (Bharauli near Buxar to Haydaria in Ghazipur), people can also travel from New Delhi to Patna in Bihar via Agra and Lucknow in Uttar Pradesh by using following route:

Note: Union Minister Nitin Gadkari announced on 28 August 2021 that the Government of India will construct Ghazipur–Arrah–Patna Expressway at an event in Arrah, Bihar. [29] [30]

Status updates

Controversies and Criticism

The first seasonal rains in October 2022 caused wide stretches of road caving deep in, some extending to even 15 feet deep. Accidents were reported at several places, with multiple injuries and damage to numerous cars garnering significant coverage in media. The much proclaimed dream project of Yogi Adityanath, built over a whopping 22000 crore expense by the Yogi government and inaugurated by Prime Minister Narendra Modi in November 2021, faced subsequent backlash and criticism for the alleged irregularities and corruption in construction of the expressway which couldn't withstand the first few hours of rain within a year following its inauguration. Ganga Expressway is an under-construction, 594 km (369 mi) long, 6-lane wide greenfield expressway in the state of Uttar Pradesh, India. It is being constructed in two phases. Phase-1 will connect Bijauli village on NH-334 in Meerut district with Judapur Dandu village on NH-19 in Prayagraj district, while Phase-2 will see the extension of both sides of the expressway: from Prayagraj to Ballia and from Meerut to Haridwar. It is being implemented by the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) on the Design-Build-Finance-Operate-Transfer (DBFOT) Model.

Expressways are the highest class of roads in India. In July 2023, the total length of expressways in India was 5,579 km (3,467 mi), with 8,366 km (5,198 mi) under construction. These are controlled-access highways where entrance and exits are controlled by the use of cloverleaf or trumpet or grade separated interchanges that are incorporated into the design of the expressway and designed for maximum speed of 120 km/h, whereas National highways are flyover access or tolled, where entrance and exit is through the side of the flyover, at each intersection of highway with road, flyovers are provided to bypass the city/town/village traffic and these highways are designed for speed of 100 km/h. Some roads are not access-controlled expressways but are still named expressways, such as the Biju Expressway, these are actually state highways that are not declared by the central government as an Expressway, hence not an Expressway or National Highway.

The fourth phase of the expressway is built on a new alignment from Dasna to Meerut – a six-lane stretch joining Meerut bypass. National Highway 922 is a National Highway in Bihar, India. This highway connects Mithapur in Patna with Bihta, Arrah and Buxar. The eastern end of the Purvanchal Expressway at Haydaria in Ghazipur district is around 17 km from Buxar on NH-922.

National Highway 230, also known as Kisan Path or Lucknow Outer Ring Road is National Highway in Uttar Pradesh, India which also includes sections of Lucknow Inner Ring Road. The Lucknow outer ring road is an 8 lane that expand to 10 lanes at key junctions and 104 km long quadruple carriageway road project with a speed limit of 100kmph for Light Vehicles and 80kmph for Heavy vehicles. The 6 lane 11 km long stretch between Kursi Road to Sultanpur road has been constructed by the NHAI. This Ring Road has multiple 6 lane flyovers for smooth and swift commuting of the travellers. This Outer Ring Road will play a major role in the establishment of the Lucknow State Capital Region or the Uttar Pradesh State Capital Region as many IT cities, Housing Societies, Integrated Mega-Townships, Wellness City, Educational Hubs, and Commercial Hubs etc. across Multiple 1000's of acres of land are proposed to be established around this Ring Road. It is set to offload nearly 1.60 lakh vehicles off the main roads of the city of Lucknow as of now.

Bundelkhand Expressway is a 296 km-long (184 mi), four-lane wide access-controlled expressway in the state of Uttar Pradesh, India. It connects Gonda village on NH-35 in Chitrakoot district with Kudrail village on Agra–Lucknow Expressway in Etawah district. Prime Minister Narendra Modi laid down the foundation stone of Bundelkhand Expressway on 29 February 2020 in Gonda village, Chitrakoot, and the expressway was inaugurated on 16 July 2022. The expressway will boost tourism to Chitrakoot Dham.

The Lucknow–Kanpur Expressway or National Expressway 6 (NE-6), is an under construction 63 km long, 6-lane wide(expandable to 8) access controlled expressway in India's Uttar Pradesh. The expressway will connect Lucknow and Kanpur and will run parallel to NH-27 which connects Kanpur and Lucknow with a distance of about 85 km (53 mi) between existing and proposed parallel roads. The expressway will start from its junction with NH-27 near Shaheed Path in South Lucknow connecting Bani, Kantha, Amarsas and terminating at its junction with NH No. 27 near Kanpur. It will intersect Ganga Expressway in Unnao district.

Gorakhpur Link Expressway is an under-construction 91 km (57 mi) long, 4-lane wide expressway in the Indian state of Uttar Pradesh. It will connect Jaitpur village on NH-27 in Gorakhpur district with Salarpur village on Purvanchal Expressway in Azamgarh district. Salarpur village is situated near Kalwari Bagh interchange (NH-135A).

New Koilwar Bridge, at Koilwar in Bhojpur is a 1.52 km long, 6-lane wide road bridge over the Sone river. It connects Arrah with Patna, the capital of Bihar state in India and also carries Buxar-Arrah-Patna national highway (NH-922). New Koilwar Bridge is named after Indian mathematician and Padma Shri awardee Vashishtha Narayan Singh (1946-2019). New Koilwar Bridge is 500 metres north and parallel to the existing 2-lane wide Koilwar Bridge. The construction work of all 6-lanes completed and Bridge is fully opened to public on 14 May 2022.

Varanasi–Kolkata Expressway, also known as Varanasi–Ranchi–Kolkata Expressway, and NH-319B, is an approved 610 km (380 mi) long, six-lane, greenfield access-controlled expressway, which will connect the spiritual city of Varanasi in Uttar Pradesh with the capital of West Bengal, Kolkata, through the capital of Jharkhand, Ranchi. It will run almost parallel to the Grand Trunk Road or the Asian Highway 1, and will pass through four states–Uttar Pradesh, Bihar, Jharkhand and West Bengal. The expressway is a part of Bharatmala Pariyojana, and it will reduce both travel time and distance, from 12-14 hours to only 6-7 hours, and from 690 km (430 mi) to 610 km (380 mi). It will start from Chandauli district in Uttar Pradesh, and will terminate near Uluberia, Howrah district, West Bengal.
