Fort Levett was a former U.S. Army fort built on Cushing Island, Maine, beginning in 1898. Located in Cumberland County, Maine, in Casco Bay near Portland, Maine, the fort was heavily fortified with guns for coastal defense. Conceived under the Endicott Program in 1885 and begun in the wake of the Spanish–American War, Fort Levett was manned during both world wars. [1] It was part of the Coast Defenses of Portland, later renamed the Harbor Defenses of Portland, a command which protected Portland's port and naval anchorage from 1904 to 1950. The fort's name is sometimes misspelled "Leavitt".
Fort Levett was built on 140 acres (0.57 km2) of Cushing Island, and the coast artillery fortification was visited by several Secretaries of War, including Jacob M. Dickinson in 1909. [2] The fort, whose call letters were FV, was part of a network of forts guarding Portland Harbor and Casco Bay under the Coast Defenses of Portland (Harbor Defenses after 1925), which included Levett, Fort Williams on Portland Head, and Fort McKinley on Great Diamond Island as well as Fort Preble. Fort Scammel and Fort Gorges, once strongly fortified and guarding the harbor entrance, were decommissioned earlier than the previous three forts, and were not modernized after the 1870s. [3] The forts were built by the United States Army Corps of Engineers, maintained by the Army's Ordnance Department, and after 1907 were manned by the United States Army Coast Artillery Corps.
Fort Levett was named for English explorer Captain Christopher Levett, an early explorer of the New England coast and the first European to settle what is today Portland, Maine. [4] King Charles I of England granted Levett 6,000 acres (24 km2) to found a city the explorer proposed to call York, after his English birthplace. Levett founded a plantation in 1623, leaving a group of Yorkshiremen and women behind, and he returned to England. The settlement subsequently failed, and the colonists were never heard from again. Levett never returned to Maine.
Fort Levett's construction began in 1898 (on land acquired in 1894) and was largely completed in 1903. The fort initially comprised five batteries. Battery Bowdoin was named for James Bowdoin, former governor of Massachusetts (which included Maine in his day), and had three 12-inch M1895 disappearing guns. Battery Kendrick was named for Henry Lane Kendrick, an Army officer and professor at West Point, and had two 10-inch M1895 disappearing guns. Battery Ferguson was named for Major William Ferguson, killed in action against Native Americans in 1791, was completed in 1906, and had two 6-inch M1900 guns on pedestal mounts. Battery Daniels was named for Lieutenant Napoleon Daniels, killed in action against Native Americans at Crazy Woman's Fork in 1866, and had two 3-inch M1898 guns (also called 15-pounder guns) on retractable masking parapet mounts. [5] [6] The fort also briefly had several 6-pounder rapid-fire guns on field mounts. [7]
In addition to its artillery, the fort also operated as a wireless telegraph station. [8] In order to furnish its base with water, the army dug four wells on Cushing Island. The island presented other challenges as well. In full view of the battery of artillery was a large summer hotel. "This hotel", noted a War Department report, "is so near that the guns can not be fired without causing much damage to the building. The occupants of this hotel, if it is allowed to remain there, will be practically in the fort, while the soldiers who garrison the fort will live in barracks at a considerable distance from their guns." [9] Although the owners of the hotel wished the army to purchase it to billet its men, the army resisted the offer, and chose instead to erect its buildings nearby. [10] The army subsequently erected cook tents and frame buildings at the fort. The fort had a base field hospital for the soldiers. All of the initial post buildings were completed by 1905. The fort was a sub-post of Fort Williams, and by 1910 was in caretaker status, with only a small garrison for maintenance, as there was no immediate threat to the area. [5]
In 1915, with World War I raging in Europe and with rapidly improving dreadnought battleships providing an increased threat, the Board of Review recommended that Fort Levett receive a new, modernized battery as part of a program to increase the range of coastal forts. The battery was named Battery Foote in 1919, after Colonel Stephen Miller Foote, a Coast Artillery officer who died that year. Battery Foote had two 12-inch M1895 guns on new, high-angle M1917 barbette carriages for increased range and was completed in 1920. This type of battery was initially built in the open, relying on camouflage for concealment, and was incredibly vulnerable to air attack, as were the older disappearing batteries. [5] The two 10-inch guns of Battery Kendrick were ordered dismounted as part of a railway artillery program in 1917, but were not shipped out and were soon remounted. [5]
Fort Levett was operationally manned during the war, but probably not until the American entry into World War I in 1917. After World War I the two 3-inch guns of Battery Daniels were removed as part of a decommissioning of several types of guns. At some point between the wars the fort reverted to caretaker status. [5]
In June 1939 a quartermaster survey showed that most of the 28 buildings at Fort Levett were in "poor" or "uninhabitable" condition. In June 1940 the post was in similar condition and still in caretaker status, but things were about to change. [5] Shortly after the Fall of France in mid-1940 the United States manned its coast defenses, activated the National Guard, and developed a coast defense modernization program that was partially implemented during the war. During World War II the Harbor Defenses of Portland were garrisoned by the 8th Coast Artillery Regiment of the Regular Army and the 240th Coast Artillery Regiment of the Maine National Guard until late 1944, when the Coast Artillery was reorganized and reduced in strength. [11] At Fort Levett, by June 1941 the older buildings had been rehabilitated and 26 temporary buildings had been added or planned, increasing the fort's capacity from 124 to 758 men. [5] The basis of the World War II modernization program was to add new 16-inch gun batteries, retain long-range 12-inch batteries such as Battery Foote, and also add new long-range 6-inch gun and 90 mm gun batteries. The disappearing gun batteries that had served for 25–45 years would be scrapped. The 16-inch battery that anchored the Harbor Defenses of Portland was Battery Steele on Peaks Island. Battery Foote was casemated against air attack during the war, and a four-gun 90 mm Anti-Motor Torpedo Boat (AMTB) battery designated AMTB 962 was added. The other batteries of Fort Levett were scrapped by 1943 except the two 6-inch guns of Battery Ferguson, which were retained until after the war. [5] [6]
With the end of World War II in 1945 all US coast defense guns were scrapped by 1948, and subsequently the obsolete Fort Levett was sold by the government, which asked $177,000 for the property. [12] It was bought by a group of Cushing Island residents in 1957. In 1970 the main barracks building was razed, and the remaining structures were restored. Forts Levett and McKinley ultimately became private condominium associations. [13]
House Island is a private island in Portland Harbor in Casco Bay, Maine, United States. It is part of the City of Portland. The island is accessible only by boat. Public access is prohibited, except for an on-request tour sanctioned by the island's owners. House Island includes three buildings on the east side and Fort Scammell on the west side. The buildings are used as vacation rentals and other summer residences. The island's name derives from the site of an early European house, believed that built by Capt. Christopher Levett, an English explorer of the region.
Fort Preble was a military fort in South Portland, Maine, United States, built in 1808 and progressively added to through 1906. The fort was active during all major wars from the War of 1812 through World War II. The fort was deactivated in 1950. It is now on the campus of Southern Maine Community College.
Fort Baldwin is a former coastal defense fortification near the mouth of the Kennebec River in Phippsburg, Maine, United States, preserved as the Fort Baldwin State Historic Site. It was named after Jeduthan Baldwin, an engineer for the Continental Army during the American Revolution. The site was listed on the National Register of Historic Places in 1979.
The 16 inch gun M1919 (406 mm) was a large coastal artillery piece installed to defend the United States' major seaports between 1920 and 1946. It was operated by the United States Army Coast Artillery Corps. Only a small number were produced and only seven were mounted; in 1922 and 1940 the US Navy surplussed a number of their own 16-inch/50 guns, which were mated to modified M1919 carriages and filled the need for additional weapons.
Fort H. G. Wright was a United States military installation on Fishers Island in the town of Southold, New York, just two miles off the coast of southeastern Connecticut, but technically in New York. It was part of the Harbor Defenses of Long Island Sound, along with Fort Terry, Fort Michie, and Camp Hero. These forts defended the eastern entrance of Long Island Sound and thus Connecticut's ports and the north shore of Long Island. The fort was named for Union General Horatio G. Wright, a former Chief of Engineers who was born in Clinton, Connecticut.
Fort Michie was a United States Army coastal defense site on Great Gull Island, New York. Along with Fort H. G. Wright, Fort Terry, and Camp Hero, it defended the eastern entrance to Long Island Sound as part of the Harbor Defenses of Long Island Sound, thus defending Connecticut's ports and the north shore of Long Island.
Seacoast defense was a major concern for the United States from its independence until World War II. Before airplanes, many of America's enemies could only reach it from the sea, making coastal forts an economical alternative to standing armies or a large navy. Substantial fortifications were built at key locations, especially protecting major harbors. Seacoast defense also included submarine minefields, nets and booms, ships, and, later, airplanes. The U.S. Army Corps of Engineers played the central role in constructing fixed defenses, but all of the armed forces participated.
Fort Andrews was created in 1897 as part of the Coast Defenses of Boston, Massachusetts. Construction began in 1898 and the fort was substantially complete by 1904. The fort was named after Major General George Leonard Andrews, an engineer and Civil War commander, who assisted in the construction of nearby Fort Warren in Boston Harbor. It occupies the entire northeast end of Peddocks Island in Boston Harbor, and was originally called the Peddocks Island Military Reservation. Once an active Coast Artillery post, it was manned by hundreds of soldiers and bristled with mortars and guns that controlled the southern approaches to Boston and Quincy Bay. The fort also served as a prisoner-of-war camp for Italian prisoners during World War II, who were employed as laborers following the Italian surrender to the Allies in 1943. Today, the fort is abandoned, and is managed by the Massachusetts Department of Conservation and Recreation, as part of the Boston Harbor Islands National Recreation Area.
Jewell Island is a small island in Casco Bay, Maine, United States. Approximately 1 mile (1.6 km) long from southwest to northeast, it is located off the coast of Cliff Island, approximately eight miles from downtown Portland. It is a state-owned island with a small but protected harbor as well as camping and walking paths. Jewell Island was part of the Harbor Defenses of Portland fort network. The island is part of the city of Portland. Jewell Island can be reached by private or charter boats. There is no ferry service to the island.
The 8-inch gun M1888 (203 mm) was a U.S. Army Coast Artillery Corps gun, initially deployed 1898–1908 in about 75 fixed emplacements, usually on a disappearing carriage. During World War I, 37 or 47 of these weapons were removed from fixed emplacements or from storage to create a railway gun version, the 8-inch Gun M1888MIA1 Barbette carriage M1918 on railway car M1918MI, converted from the fixed coast defense mountings and used during World War I and World War II.
The U.S. Army Coast Artillery Corps (CAC) was an administrative corps responsible for coastal, harbor, and anti-aircraft defense of the United States and its possessions between 1901 and 1950. The CAC also operated heavy and railway artillery during World War I.
The 12-inch coastal defense gun M1895 (305 mm) and its variants the M1888 and M1900 were large coastal artillery pieces installed to defend major American seaports between 1895 and 1945. For most of their history they were operated by the United States Army Coast Artillery Corps. Most were installed on disappearing carriages, with early installations on low-angle barbette mountings. From 1919, 19 long-range two-gun batteries were built using the M1895 on an M1917 long-range barbette carriage. Almost all of the weapons not in the Philippines were scrapped during and after World War II.
Fort Williams is a former United States Army fort in Cape Elizabeth, Maine which operated from 1872 to 1964. It was part of the Coast Defenses of Portland, later renamed the Harbor Defenses of Portland, a command which protected Portland's port and naval anchorage 1904–1950. After its closure, it was redeveloped into Fort Williams Park.
Fort McKinley is a former United States Army coastal defense fort on Great Diamond Island, Maine in Casco Bay, which operated from 1873 to 1947. It was named for President William McKinley. It included a sub-post, Fort Lyon, on Cow Island, just north of Great Diamond Island. Fort Lyon was named for Nathaniel Lyon. Both forts were part of the Coast Defenses of Portland, renamed the Harbor Defenses of Portland in 1925, a command which protected Portland's port and naval anchorage 1895-1950. In 1946 Fort Lyon was closed and turned over to the City of Portland. After Fort McKinley's closure it was transferred to the United States Navy, which sold the site to private interests in 1961. The Fort McKinley Historic District was listed on the National Register of Historic Places in 1985.
Battery Steele is a United States military fortification on Peaks Island, Portland, Maine, in Casco Bay. Completed in 1942 as part of World War II, it is located on 14 acres (5.7 ha) on the oceanside area of the island, formerly part of the Peaks Island Military Reservation. It is named for Harry L. Steele, who was a Coast Artillery officer during World War I. It was armed with two 16-inch MkIIMI guns and, with a 12-inch gun battery at Fort Levett on Cushing Island, replaced all previous heavy guns in the Harbor Defenses of Portland. It was built to protect Casco Bay, particularly Portland harbor, from Kennebunk to Popham Beach in Phippsburg. According to Kim MacIsaac and historian Joel Eastman in An Island at War, “Battery Steele is not only the largest gun battery built on Peaks Island, but also an example of the largest battery ever built anywhere in the United States.” In 1995, after decades of non-use, the Peaks Island Land Preserve, a community land preservation group, formed to purchase the area and forever preserve it as a public space. On October 20, 2005, the property was listed on the National Register of Historic Places. Other coast defense structures on the island include fire control towers and the counterweight for a disappearing searchlight tower.
Fort Foster, now part of Fort Foster Park, is a historic fort active 1901–1946 on the southwest tip of Gerrish Island in the Kittery Point area of Kittery, Maine. The park includes beaches and trails. Battery Bohlen and Battery Chapin were the major parts of the fort.
The 14-inch Gun M1907 (356 mm) and its variants the M1907MI, M1909, and M1910 were large coastal artillery pieces installed to defend major American seaports between 1895 and 1945. They were operated by the United States Army Coast Artillery Corps. Most were installed on single gun disappearing carriages; the only installation with four guns in twin turrets was built at the unique Fort Drum in Manila Bay, Philippines. All of the weapons not in the Philippines were scrapped when World War II brought about a general upgrade.

The 240th Coast Artillery Regiment was a Coast Artillery Corps regiment in the Maine National Guard. It garrisoned the Harbor Defenses of Portland, Maine 1924–1944.
