Iain Mackenzie McNicol,Baron McNicol of West Kilbride (born 17 August 1969) is a British politician,trade unionist and life peer who served as General Secretary of the Labour Party from 2011 to 2018. [1] He was National Political Officer of the GMB trade union from 2004 to 2011. [2]
The son of Iain and brother of Natasha,Rebecca and Calum,McNicol was raised in Thirdpart,West Kilbride and attended Ardrossan Academy. [3] He studied at Dundee Institute of Technology,where he began his involvement in political organising when being elected as president of the Student Union in 1991. [4]
McNicol was elected National Campaigns and Membership Officer for Labour Students, [5] and then acted as a Labour Party organiser and agent in south and east England from 1994 to 1997. [5] [6] [7]
Following the 1997 United Kingdom general election at which Labour returned to office,McNicol served as a research,organisation,and political officer with the GMB Union,and in 1998 was appointed a regional organiser for its Southern Region. [8] In 2004,he was promoted to National Political Officer. He served in that capacity through to 2011,coordinating the political strategy of the union and representing its members’interests in both the public and private sector. [8] [9]
On 19 July 2011,Labour's National Executive Committee selected McNicol to become the party's next General Secretary under leader Ed Miliband. [2] He was seen as the 'change candidate' and chosen against the wishes of Miliband,who supported the alternative candidate Chris Lennie. [10]
McNicol's intention to stand down as General Secretary of the Labour Party was announced on 23 February 2018. [1] On 20 March 2018 he was succeeded by Jennie Formby. [11]
In June and July 2016,the Financial Times reported the office of Labour leader Jeremy Corbyn believed McNicol tried to prevent Corbyn from attending a key National Executive Committee (NEC) meeting and reported McNicol was alleged to be complicit in trying to exclude Corbyn from entering the second leadership election. It reported senior figures in the trade union movement were discussing replacement options for McNicol in his General Secretary role. [12] [13]
A civil High Court legal challenge was brought by Labour donor and former parliamentary candidate Michael Foster to contest the decision to allow Corbyn to be a candidate without having to secure any nominations from Labour MPs. The case went to court on 26 July 2016. McNicol was the first defendant on behalf of the members of the Labour Party. Corbyn applied to the court,and was accepted,to be a second defendant with his own legal team as Corbyn was "particularly affected and particularly interested in the proper construction of the rules" and that McNicol was "being expected to vigorously defend a position which he regarded as incorrect prior to the NEC decision". [13] [14] The High Court ruled that the NEC's decision that Corbyn should automatically be on the ballot was a correct interpretation of the Labour Party Rule Book. [15] [16]
An additional court case was brought against McNicol,in his position as General Secretary of the Labour Party,in August 2016 regarding the NEC's decision to disallow party members who had joined after 12 January 2016 from voting in the leadership election. The claimants won their case in the High Court but the decision was overturned on appeal. [17]
In May 2019,Jon Lansman the founder of Momentum,a pro Corbyn organisation,writing in the LabourList blog accused McNicol and his team of delaying action on handling antisemitism cases while he was General Secretary,and allowing a backlog of cases to build up which would damage the party and Jeremy Corbyn's leadership. [18] A documentary made by Panorama, [19] and shown on the BBC,addressed these claims,which were subsequently the subject of High Court action,resulting in damages being paid both to the journalist involved,and to those Labour Party staff who had blown the whistle. [20]
In April 2020 a report commissioned by McNicol's successor Jennie Formby into anti-semitism within the Labour Party,was leaked. This leak took place after the decision was made not to submit the report to the Equality and Human Rights Commission's investigation into institutional antisemitic racism. The report stated that WhatsApp message group transcripts published in the report showed that McNicol and members of his office failed to deal with anti-semitism cases,worked against the objectives of the leadership of the Party,worked against Labour's objective of winning the 2017 general election,and made offensive comments about Labour members,staff,and politicians. [21] [22]
The EHRC Report [23] was published in October 2020,and found the Party responsible for three breaches of the Equality Act (2010) relating to political interference in antisemitism complaints;failure to provide adequate training to those handling antisemitism complaints and harassment. The report went on to state that:'The EHRC found evidence of political interference in the complaints process,with 23 instances of inappropriate involvement by the Leader of the Opposition's Office and others in the 70 files looked at.'
Prior to the publication of the EHRC Report,on 1 May 2020,the members of an investigation panel appointed by the Labour Party to look into various aspects of the report were announced. [24] In early 2021 it was announced this report would be delayed due to the ICO investigation [25] into the same leaks. The panel was concerned that the inquiry's findings could have the potential to prejudice the ICO's work. The Forde Report was completed and delivered to the Labour Party on 19 July 2022. [26]
More leaked messages from WhatsApp groups involving McNicol were released in Al-Jazeera's 2022 documentary series "The Labour Files".
On 21 June 2018,McNicol was created a life peer as Baron McNicol of West Kilbride,of West Kilbride in the County of Ayrshire. [27] [28] On 4 September 2018,McNicol was appointed an Opposition Whip on the House of Lords frontbench. [29]
As a result of the disclosures in the April 2020 report,McNicol stepped down from this role while an investigation was carried out. [30] He was almost immediately appointed as Deputy Chairman of Committees (Lords),a position he held until 26 October 2023. McNicol subsequently returned to the Opposition frontbencher in the House of Lords on 27 October 2023 as Shadow Spokesperson,Business &Trade and Shadow Spokesperson for Scotland. [31]
Since August 2019,McNicol has volunteered as Patron with Jigsaw4U,a community charity which provides a wide variety of services across the London boroughs of Merton and Sutton. These services help children,young people and families to put the pieces back together following social and emotional difficulties,and includes bereavement counselling and Links workers in some schools.
In May 2021,McNicol co-founded rewired.earth,and is the current Chair. The vision of rewired.earth is a rewiring of the financial markets as a force for good,and to build a sustainable future for the planet.
Previously McNicol was a board trustee for four years for the National Citizen Service Trust (NCS),stepping down in June 2022.
McNicol is married to Shelley and has a son,Hamish,and daughter,Scarlett. [3] He holds a black belt in karate, [7] and plays the bagpipes.
Jeremy Bernard Corbyn is a British politician who has been Member of Parliament (MP) for Islington North since 1983. An independent,Corbyn was a member of the Labour Party from 1965 until his expulsion in 2024,and is a member of the Socialist Campaign Group parliamentary caucus. He served as Leader of the Opposition and Leader of the Labour Party from 2015 to 2020. Corbyn identifies ideologically as a socialist on the political left.
Ann Black OBE is a British political activist who serves as a member of the National Executive Committee (NEC) of the Labour Party. She served from 2000 to 2018 and was re-elected in November 2020. She was chair of the NEC from 2009 to 2010,and has also served as chair of the NEC's disputes panel.
The General Secretary of the Labour Party is the most senior employee of the British Labour Party,and acts as the non-voting secretary to the National Executive Committee. When there is a vacancy the National Executive Committee selects a provisional replacement,subject to approval at the subsequent party conference.

Christopher Williamson is a British politician who was the Member of Parliament (MP) for Derby North from 2010 to 2015 and again from 2017 to 2019. He was Shadow Minister for Communities and Local Government from October 2010 to October 2013. Momentum is a British left-wing political organisation which has been described as a grassroots movement supportive of the Labour Party;since January 2017,all Momentum members must be members of the party. It was founded in 2015 by Jon Lansman,Adam Klug,Emma Rees and James Schneider after Jeremy Corbyn's successful campaign to become Labour Party leader and it was reported to have between 20,000 and 30,000 members in 2021.
Jonathan Lansman is a British political activist. He is best known for having worked on Jeremy Corbyn's successful 2015 campaign for the leadership of the Labour Party and subsequently founded the pro-Corbyn organisation Momentum. He is a member of the Labour Party's National Executive Committee. Lansman has worked for both Tony Benn and Michael Meacher,and was a prominent supporter of Benn in the early 1980s.
Campaign Against Antisemitism (CAA) is a British non-governmental organisation established in August 2014 by members of the Anglo-Jewish community. It conducts litigation,runs awareness-raising campaigns,organises rallies and petitions,provides education on antisemitism and publishes research.
The 2016 Labour Party leadership election was called when a challenge to Jeremy Corbyn as Leader of the Labour Party arose following criticism of his approach to the Remain campaign in the referendum on membership of the European Union and questions about his leadership of the party.
The Chakrabarti Inquiry was a 2016 investigation into allegations of antisemitism and other forms of racism in the United Kingdom's Labour Party. Chaired by barrister Shami Chakrabarti,the inquiry was launched following comments made by two high-profile Labour figures,Naz Shah and Ken Livingstone,that some asserted were antisemitic in nature;Shah,a Member of parliament,and Livingstone,the former mayor of London,were subsequently suspended from the party pending an investigation. The inquiry presented its findings on 30 June 2016,stating that although antisemitism and other types of racism were not endemic within Labour,there was an "occasionally toxic atmosphere".
Christine Evangelou and others v Iain McNicol (Labour Party) [2016] EWCA Civ 817 is an English contract law case brought by five members of the Labour Party of the United Kingdom against its General Secretary,Iain McNicol on behalf of the whole party,concerning the eligibility of members to vote in the party's leadership election of 2016. The claimants came to court to challenge the decision of the party's National Executive Committee to bar members from voting in the election if they joined the party after 12 January 2016 (i.e. less than six months before the start of voting). This was due to affect approximately 130,000 new members (around one quarter of the party's total membership). The judge at first instance sided with the claimants,although this decision was overturned on appeal. On 14 August,it was announced that the claimants would not be challenging this decision in the Supreme Court.
Jeremy Corbyn was elected as Leader of the Opposition in September 2015,following the resignation of Ed Miliband after Labour's defeat at the 2015 general election. Disillusioned by a lack of a left-wing voice in the 2015 Labour Party leadership contest,Corbyn stood on an anti-austerity platform. Of the candidates who stood,Corbyn received the fewest parliamentary nominations. Many who nominated him said they had done so not to support his candidacy,but to widen the debate by including a socialist voice. However,Corbyn soon became the frontrunner and was elected with a landslide of 59%.
There have been instances of antisemitism within the Labour Party of the United Kingdom (UK) since its establishment. One such example is canards about "Jewish finance" during the Boer War. In the 2000s,controversies arose over comments made by Labour politicians regarding an alleged "Jewish lobby",a comparison by London Labour politician Ken Livingstone of a Jewish journalist to a concentration camp guard,and a 2005 Labour attack on Jewish Conservative Party politician Michael Howard.
Jewish Voice for Labour (JVL) is a British organisation formed in 2017 for Jewish members of the Labour Party. Its aims include a commitment "to strengthen the party in its opposition to all forms of racism,including anti-Semitism ... to uphold the right of supporters of justice for Palestinians to engage in solidarity activities",and "to oppose attempts to widen the definition of antisemitism beyond its meaning of hostility towards,or discrimination against,Jews as Jews".
Jennifer Formby is a British trade unionist and political figure who served as General Secretary of the Labour Party from 2018 to 2020. She was previously political director and south-east England regional secretary for Unite the Union.
Karie Murphy is a British trade unionist and political strategist who served as the Executive Director of the Leader of the Opposition's Office under Jeremy Corbyn from 2016 to 2020.
The work of the Labour Party's Governance and Legal Unit in relation to antisemitism,2014–2019,is a leaked British dossier written by party staff in response to the Equality and Human Rights Commission's investigation into the party's handling of antisemitism complaints and includes reports of other forms of racism. The report reveals emails of senior party management staff,aligned with the right of the party,and alleges obstruction of justice in dealing with cases of antisemitism and other noted cases of racism,and it does not clear the party of accusations of being "institutionally antisemitic". Although the report states that it "thoroughly disproves any suggestion that antisemitism is not a problem in the Party",or that it is all a smear or a witch-hunt,its main assertion is that rampant factionalism within the party had ultimately led to antisemitism and racism allegations not being dealt with properly.
David Richard Evans is a British political official who served as general secretary of the Labour Party from 25 September 2021 until 17 September 2024,having acted as general secretary since 26 May 2020. He served as an assistant general secretary of the Labour Party from 1999 to 2001. Evans was the regional director of the North West Labour Party from 1995 to 1999 and founded The Campaign Company,a political consultancy.
Keir Starmer served as Leader of the Opposition from April 2020,following the resignation of Jeremy Corbyn after Labour's defeat at the 2019 general election and Starmer's election as Labour leader in the ensuing leadership election,until his party won a landslide victory at the 2024 general election in July 2024. During his tenure,Starmer moved Labour toward the political centre and emphasised the elimination of antisemitism within the party.
