The 1964 Croydon Council election took place on 7 May 1964 to elect members of Croydon London Borough Council in London, England. The whole council was up for election and the council went into no overall control. [1]

Croydon London Borough Council

Croydon London Borough Council is the local authority for the London Borough of Croydon in Greater London, England. It is a London borough council, one of 32 in the United Kingdom capital of London. Croydon is divided into 28 wards, electing 70 councillors.

London Capital of the United Kingdom

London is the capital and largest city of both England and the United Kingdom. Standing on the River Thames in the south-east of England, at the head of its 50-mile (80 km) estuary leading to the North Sea, London has been a major settlement for two millennia. Londinium was founded by the Romans. The City of London, London's ancient core − an area of just 1.12 square miles (2.9 km2) and colloquially known as the Square Mile − retains boundaries that follow closely its medieval limits. The City of Westminster is also an Inner London borough holding city status. Greater London is governed by the Mayor of London and the London Assembly.

Background

These elections were the first to the newly formed borough. Previously elections had taken place in the County Borough of Croydon and Coulsdon and Purley Urban District. These boroughs and districts were joined to form the new London Borough of Croydon by the London Government Act 1963.

County Borough of Croydon

The County Borough of Croydon was a local government district in and around the town of Croydon in north east Surrey, England from 1889 to 1965. Since 1965 the district has been part of the London Borough of Croydon within Greater London.

Coulsdon and Purley Urban District former local government district in Surrey, UK

Coulsdon and Purley Urban District was a local government district in northeast Surrey from 1915 to 1965. The local authority was Coulsdon and Purley Urban District Council. The former area of the district is now mostly part of the London Borough of Croydon in Greater London, with parts in the Tandridge District and the Borough of Reigate and Banstead in Surrey.

London Government Act 1963

The London Government Act 1963 is an Act of the Parliament of the United Kingdom, which recognised officially the conurbation known as Greater London and created a new local government structure for the capital. The Act significantly reduced the number of local government districts in the area, resulting in local authorities responsible for larger areas and populations. The upper tier of local government was reformed to cover the whole of the Greater London area and with a more strategic role; and the split of functions between upper and lower tiers was recast. The Act classified the boroughs into inner and outer London groups. The City of London and its corporation were essentially unreformed by the legislation. Subsequent amendments to the Act have significantly amended the upper tier arrangements, with the Greater London Council abolished in 1986, and the Greater London Authority introduced in 2000. As of 2016, the London boroughs are more or less identical to those created in 1965, although with some enhanced powers over services such as waste management and education.

A total of 171 candidates stood in the election for the 60 seats being contested across 20 wards. These included a full slate from the Labour party, while the Conservative and Liberal parties stood 42 each. Other candidates included 9 Residents, 9 Conservative Residents, 5 Independents and 4 Communists. All wards were three-seat wards.

This election had aldermen as well as directly elected councillors. The Conservatives got 5 aldermen, Labour 3 and Independents 2.

The Council was elected in 1964 as a "shadow authority" but did not start operations until 1 April 1965.

Election result

The results saw no party gain overall control of the new council with both the Conservatives and Labour each winning 21 of the 60 seats. Overall turnout in the election was 38.2%. This turnout included 855 postal votes.
