China International Search and Rescue(CISAR) team was a professional heavy search and rescue team responsible for search and rescue during earthquake breakout, [1] which existed from 2001 to 2018 until it was superseded by the China Search and Rescue team formed by the Ministry of Emergency Management.

The CISAR was run by the State Council of the People's Republic of China, and comprises China Earthquake Administration, National Earthquake Response Support Service Centre, the 82nd brigade of the 82nd Group Army of Chinese People's Liberation Army, and 301 Hospital (or People's Liberation Army General Hospital. [2] The team had 480 members, and was the first and the only Chinese professional earthquake search and rescue team. [3] [4] [5]

History

In 2000, then Vice Premier of the PRC State Council Wen Jiabao proposed the idea for the rescue team. [6] [7]

In December 2000, upon the approval of the PRC State Council and the PRC Central Military Commission, the General Office of the State Council issued the CISAR Construction Scheme and set in motion the creation of the CISAR. Members of the team would be drawn from the China Earthquake Administration, engineer corps of the 38nd Group Army and General Hospital of Chinese People's Armed Police Forces. [1] [8]

The CISAR team was activated for the first time in 2003 after several years of planning. Initially, the team had roughly 222 members. On 24 February, the team was assigned by the Chinese Central Government to Maralbexi County for search and rescue after an earthquake in Payzawat County, Xinjiang Province. [1] On 22 May, the day after the 2003 MW 6.8 Boumerdès earthquake, the CISAR flew to the epicentre inBoumerdès Province and rescued one person, marking the first time the team worked outside China's borders.

On 28 August 2004, the National Earthquake Response Support Service centre was set up. It was responsible for onsite search and rescue, material management and onsite monitoring following earthquakes and worked in a support role to CISAR. [9]

In November 2009, the CISAR passed the Insarag External Classification (IEC) for UN search and rescue organisations and was authenticated as an international heavy search and rescue team. It became the second UN heavy search and rescue team in Asia and the first in China. [10] [11] In 2010, the team expanded its ranks from 220 members to about 480. [12]

When the Ministry of Emergency Management was created, it established the China Search and Rescue team, which replaced CISAR in 2018. [13] :245 As China Search and Rescue, the team is staffed entirely by civilians who are Ministry personnel. [13] :245

Search and rescue ability

The CISAR was typically able to arrive at earthquake sites within 48 hours and rapidly gather supplies and carry out rescue operations. Other tasks carried out by the team included setting up reception centres and carrying out heavy search and rescue operations. The team was tasked with assisting people in disaster areas, offering first aid, preventive healthcare, and offering reconstruction services. [6]

The CISAR participated in more than 20 earthquake and disaster sites around the world, carrying out search and rescue tasks. The team was credited with saving 67 people and clearing 3,000 bodies at various locations. The team also helped find and treat thousands of earthquake victims. [10] [1]

The CISAR had access to a variety of equipment, including optical sound wave detectors, infrared detectors, hydraulic pliers, moon lamps, airbags, search and rescue dogs, maritime satellite phones, and more. [23] [24]

The team was equipped with three RW3 large rescue vehicles, three trailer-type container rescue vehicles, several satellite cluster communication vehicles and command vehicles. [7] The large rescue vehicle was loaded with 280 sets of equipment, including sonic life search instrument, hydraulic power station, gas cylinder respirator, vehicle-mounted generator, etc. Each vehicle could support a detachment of 60 to 70 people. [25]

The CISAR medical detachment was equipped with a variety of advanced medical equipment and devices. [26] The CISAR mobile hospital was able to carry out medical aid in six field emergency units, including the command unit, classified disposal unit, critical illness emergency unit, surgical treatment unit, inspection and test unit, and pharmaceutical equipment unit. [26] According to the experience of the CISAR in earthquake relief, about 80% of disaster victims suffer psychological trauma after strong earthquakes, and the CISAR provided care for those suffering such trauma. [26]

Staffing

The team consisted of experts from the China Earthquake Administration who are responsible for earthquakes, engineering structures, and dangerous goods, liaisons familiar with the UN's rescue affairs, emergency medical personnel from the General Hospital of Chinese People's Armed Police Forces, and professional rescuers from engineer corps of the People's Liberation Army. [1] [7]

The CISAR was under the leadership of the State Council and the Central Military Commission, with the Joint Meeting of Onsite Working Team Leaders for Earthquake Disasters as the coordinating and managerial body.

In order to conduct professional skill training for rescue team members, the Search and Rescue Centre established a National Earthquake Emergency Rescue Training Base in Fenghuangling, Haidian District, Beijing. [29] The training base covered an area of 194 acres, and the training ground covered an area of 6,700 square meters. [29]

The medical personnel of CISAR were dispatched by the Third Medical Centre of the People's Liberation Army General Hospital (301 Hospital), including doctors from departments such as emergency, internal medicine, surgery, obstetrics and gynaecology, ophthalmology, otolaryngology, dermatology, laboratory and anaesthesiology, responsible for providing medical services for victims in the earthquake-stricken area, and providing medical protection for rescue team members. [26] In 2005, the CISAR Mobile Hospital was established. It provided medical personnel with two months of full-time emergency rescue training and exercises every year. [26]

The 1976 Tangshan earthquake was a Mw 7.6 earthquake that hit the region around Tangshan, Hebei, China, at 3:42 a.m. on 28 July 1976. The maximum intensity of the earthquake was XI (Extreme) on the Mercalli scale. In minutes, 85 percent of the buildings in Tangshan collapsed or were rendered unusable, all services failed, and most of the highway and railway bridges collapsed or were seriously damaged. The official report claimed 242,769 deaths and 164,851 serious injuries in Tangshan, but when taken into account the missing, the injured who later died and the deaths in nearby Beijing and Tianjin, scholars accepted at least 300,000 died, making it one of the deadliest earthquakes in recorded history and worst disasters in China by death toll.

The international response to the 2005 Kashmir earthquake was widespread and immediate, as many countries, international organizations and non-governmental organizations offered an abundance of relief aid to the affected regions − particularly Pakistan, which was hit the hardest due to the earthquake's epicentre being around Muzaffarabad, the capital city of Pakistani-administered Azad Jammu and Kashmir. The aid given was in the form of monetary donations and pledges, as well as relief supplies including food, various medical supplies, tents and blankets. Rescue and relief workers as well as peacekeeping troops were sent from different parts of the world to the region, bringing along rescue equipment, including helicopters and rescue dogs. The earthquake displaced some 3.3 million people, while killing around 80,000–100,000.

An earthquake struck the Kerman province of southeastern Iran at 01:56 UTC on December 26, 2003. The shock had a moment magnitude of 6.6 and a maximum Mercalli intensity of IX (Violent). The earthquake was particularly destructive in Bam, with the death toll amounting to at least 34,000 people and injuring up to 200,000. The effects of the earthquake were exacerbated by the use of mud brick as the standard construction medium; many of the area's structures did not comply with earthquake regulations set in 1989.

The 2003 Boumerdès earthquake occurred on May 21 at 19:44:21 local time in northern Algeria. The shock had a moment magnitude of 6.8 and a maximum Mercalli intensity of X (Extreme). The epicentre of the earthquake was located near the town of Thénia in Boumerdès Province, approximately 60 km east of the capital Algiers. The quake was the strongest to hit Algeria in more than twenty years – since 1980, when a magnitude 7.1 earthquake resulted in at least 2,633 deaths.

<span class="mw-page-title-main">2008 Sichuan earthquake</span> Magnitude 8.0 earthquake in China

An earthquake occurred in the province of Sichuan, China at 14:28:01 China Standard Time on May 12, 2008. Measuring at 8.0 Ms, the earthquake's epicenter was located 80 kilometres (50 mi) west-northwest of Chengdu, the provincial capital, with a focal depth of 19 km (12 mi). The earthquake ruptured the fault for over 240 km (150 mi), with surface displacements of several meters. The earthquake was also felt as far away as both Beijing and Shanghai—1,500 and 1,700 km away, respectively—where office buildings swayed with the tremor, as well as Bangkok, Thailand and Hanoi, Vietnam. Strong aftershocks, some exceeding 6 Ms, continued to hit the area up to several months after the main shock, causing further casualties and damage. The earthquake also caused the largest number of geohazards ever recorded, including about 200,000 landslides and more than 800 quake lakes distributed over an area of 110,000 km2 (42,000 sq mi).

<span class="mw-page-title-main">1999 Jiji earthquake</span> Extreme level earthquake in Taiwan

The Chi-Chi earthquake, was a 7.3 ML or 7.7 Mw earthquake which occurred in Jiji (Chi-Chi), Nantou County, Taiwan on Tuesday, 21 September 1999 at 01:47:12 local time. 2,415 people were killed, 11,305 injured, and NT$300 billion worth of damage was done. It is the second-deadliest earthquake in Taiwan's recorded history, after the 1935 Shinchiku-Taichū earthquake.

The first of the 2009 Sumatra earthquakes occurred on 30 September off the coast of Sumatra, Indonesia with a moment magnitude of 7.6 at 17:16:10 local time. The epicenter was 45 kilometres (28 mi) west-northwest of Padang, West Sumatra, and 220 kilometres (140 mi) southwest of Pekanbaru, Riau. Government and authorities confirmed 1,115 dead, 1,214 severely injured and 1,688 slightly injured. The most deaths occurred in the areas of Padang Pariaman (675), Padang (313), Agam (80) and Pariaman (37). In addition, around 135,000 houses were severely damaged, 65,000 houses were moderately damaged and 79,000 houses were slightly damaged. An estimated 250,000 families have been affected by the earthquake through the total or partial loss of their homes and livelihoods.

This includes disaster relief, from search and rescue to rebuilding communities and schools, to providing aid packages, medical assistance, and post-psychotrauma care. IsraAID has also been involved in an increasing number of international development projects with focuses on agriculture, medicine, and mental health.

The 2011 Van earthquakes occurred in eastern Turkey near the city of Van. The first earthquake happened on 23 October at 13:41 local time. The shock had a Mww magnitude of 7.1 and a maximum Mercalli intensity of VIII (Severe). It occurred at a shallow depth, causing heavy shaking across much of eastern Turkey and lighter tremors across neighboring parts of the South Caucasus and Levant. According to Disaster and Emergency Management Presidency on 30 October, the earthquake killed 604 and injured 4,152. At least 11,232 buildings sustained damage in the region, 6,017 of which were found to be uninhabitable. The uninhabitable homes left as much as 8,321 households with an average household population of around 7.6 homeless in the province; this could mean that at least around 60,000 people were left homeless. The other 5,215 have been damaged but are habitable. A separate earthquake within the same earthquake system happened on 9 November at 21:23 local time. 38 people were killed and 260 people were injured in the 9 November earthquake.

<span class="mw-page-title-main">2013 Lushan earthquake</span> Earthquake in Sichuan, China

The Lushan earthquake or Ya'an earthquake occurred at 08:02 Beijing Time on April 20, 2013. The epicenter was located in Lushan County, Ya'an, Sichuan, about 116 km (72 mi) from Chengdu along the Longmenshan Fault in the same province heavily impacted by the 2008 Sichuan earthquake. The magnitude of the earthquake was placed at Ms 7.0 by China Earthquake Data Center, Ms 7.0 by Russian Academy of Sciences, Mw 7.0 by Geoscience Australia, Mw 6.6 by the United States Geological Survey (USGS), Mw 6.6 by the European Alert System (EMSC) and Mj 6.9 by the Japan Meteorological Agency (JMA). 1,815 aftershocks have been recorded as of 00:00 (UTC+8h) April 22.

<span class="mw-page-title-main">April 2015 Nepal earthquake</span> Magnitude 7.8 earthquake in Nepal

The April 2015 Nepal earthquake killed 8,964 people and injured 21,952 more. It occurred at on Saturday 25 April 2015, with a magnitude of 7.8Mw or 8.1Ms and a maximum Mercalli Intensity of X (Extreme). Its epicenter was east of Gorkha District at Barpak, Gorkha, roughly 85 km (53 mi) northwest of central Kathmandu, and its hypocenter was at a depth of approximately 8.2 km (5.1 mi). It was the worst natural disaster to strike Nepal since the 1934 Nepal–Bihar earthquake. The ground motion recorded in Kathmandu, the capital of Nepal, was of low frequency, which, along with its occurrence at an hour when many people in rural areas were working outdoors, decreased the loss of human lives.

An earthquake struck Nepal at 11:56:54 NST on 25 April 2015 with a moment magnitude of 7.8 and a maximum Mercalli intensity of IX (Violent). It was the most powerful earthquake to strike Nepal since the 1934 Nepal–Bihar earthquake. Many thousands of people died, with most casualties reported in Nepal, and adjoining areas of India, China, and Bangladesh.

<span class="mw-page-title-main">2016 southern Taiwan earthquake</span> Deadly earthquake centered north of Pingtung City, Taiwan

At 03:57 local time on 6 February 2016, an earthquake with a moment magnitude of 6.4 struck 28 km (17 mi) northeast of Pingtung City in southern Taiwan, in the Meinong District of Kaohsiung. The earthquake struck at a depth of around 23 km (14 mi). Its comparatively shallow depth caused more intense reverberations on the surface. The earthquake had a maximum intensity of VII on the Mercalli intensity scale, causing widespread damage and 116 deaths. Almost all of the deaths were caused by a collapsed residential building, named Weiguan Jinlong in Yongkang District, while two other people were killed in Gueiren District. Sixty-eight aftershocks have occurred. The earthquake was the deadliest earthquake in Taiwan since the 1999 Jiji earthquake.

<span class="mw-page-title-main">2017 Puebla earthquake</span> Mw7.1 earthquake in Mexico

The 2017 Puebla earthquake struck at 13:14 CDT on 19 September 2017 with an estimated magnitude of Mw7.1 and strong shaking for about 20 seconds. Its epicenter was about 55 km (34 mi) south of the city of Puebla, Mexico. The earthquake caused damage in the Mexican states of Puebla and Morelos and in the Greater Mexico City area, including the collapse of more than 40 buildings. 370 people were killed by the earthquake and related building collapses, including 228 in Mexico City, and more than 6,000 were injured.

<span class="mw-page-title-main">June 2022 Afghanistan earthquake</span> Earthquake in Afghanistan and Pakistan

A 4.0-kilometre (2.5 mi) deep earthquake measuring magnitude (Mw ) 6.2 struck southeastern Afghanistan on 22 June 2022 at 01:24:36 AFT. The earthquake had a maximum Modified Mercalli intensity of IX (Violent). There were 1,052–1,163 deaths and 1,627–2,976 injured in Afghanistan and Pakistan. The worst affected provinces in Afghanistan were Paktika, Paktia, Khost and Nangarhar. Casualties and damage also occurred in Pakistan's Khyber Pakhtunkhwa. At least 10,000 homes collapsed or were severely damaged. The earthquake's shallow hypocenter, proximity to populated areas and low building quality contributed to its destructive effects. Shaking was felt over 500 km (310 mi) away by at least 119 million people, including Pakistan's Punjab and parts of India and Iran.

<span class="mw-page-title-main">2022 Luding earthquake</span> Earthquake in China

A Mw 6.7 earthquake struck Luding County in Sichuan province, China on 5 September 2022 at 12:52:19 local time. The epicenter was located 226 km (140 mi) from Chengdu, or 43 km (27 mi) southeast of Kangding. Ninety-three people died, 424 were injured and 24 remained missing. More than 13,000 homes and other infrastructure were damaged or destroyed. It was the largest earthquake to strike the province since 2017.
