Jennifer Lee "Jenn" Mascott [1] (born 1976) is an American lawyer who currently serves in the White House Counsel's Office. She has been announced as a nominee to serve as a United States circuit judge of the United States Court of Appeals for the Third Circuit. Mascott also serves as an Associate Professor of Law at the Columbus School of Law at the Catholic University of America where her focus is on separation of powers and litigation [2] and she is currently on public service leave.
Mascott was born Jennifer Lee Miller in 1976,in Westminster,Maryland. [3] She received a Bachelor of Science degree in mathematics and government &politics from the University of Maryland,College Park in 1997,graduating cum laude . [4] Before entering law school,Mascott was a Legislative Assistant to Congressman John Hostettler from 1997 to 1999. She was Deputy Press Secretary and then Systems Technology Manager for the U.S. Senate Republican Conference from 1999 to 2001. She then was then Press Secretary to Congressman Eric Cantor from 2001 to 2002,then for Congresswoman Anne Northup from 2002 to 2003. She interned for Judge Richard Leon of the United States District Court for the District of Columbia from 2003 to 2004. She subsequently worked as a Research Assistant tor George Washington University Law School from 2004 to 2005. [5] [3]
Mascott graduated summa cum laude from the George Washington University Law School in 2006 [5] ,where she earned a Juris Doctor with the highest cumulative graduating GPA on record (4.22) at the law school. [2] She served as a law clerk for then United States circuit judge Brett Kavanaugh at the United States Court of Appeals for the District of Columbia Circuit from 2006 to 2007 and for United States Supreme Court associate justice Clarence Thomas from 2008 to 2009. From 2015 to 2017,Mascott was a Olin/Searle Fellow at Georgetown University Law Center. From 2017 to 2019,she was Of Counsel at the law firm of Consovoy McCarthy PLLC in Arlington,Virginia. [3]
During President Donald Trump's first term,Mascott served as Deputy Assistant Attorney General in the Office of Legal Counsel from 2019 to 2020 and as Associate Deputy Attorney General in the United States Department of Justice from November 2020 through January 2021. In 2021,Mascott left the Justice Department to work as an Assistant Professor of Law at the Antonin Scalia Law School at George Mason University,where she worked until 2024. [2] She then worked as a Managing Trustee at Adfero,a public relations firm,until 2025. [3]
Since 2025,she serves in the White House Counsel's Office as Senior Advisor under Trump. [6] Mascott also serves as an Associate Professor of Law at the Columbus School of Law at the Catholic University of America where she is currently on public service leave. [2] [3]
On July 16,2025,President Donald Trump announced his intention to nominate Mascott to a seat on the United States Court of Appeals for the Third Circuit vacated by Kent A. Jordan. [6] On September 3,2025,she testified before the U.S. Senate Judiciary Committee. Democrats on the committee questioned her about her ties to the state of Delaware and her views on the separation of powers. She stated,"I've been nominated to a seat that by custom now is within Delaware and would look forward,if this body were to confirm me,to joining the legal community specifically in Delaware." [7]
Mascott married Jeffrey Neal Mascott in 1999. He died of pancreatic cancer on February 28,2023,at age 48. The couple had four children. [8] Mascott currently resides in Chevy Chase. [3]
