In early March 2018, a trough of low pressure extended across Fiji, resulting in inclement weather across a broad area. A poorly organized low developed within this trough to the northwest of Fiji, later being classified as Tropical Disturbance 03F by the Fiji Meteorological Service (FMS). [1] [2] The system produced persistent convection as it moved generally west-northwest toward Vanuatu under the influence of a subtropical ridge to the south. [3] By 5 March, winds up to gale-force winds developed around the circulation and the FMS classified it as a tropical depression. [4] Around the same time, the United States-based Joint Typhoon Warning Center also classified the system as a tropical depression, assigning it the identifier 12P. [5] The following day, convection became increasingly organized and consolidated around the cyclone's center with banding features forming around its periphery. [6] [7] Satellite scatterometer data showed an area of gale-force winds along the north-eastern side of the storm and with the aforementioned development, the JTWC classified the system as a tropical cyclone with its center located 210 km (130 mi) north-northeast of Port Vila, Vanuatu. [6] Similarly, the FMS upgraded the depression to a Category 1 tropical cyclone and assigned it the name Hola. [8] Overall environmental conditions favored further intensification, marked by ample outflow aloft, high sea surface temperatures of 30 °C (86 °F), and moderate wind shear that was mitigated by the storm's westward trajectory. [6] Conditions soon became even more favorable as shear decreased, raising the likelihood of rapid intensification. [9] Indeed Hola strengthened quickly as it approached north-eastern Vanuatu, with SSMIS imagery depicting a formative eye feature and winds reaching storm-force winds late on 6 March. [8] [9]

Hola crossed the islands of Ambrym and Pentecost on 6–7 March; [8] interaction with the land masses of Vanuatu disrupted the storm's core temporarily. [10] The system subsequently passed over the island of Malekula and moved into the Coral Sea during 7 March, where it rapidly consolidated and developed a 10 km (5 mi) pinhole eye. [11] [12] The FMS subsequently reported that Gita had become a Category 4 Severe Tropical Cyclone and predicted that Hola would peak as a Category 5 Severe Tropical Cyclone. [13] However, during the following day Hola's eye weakened and became cloud filled, as it stalled to the west of Vanuatu. As a result, the FMS reported that the system had peaked as a Category 4 Severe Tropical Cyclone with 10-minute sustained winds of 165 km/h (105 mph). During 8 March, the JTWC also reported that Hola had peaked with 1-minute sustained winds of 185 km/h (115 mph), which made it equivalent to a Category 3 hurricane on the Saffir-Simpson Hurricane Wind Scale. [14]

Preparations and impact

During the nascent stages of the cyclone in early March, heavy rain alerts were issued for the entirety of Fiji with accumulations in excess of 100 mm (3.9 in) likely. [1] [15] [16] Rains from the trough and associated disturbance affected Fiji from 1–6 March. [17] Météo-France raised a pre-cyclone alert for the whole of New Caledonia on 7 March. [18] A level 2 alert, the second highest, was issued for Lifou, Maré, and Ouvéa on 9 March, prompting the closure of businesses and schools. [19] Initial reports upon the passage of Hola indicated minimal damage across the territory. [20]

Vanuatu

During the cyclone's passage, the Vanuatu Meteorology and Geo-Hazard Department issued a "red alert" for Malampa, Penama, Sanma, and Shefa provinces. [18] Airports and schools were shuttered across the nation. [21]

Nationwide damage assessments revealed 1,467  homes damaged or destroyed, 83 community buildings damaged or destroyed, and 159 schools affected. Crops suffered upwards of 70–90 percent damage in the affected regions. [22] Malampa Province was hardest-hit, with Ambrym sustaining the most significant damage. [21] An estimated 50 percent of homes on the island were damaged, of which about 80 percent were made with local materials. The Nebul Health Centre sustained some damage. Extensive damage to local crops created food shortages. [23] Approximately 6 percent of the housing infrastructure across the province was damaged, and agriculture suffered extensive losses. Underwater drinking systems were compromised, leaving residents without access to clean water. The MV Rosali wrecked off the coast of Malakula. [24] Damage across Penama was largely confined to southern Pentecost Island, [24] with multiple homes were damaged or destroyed. [18] There, one person was killed and two others were injured. [25] The island's water supply was damaged and briefly unavailable before being restored by locals. Facilities at the Pangi Health Centre had minor damage. [26] Crops sustained significant losses across Ambae Island. [27] Coinciding with the eruption of the Manaro Voui volcano, heavy rainfall from Hola mixed with heavy ashfall to create acid rain and a 5 mm (0.20 in) accumulation of ash in southern parts of Ambae. [24] [28] In April, heavy rainfall from Cyclone Keni caused further damage on the island. [29] Minor damage occurred in Shefa, Sanma, and Tafea provinces, with communications in the latter disrupted in Aneityum. [24] Two children drowned in a swollen river on Espiritu Santo. [30]

Following the storm's passage, the Vanuatu National Disaster Management Office conducted aerial damage assessments and coordinated with local agencies to begin relief efforts. [24] An initial fund of 10 million vatu (US$90,000) was provided to conduct these surveys. [22] Damage to infrastructure left many areas isolated, with parts of eastern Pentecost only accessible by bush trekking. [22] On 21 March, Vanuatu Minister of Health Jerome Ludvaune asked the government to declare a major disaster for North Malakula, stating the damage there was similar to Cyclone Pam. [31] By 23 March, inadequate relief efforts led to victims stealing food in Malekula. [32] By early April distribution of relief goods was underway, with various affected areas receiving 107.5 kg (237 lb) of rice, 9,567 cartons of tinned tuna, 27,150 L (7,170 US gal) of water, 1,600 L (420 US gal) of gasoline, 243 shelter kits, and 535 tarpaulins. Furthermore, 40 million vatu (US$360,000) in funds was provided for West and South Ambae toward recovery from Hola and the Manaro Voui volcanic eruption. [22] UNICEF provided 955  WASH kits, benefiting 4,775 people. The agency distributed pamphlets in the Bislama language to ensure proper knowledge of the given materials. [29] Nationwide, total fiscal needs were calculated at 632 million vatu (US$5.66 million), of which only 14 percent was allocated for. An increase in mosquitoes carrying Plasmodium vivax occurred in the storm's wake. A small increase in diarrhea also occurred, with 11–14 reported cases. Short- and long-term recovery plans for the two disasters totaled 1.1 billion vatu (US$10.6 million), with immediate efforts focused on food security and shelter and long-term efforts focused on education. [22] Transform Aid International in conjunction with Baptist Churches Vanuatu provided rice to 53 families. [33] The China Civil Engineering Construction Company provided logistics assistance to the Malampa Government and supported local community activities. [34] A three-month state of emergency was enacted on 13 April, with a Joint Police Force deployed for security and assistance. [29] The national government and provincial government of Penma coordinated relocation plans for displaced residents on Ambae with completion expected by 15 May. [29] Hola contributed to the largest-ever supplemental budget in Vanuatu, with a proposed spending bill of 940 million vatu (US$8.4 million). [35]

New Zealand

Hola was the third former tropical cyclone in just over a month to impact New Zealand, following Fehi and Gita in February. [36] The New Zealand MetService raised alerts for heavy rain, strong winds, and rough seas in relation to Hola, [37] primarily for northern areas of the country. Local emergency services advised residents to take "basic precautions", including clearing of debris, securing loose outdoor furniture, clearing gutters, and checking ship moorings. [38] An estimated 80 surfers took to Mount Maunganui to ride 2 m (6.6 ft) waves on 11 March; [39] farther offshore, waves were estimated to be 9 m (30 ft). Air New Zealand cancelled flights at Whangarei Airport and Kerikeri Airport while Vector Limited placed crews on standby for possible power outages. [40] Fire and Emergency New Zealand dispersed extra resources to East Coast for rapid response measures. [41] Thirteen families were evacuated from Bella Vista within Tauranga due to concerns over beach erosion. [42] Effects from the cyclone turned out to be less than anticipated, with reporters calling it a "lucky escape". Rainfall in some areas exceeded 100 mm (3.9 in), with 105 mm (4.1 in) measured near Tolaga Bay and estimated accumulations of 90 to 100 mm (3.5 to 3.9 in) in the Coromandel Range. Winds were strongest at the northern reaches of the North Island, where gusts reached 122 km/h (76 mph) in Kaeo. Farther south near Auckland, peak gusts ranged from 60 to 70 km/h (37 to 43 mph). Severe Tropical Cyclone Ivy was a tropical cyclone that affected about 25% of the population of Vanuatu in February 2004. It was first classified as a tropical disturbance on February 21 between Vanuatu and Fiji. The system tracked northwestward, gradually organizing and intensifying. After attaining tropical storm status on February 23, Ivy strengthened more quickly as it turned southwestward toward Vanuatu. It attained peak winds of 165 km/h (103 mph) while moving over Vanuatu, making it an intense Category 4 cyclone on the Australian Region Tropical Cyclone Intensity Scale. By the time it passed through Vanuatu, Ivy had turned southeastward, and it gradually weakened while accelerating. After becoming extratropical on February 28, it passed just east of New Zealand and eventually dissipated on March 2.

The 1995–96 South Pacific cyclone season was a below average South Pacific tropical cyclone season's on record, with only five tropical cyclones occurring within the South Pacific Ocean to the east of 160°E. The season officially ran from November 1, 1995, until April 30, 1996. The first storm developed on January 12, while the last one dissipated on April 2. During the season the most intense tropical cyclone was Severe Tropical Cyclone Beti, which reached a minimum pressure of 935 hPa (27.61 inHg) as it affected New Caledonia. After the season ended Beti's name was the only name to be retired from the tropical cyclone naming lists and was replaced with Bune, after it inflicted over 5.6 million (USD) worth of damage to Australia, Vanuatu, New Caledonia and New Zealand.

<span class="mw-page-title-main">Cyclone Susan</span> Category 5 South Pacific cyclone in 1997 and 1998

Severe Tropical Cyclone Susan was one of the most intense tropical cyclones on record within the South Pacific basin. It was first noted on December 20, 1997, as a weak tropical disturbance located to the north of American Samoa. Over the next 12 days, the disturbance remained weak while it gradually moved towards the southwest before it started to rapidly develop on January 2, 1998 while it was located near the Fijian dependency of Rotuma. The disturbance was declared a tropical cyclone later that day, but was not named Susan until the next day, after it had intensified into a category 2 tropical cyclone on the Australian Scale. Over the next few days, Susan moved towards the southwest and continued to intensify before it reached its peak intensity as a category five tropical cyclone during January 5 while it was located about 400 km (250 mi) to the northwest of Vanuatu's capital city Port Vila.

<span class="mw-page-title-main">Cyclone Pam</span> Category 5 South Pacific cyclone in 2015

Severe Tropical Cyclone Pam was the second most intense tropical cyclone of the South Pacific Ocean in terms of sustained winds and is regarded as one of the worst natural disasters in the history of Vanuatu. A total of 15–16 people died either directly or indirectly as a result of Pam with many others injured. The storm's impacts were also felt, albeit to a lesser extent, on other islands in the South Pacific, most notably the Solomon Islands, Tuvalu, and New Zealand. Pam is the third most intense storm of the South Pacific Ocean according to pressure, after Winston of 2016 and Zoe of 2002. It is also the second most intense tropical cyclone in 2015, only behind Hurricane Patricia. In addition, Pam is tied with Orson, Monica, Marcus and Fantala for having the second strongest ten-minute maximum sustained winds in the Southern Hemisphere. Thousands of homes, schools and buildings were damaged or destroyed, with an estimated 3,300 people displaced as a result.

The 2016–17 South Pacific cyclone season was the least active South Pacific cyclone season since the 2011–12 season, with only four tropical cyclones occurring within the South Pacific Ocean to the east of 160°E. Two of the four systems developed into severe tropical cyclones on the Australian tropical cyclone intensity scale. The season officially ran from November 1, 2016 until April 30, 2017. <span class="mw-page-title-main">Cyclone Harold</span> Category 5 South Pacific cyclone in 2020

Severe Tropical Cyclone Harold was a very powerful tropical cyclone which caused widespread destruction in the Solomon Islands, Vanuatu, Fiji, and Tonga during April 2020. It was the first Category 5 tropical cyclone in 2020. The seventh named storm of the 2019–20 Australian region cyclone season, eighth named storm, and fourth severe tropical cyclone of the 2019–20 South Pacific cyclone season, Harold was first noted as a developing tropical low within a trough of low pressure during April 1, while it was located to the east of Papua New Guinea. Over the next day, the system moved south-eastwards over the Solomon Sea, before it was classified as a tropical cyclone and named Harold by the Australian Bureau of Meteorology. The system moved into the Fiji Meteorological Service's area of responsibility on April 2 and began to explosively intensify by April 3, reaching Category 4 status by April 4 on both scales. The next day, it further strengthened into a Category 5 severe tropical cyclone, the highest rating on the Australian scale. It made landfall on Espiritu Santo on April 6 and the next day, strengthening to its peak intensity, attaining Category 5-equivalent intensity on the Saffir–Simpson scale before making landfall on Pentecost Island. Moving east, it weakened below Category 5 intensity on both scales over subsequent days. It regained Category 5 severe tropical cyclone status while passing south of Fiji, before weakening and becoming extratropical on April 9.

<span class="mw-page-title-main">Cyclone Dovi (2022)</span>

Severe Tropical Cyclone Dovi was a powerful tropical cyclone across the Southern Pacific in February 2022. The system became the third named tropical cyclone of the 2021–22 South Pacific cyclone season. The storm first formed in the Australian basin on February 4 before crossing over into the South Pacific. The storm caused one death in New Caledonia, and several mudslides occurred in New Caledonia and Vanuatu. Dovi also caused flight cancellations and damage out of New Zealand.

<span class="mw-page-title-main">Cyclones Judy and Kevin</span> Two tropical cyclones brought impacts in Vanuatu and other regions

Severe Tropical Cyclones Judy and Kevin were a pair of intense tropical cyclones that made landfall on the Pacific island nation of Vanuatu within 48 hours of each other in March 2023. They were the fourth and fifth named storms of the 2022–23 South Pacific cyclone season respectively, as well as the second and third severe tropical cyclones of the season. By the end of February, Judy had affected the Solomon Islands, and shortly after, Kevin began to affect the country.

Severe Tropical Cyclone Lola is the strongest off-season tropical cyclone in the Southern Hemisphere. The first tropical cyclone and severe tropical cyclone of the 2023–24 South Pacific cyclone season, Lola was first noted as an area of low pressure to the northeast of Honiara in the Solomon Islands. Over the next few days, the system gradually developed further, before it was classified as a tropical cyclone and named Lola by the Fiji Meteorological Service (FMS) on 22 October. Later that same day, Lola rapidly intensified into a Category 4 intensity was reached by 12:00 UTC that day, with Lola exhibiting maximum ten-minute sustained winds of 175 km/h (110 mph). With convective rain bands wrapping into the circulation, the Joint Typhoon Warning Center (JTWC) assessed Lola as having one-minute sustained winds of 215 km/h (130 mph). At the same time, the FMS followed suit and upgraded the system to a Category 5 severe tropical cyclone. Over the next few days, the cyclone's weakening accelerated as it moved southwards before degenerated into a tropical depression on 26 October. Cyclone Lola was the third severe tropical cyclone to impact Vanuatu during 2023, after Cyclones Judy and Kevin had impacted the island nation earlier that year. The cyclone caused at four deaths and left at least four injured.
