Elections to Dacorum Borough Council in Hertfordshire, England were held on 1 May 2003. The whole council was up for election and the Conservative party gained overall control after previously relying on the mayor's casting vote for control. Overall turnout was 32.87%. [1]
Dacorum Borough Council is the local authority for the Dacorum non-metropolitan district of England, the United Kingdom. Dacorum is located in the north-west of Hertfordshire, in the East of England region. The Council itself is based in Hemel Hempstead, the largest settlement in the district.
Hertfordshire is one of the home counties in England. It is bordered by Bedfordshire and Cambridgeshire to the north, Essex to the east, Greater London to the south, and Buckinghamshire to the west. For government statistical purposes, it is placed in the East of England region.
England is a country that is part of the United Kingdom. It shares land borders with Wales to the west and Scotland to the north-northwest. The Irish Sea lies west of England and the Celtic Sea lies to the southwest. England is separated from continental Europe by the North Sea to the east and the English Channel to the south. The councillors were elected from the 77 wards, which return one each by first-past-the-post voting for a four-year term of office. The wards were the same as those used at the previous election in 2005.

The election in Highfield St Paul was delayed after the death of a Conservative candidate until a by-election was held on 3 June.
