According to an unofficial count, 21 athletes from 15 countries participated in the event.
The decathlon is a combined event in athletics consisting of 10 track and field events. The word "decathlon" was formed, in analogy to the word "pentathlon", from Greek δέκα and ἄθλος. Events are held over two consecutive days and the winners are determined by the combined performance in all. Performance is judged on a points system in each event, not by the position achieved. The decathlon is contested mainly by male athletes, while female athletes typically compete in the heptathlon.
The 400 metres hurdles is a track and field hurdling event. The event has been on the Olympic athletics programme since 1900 for men and since 1984 for women.

The men's 110 metres hurdles event at the 1984 Summer Olympics in Los Angeles, California took place on 5 and 6 August 1984. Twenty-six athletes from 17 nations competed. The maximum number of athletes per nation had been set at 3 since the 1930 Olympic Congress. The event was won by Roger Kingdom of the United States, the nation's first championship since 1972 and 16th title in the event overall. Arto Bryggare's bronze was Finland's first medal in the men's high hurdles.

The maximum number of athletes per nation had been set at 3 since the 1930 Olympic Congress. The event was won by Volker Beck of East Germany, the nation's first medal in the event. Vasyl Arkhypenko earned silver, the second consecutive Games that the Soviet Union reached the podium in the event. Gary Oakes put Great Britain back on the podium after a one-Games absence with his bronze.
