Federal Highway (Malay : Lebuhraya Persekutuan; Jawi: لبوهراي ڤرسكوتوان; Chinese :联邦大道, abbreviation: FH2) is a Malaysian highway connecting the capital city of Kuala Lumpur, and Klang, Selangor. The highway starts from Seputeh in Kuala Lumpur to Klang, Selangor. It is the busiest highway in Klang Valley during rush hour from/to Kuala Lumpur. The Federal Highway is coded as Federal Route 2.
The history of the highway begins after the separation of Singapore from Malaysia on 9 August 1965, when the Malaysian government decided to make Port Swettenham (now Port Klang) as Malaysia's new national port as a replacement of Singapore. As a result, the government planned to build a highway connecting Port Klang to Kuala Lumpur by upgrading the former Kuala Lumpur–Klang Highway (Jalan Kuala Lumpur–Klang) (opened to traffic on 14 January 1959) [1] to a full motorway by replacing the existing at-grade intersections with interchanges, making the Federal Highway as Malaysia's first expressway. [2] The Kuala Lumpur–Petaling Jaya Traffic Dispersal Scheme was implemented in 1974 under the surveillance of the Malaysian Public Works Department (JKR). This scheme includes the Kuala Lumpur Inner Ring Road, Kuala Lumpur Middle Ring Road 1, Jalan Syed Putra and Federal Highway Route 2 (Kuala Lumpur–Petaling Jaya). Funded by a loan granted by the World Bank, the upgrade works for the Federal Highway from Subang Airport Interchange to Kuala Lumpur started from 1974 until 1977. [2] The highway was originally a 4-lane limited access highway except for the Petaling Jaya stretch where it expands to a 6-lane highway. However, in 1992 PLUS Expressways, the concession holder of North–South Expressway has upgraded the entire highway to a 6-lane highway with two toll plazas, Batu Tiga and Sungai Rasau. The 6-lane toll highway had begun in operation on 11 May 1993. Since it serves as a connection between several major locations such as Klang, Shah Alam, Petaling Jaya and Kuala Lumpur, the highway constantly receives significant traffic flow and suffers from heavy traffic congestions during peak hours. [3]
The upgrading of the Subang Airport Interchange including main link of Subang–Kelana Jaya Link from Sultan Abdul Aziz Shah Airport Highway (route 15) of Federal Highway (route 2) to Persiaran Kewajipan near Menara Mesiniaga began at the end of 2005 and the construction of the new Majlis Link in September 2005. Both project are led by Malaysian Public Works Department (JKR). While the main contractor are the Ahmad Zaki Resources Berhad (AZRB) and Ho Hup Construction Company Berhad (HHCC). The Majlis Link was completed in March 2007 while the Subang Airport Interchange was completed in September 2009. [3]
A restricted route has been implemented on the Federal Highway between Sungai Rasau and Subang during workdays and peak hours. Heavy vehicles (except buses and tankers) with laden and unladen heavy vehicles weighing 10,000 kg or more are not allowed to enter the expressway between 6:30 am until 9:30 am during Mondays to Fridays (except public holidays). A compound fine will be issued to heavy vehicles which flout the rule. [7]
The Federal Highway is well known as the first expressway in Malaysia to have motorcycle lanes. However, the motorcycle lanes in the Federal Highway are known for posing danger to motorcyclists, due to dark, narrow and poorly maintained lanes and ramps, dangerous sharp corners, vulnerable spots for robberies. [8] This has been attributed to the fact that the motorcycle lanes were originally intended for bicycle riders, [2] with the design speed limit as low as 60 km/h. [9]
On 29 August 2016, the Ministry of Works (MOW) allocated RM 3.13 million to upgrade motorcycle lanes on the Federal Highway in areas that fall under its care. The allocation would cover costs for brightening dark areas, installing pump houses at flood-prone areas, painting road lines and tunnel walls, lane-widening, building overhead ramps, additional signage and repair of intersections. [10]
On 21 October 2016, during the announcement of the 2017 Budget, former Malaysian Prime Minister Najib Tun Razak announced that RM29 million would be allocated to upgrading the motorcycle lane on the Federal Highway. This included enhancing the drainage system to prevent flooding and building two overhead ramps, to make it safer for motorcyclists who use the route. [11]

After the expansion of the highway by PLUS Expressways, several toll plazas have been set up and operations started from 11 May 1993. Like most PLUS-operated highways, there used to be a 10% discount for class 1 vehicles between 12:00 midnight and 7:00 am (RM0.90 at SGR and RM1.00 at BTT) since 1 March 2009. [18]
However, toll collection at Sungai Rasau and Batu Tiga toll plazas have been abolished by the Malaysian government on 1 January 2018 [19] with the government paying PLUS Expressways RM2.2 billion, spread over 20 years, as a result of the abolishment.
As part of an initiative to facilitate smoother passage at the Batu Tiga and Sungai Rasau Toll Plazas on Federal Highway. On 10 July 2014, the highway operator, PLUS Expressways, announced that all toll transactions at both toll plazas would be conducted electronically via PLUSMiles cards, Touch 'n Go cards or SmartTAGs starting 1 September 2014. Besides being more convenient to Federal Highway users and reducing jams at toll plazas caused by cash-paying motorists, this move might had helped reducing risks of robberies at toll plazas faced by toll attendants, as there would have been less cash available. [20] However, on 30 August 2014, the implementation of the ETCs at Batu Tiga and Sungai Rasau toll plaza was postponed by the federal government. [21]
Since 22 November 2014, all toll transactions at Batu Tiga and Sungai Rasau toll plazas of the Federal Highway had been conducted electronically via PLUSMiles cards, Touch 'n Go cards or SmartTAGs. [22]
Toll collection was discontinued since 1 January 2018.

The Petaling District is a district located in the heart of Selangor in Malaysia. Petaling is not to be confused with the city of Petaling Jaya located in it, nor the mukim of Petaling under Subang Jaya City. The district office is located in Subang.
Subang Jaya is a city in Petaling District, Selangor, Malaysia. It comprises the southern third district of Petaling. It consists of the neighbourhoods from SS12 to SS19, UEP Subang Jaya (USJ), Putra Heights, Batu Tiga as well as PJS7, PJS9 and PJS11 of Bandar Sunway, the latter of which are partially jurisdictional within Petaling Jaya under the MBPJ. The city is governed by Subang Jaya City Council (MBSJ), which also governs other areas of the Petaling district, such as Puchong and Seri Kembangan. According to Subang Jaya City Council, Subang Jaya has a population of 968,930 in 2020, which makes it the sixth largest city in Malaysia by population.
The North–South Expressway is a network of tolled controlled-access highways running through the west coast of Peninsular Malaysia. The expressway network consists of the northern and southern route, having a total length of 772 kilometres. Running through seven states and connecting the Thailand and Singapore borders, the North–South Expressway is an important thoroughfare for local, interstate and international traffic. The expressway is part of route AH2, a designation of the Asian Highway Network.
The New Klang Valley Expressway (NKVE), designated E1, is an expressway entirely within the Klang Valley region of Selangor and Kuala Lumpur in Peninsular Malaysia. The expressway begins at the settlement of Bukit Raja near Klang, and ends at Jalan Duta in Kuala Lumpur. The 35-kilometre (22-mile) expressway is one of the most heavily utilised expressways in the Klang Valley region. The expressway shares its designation with the North–South Expressway Northern Route.
The New Pantai Expressway (Bahasa Malay: Lebuhraya Baru Pantai)New Pantai Expressway, is a controlled-access highway in the Klang Valley region of Peninsular Malaysia. The 19.6-kilometre (12.2-mile) expressway runs parallel to the Federal Highway, between Subang Jaya, Selangor in the southwest and Bangsar, Kuala Lumpur in the northeast.
The Damansara–Puchong ExpresswayDamansara–Puchong Expressway, abbreviated as LDP, is a 40.0-kilometre (24.9-mile) major controlled-access highway in the Petaling District of Selangor, Malaysia. The expressway runs in a north–south direction between Bandar Sri Damansara and Putra Permai, near Putrajaya, forming a major thoroughfare in the cities of Petaling Jaya and Puchong. A short east–west spur of the expressway connects Pusat Bandar Puchong to the suburb of UEP Subang Jaya.
The North–South Expressway Southern RouteNorth–South Expressway Southern Route is an interstate controlled-access highway running parallel to the southwestern coast of Peninsular Malaysia. The expressway forms the south section of the North–South Expressway, connecting the states of Selangor, Negeri Sembilan, Malacca and Johor. It begins at Seri Kembangan, near the state/territory boundary between Selangor and Kuala Lumpur, and travels southwards to end at Pandan-Tebrau in Johor.
The North–South Expressway Northern Route is an interstate controlled-access highway running parallel to the northwestern coast of Peninsular Malaysia. The 460-kilometre (290-mile) expressway forms the north section of the North–South Expressway, passing through the northwestern states of Kedah, Penang, Perak and Selangor. The expressway begins at the Bukit Kayu Hitam checkpoint in Kedah, where the Malaysia–Thailand border lies, and ends at Bukit Lanjan in Selangor state where the expressway interchanges with the New Klang Valley Expressway. The expressway is operated by PLUS Expressways.
The Federal Route 2 is a major east–west oriented federal highway in Malaysia. The 276.9 kilometres (172 mi) road connects Port Klang in Selangor to Kuantan Port in Pahang. The Federal Route 2 became the backbone of the road system linking the east and west coasts of Peninsula Malaysia before being surpassed by the East Coast Expressway E8.
Puchong is a major town and a parliamentary constituency in the Petaling District, in the state of Selangor, Malaysia. Bordering Kuala Lumpur, it is part of the Greater Kuala Lumpur area. It is bordered by Petaling Jaya in the north, Subang Jaya in the west, Cyberjaya and Putrajaya in the south, and Seri Kembangan in the east.
Sunway City is an 800-acre integrated township in Subang Jaya, Selangor, Malaysia. This township is named after its developer, Sunway Group, which had also got its name from Sungai Way, a suburb in Selangor. Sunway City is said to incorporate the urban planning concept of a 15-minute city.

Greater Kuala Lumpur is conterminous with the Klang Valley, an urban conglomeration consisting of the city of Kuala Lumpur, as well as surrounding towns and cities in the state of Selangor. The Klang Valley has Malaysia's largest airport, the Kuala Lumpur International Airport (KLIA), as well as the country's largest intermodal transport hub and railway station, Kuala Lumpur Sentral.
Jalan Klang Lama or Old Klang Road, Federal Route 2 is the oldest and the first major road in Kuala Lumpur, Malaysia. It was built before the Federal Highway was built in 1965. The road was constructed by the Federation of Malaya government from 1956 to 1959. The road was opened on 14 January 1959 by the Minister of Public Works, Sardon Jubir. This road passes through two towns, namely Sungai Way and Petaling Jaya.
Federal Route 3214 is an industrial federal road in the Klang Valley region, Selangor, Malaysia.
The Bukit Jalil Highway, or Puchong–Sungai Besi Highway, Federal Route 217, is a major highway in Klang Valley, Malaysia. It is a toll-free and also a second highway after Shah Alam Expressway E5. It connects the Sungai Besi Expressway E9 near Selangor Turf Club in the east to Damansara–Puchong Expressway E11 near Puchong Jaya in the west. The highway passes Bandar Kinrara and Bukit Jalil.
Greater Kuala Lumpur is the geographical term that determines the boundaries of metropolitan Kuala Lumpur in Malaysia. Though similar to the term "Klang Valley", there remains a variation between the two. Ranked as the 30th-largest in Asia, it covers a total land size of 13,565.61 km2.
Batu Tiga–Sungai Buloh Highway, Selangor State Route B9, is the main highway in Klang Valley, Malaysia connects from Batu Tiga Interchange in Batu Tiga to Hospital Sungai Buloh in Sungai Buloh. The highway overlaps with a few roads with the same name but different code: Route 15 and Route 3214. At the Politeknik Junction, it extends towards the eastern side of Shah Alam which is the Persiaran Sukan. The Persiaran Sukan is basically a ring road that covers the eastern side of Shah Alam with some one-way road. The highway was upgraded in 2008.
The Malaysian Expressway System is a network of national controlled-access expressways in Malaysia that forms the primary backbone network of Malaysian national highways. The network begins with the Tanjung Malim–Slim River tolled road which was opened to traffic on 16 March 1966, later North–South Expressway (NSE), and is being substantially developed. While toll-free expressways are built by Malaysian Public Works Department or Jabatan Kerja Raya Malaysia (JKR) in Malay.
