The 2023 Rugby World Cup was held in France from 8 September to 28 October 2023. Twenty teams qualified and each named an initial squad of 33 players, two more than at the previous World Cup. Squads were submitted before the tournament, and replacement players could be added during the tournament on injury grounds. [1]

The Papua New Guinea national rugby league team represents Papua New Guinea in the sport of rugby league football.
The Tonga national rugby union team represents the Tonga Rugby Union in men's international rugby union. The team is nicknamed ʻIkale Tahi . Like their Polynesian neighbours, the Tongans start their matches with a traditional challenge – the Sipi Tau. They are members of the Pacific Islands Rugby Alliance (PIRA) along with Fiji and Samoa. The Ikale Tahi achieved a historic 19–14 victory over France in the 2011 Rugby World Cup, but having lost to New Zealand and Canada, were unable to achieve what would have been their first-ever presence at the quarter-finals.
Stephen William Borthwick is an English rugby union coach and former player, who is currently the head coach of the England national team. As a player, he played as a lock for Bath and Saracens. At international level, he played for England 57 times from his debut in 2001; he served as captain from 2008 until he was dropped from the side in 2010.

Any replacement players had an enforced stand-down period of 48 hours before they could take the field.
In June 2016, France played a two-test series against Argentina as part of the 2016 mid-year rugby union tests. They played Los Pumas across the two weeks that were allocated to the June International window, and which were part of the fourth year of the global rugby calendar established by the International Rugby Board, which runs through to 2019.
