The Minister for Social Care, Mental Wellbeing and Sport is a member of the Scottish Government. The Minister reports to the Cabinet Secretary for NHS Recovery, Health and Social Care, who has overall responsibility for the portfolio, and is a member of cabinet. As a Junior Minister the post holder is not a member of the Scottish Government Cabinet.
The incumbent Minister for Mental Wellbeing and Social Care is Maree Todd. [1]

The Minister for Mental Health is the second Scottish Government ministerial post to include mental health in the title. [2] The post had been announced on 21 November 2014 as the Minister for Sport and Health Improvement [3] and similar ministerial posts had also existed in the very recent past under different titles. Mental health was added to the title so that the post became Minister for Sport, Health Improvement and Mental Health.
The Sport portfolio was the responsibility of Deputy Minister for Communities and Sport from 2000 to 2001 in the Dewar Government (which was not a cabinet position). From 2000 to 2001 the Minister for the Environment, Sport and Culture was the Cabinet Minister with whose responsibilities included sport. From 2001 to 2003 these roles were combined in the Minister for Communities and Sport, which was renamed the Minister for Tourism, Culture and Sport after the addition of the tourism portfolio, following the 2003 election.
The Salmond Government, elected following the Scottish Parliament election in 2007, created the junior post of Minister for Communities and Sport held by Stewart Maxwell MSP, combining the Sport and Communities portfolios. The Minister assisted the new Cabinet Secretary for Health and Wellbeing. In 2009, the Sport portfolio was given to the Minister for Public Health under the new title Minister for Public Health and Sport. This post was held by Shona Robison. After the 2011 Scottish election, sport was separated from the portfolio and given to a new Ministerial creation, the Minister for Commonwealth Games and Sport (this remained Shona Robison).
Finally, this was promoted to a Cabinet Secretary position from 22 April to 21 November 2014 under the title of Cabinet Secretary for Commonwealth Games, Sport, Equalities and Pensioners' Rights (still Shona Robison), until the reshuffle of 21 November 2014 when Nicola Sturgeon announced her first Cabinet. Sport returned to its original position as a junior Ministerial post.
The Minister for Mental Health post was created in the Second Sturgeon government in the reshuffle that followed the 2016 Scottish Parliament election.
The current Minister for Social Care, Mental Wellbeing and Sport was created in March 2023 upon the formation of the First Yousaf Government.

Fiona Jane Hyslop is a Scottish politician who has served as Cabinet Secretary for Transport since 2024. Hyslop is the only current serving minister from the first SNP government having served in various cabinet and junior ministerial offices under first ministers Alex Salmond and Nicola Sturgeon; first as education secretary from 2007 to 2009, then culture secretary from 2009 to 2020, and latterly as economy secretary from 2020 to 2021. A member of the Scottish National Party (SNP), she has been a member of the Scottish Parliament (MSP) for the Linlithgow constituency since 2011, having represented the Lothians region from 1999 to 2011.
Shona McRory Robison is a Scottish politician serving as Deputy First Minister of Scotland and Cabinet Secretary for Finance since 2023. A member of the Scottish National Party (SNP), she has been the Member of the Scottish Parliament (MSP) for Dundee City East since 2003 and was an additional member for the North East Scotland region from 1999 to 2003.
The Deputy First Minister of Scotland is the second highest ranking minister of the Government of Scotland, behind the First Minister of Scotland. The post-holder is appointed by the First Minister, and deputises for the First Minister during a period of absence or whilst they are out-with Scotland undertaking overseas visits. During any period of the First Minister's absence, the DFM will be expected to answer to the Scottish Parliament on behalf of the First Minister at First Minister's Questions.
Angela Constance is a Scottish politician serving as Cabinet Secretary for Justice and Home Affairs since 2023. A member of the Scottish National Party (SNP), she has been the Member of the Scottish Parliament (MSP) for Almond Valley since 2007.
Aileen Elizabeth Campbell is a Scottish football administrator and former politician who has served as the chief executive of Scottish Women's Football since 2021. A member of the Scottish National Party, she was a Member of the Scottish Parliament (MSP) for fourteen years and was a Scottish Government minister for ten, having served on the Scottish Cabinet as Cabinet Secretary for Communities and Local Government, from 2018 to 2021.
The Cabinet Secretary for Finance, commonly referred to as the Finance Secretary, is a member of the Cabinet in the Scottish Government. The Cabinet Secretary has Ministerial responsibility for the Scottish Government's Finance Directorates.
The Cabinet Secretary for NHS Recovery, Health and Social Care, commonly referred to as the Health Secretary, is a cabinet position in the Scottish Government. The Cabinet Secretary is responsible for the Health and Social Care Directorates and NHS Scotland.
The Minister for Public Health and Women's Health is a junior ministerial post in the Scottish Government. The minister is not a member of the Scottish Cabinet, however, they report to the Cabinet Secretary for NHS Recovery, Health and Social Care.
The Minister for Higher and Further Education is a Junior ministerial post in the Education Department of the Scottish Government. As a result, the Minister does not attend the Scottish Cabinet. The post was created in May 2007 after the appointment of the Scottish National Party minority administration and the Minister reports to the Cabinet Secretary for Education and Skills, who has overall responsibility for the portfolio, and is a member of cabinet. The Minister has specific responsibility for further education and colleges, higher education and universities, science and STEM (science, technology, engineering and mathematics, student funding, youth work, and widening access to education.
The Minister for Housing is a Junior ministerial post in the Scottish Government. As a result, the Minister does not attend the Scottish Cabinet.
The Cabinet Secretary for Environment, Climate Change and Land Reform was a cabinet post in the Scottish Government. The Cabinet Secretary was supported by the Minister for Rural Affairs and the Natural Environment, who also reported to the Cabinet Secretary for the Rural Economy.
The Minister for Parliamentary Business is a junior ministerial post in the Scottish Government. As a result, the minister does not attend the Scottish Cabinet but supports the Deputy First Minister and Cabinet Secretary for Finance, who is a member of the cabinet. The minister has the job of steering government business through the Scottish Parliament.
The Minister for Local Government Empowerment and Planning is a junior ministerial post in the Scottish Government. As a result, the Minister does not attend the Scottish Cabinet. The minister supports the Cabinet Secretary for Finance, who has overall responsible for the portfolio.
The Cabinet Secretary for Social Justice, commonly referred to as the Social Justice Secretary, is a position in the Scottish Government Cabinet. The Cabinet Secretary has overall responsibility for local government, community planning, housing, social security, the third sector.
Alex Salmond formed the second Salmond government on 19 May 2011 following his Scottish National Party's landslide victory in the 2011 election to the 4th Scottish Parliament. This was the first single-party majority government in the history of the devolved parliament. Salmond's second government ended on 18 November 2014 upon his resignation as First Minister of Scotland.
Nicola Sturgeon formed the first Sturgeon government on 20 November 2014, following the resignation of previous SNP First Minister, Alex Salmond. Sturgeon, who had been Deputy First Minister under Salmond, was elected to succeed him by the SNP majority in the Scottish Parliament on 19 November 2014, before being officially sworn in in front of senior judges at the Court of Session the next day.
Maree Todd is a Scottish National Party (SNP) politician who has been the Member of the Scottish Parliament (MSP) for Caithness, Sutherland and Ross since May 2021. She was previously an MSP for the Highlands and Islands from the election in May 2016. She has been serving as the Minister for Social Care, Mental Wellbeing and Sport since March 2023. She previously served as the Minister for Public Health, Women's Health and Sport from 2021 to 2023, and as the Minister for Children and Young People from 2017 to 2021.
Nicola Sturgeon formed the second Sturgeon government following her Scottish National Party's victory in the 2016 Scottish Parliament election. Sturgeon was nominated by a vote of the 5th Scottish Parliament for appointment to the post of first minister on 17 May 2016. She was subsequently appointed by Queen Elizabeth II on 18 May, and announced formation of a new Scottish National Party minority government.
Nicola Sturgeon formed the third Sturgeon government following her Scottish National Party's victory in the 2021 Scottish Parliament election. Sturgeon was nominated by a vote of the 6th Scottish Parliament for appointment to the post of First Minister on 18 May 2021 and announced the formation of a new Scottish National Party minority government on 19 May.
Humza Yousaf formed the first Yousaf government on 29 March 2023 following his appointment as first minister of Scotland at the Court of Session. It followed the resignation of Nicola Sturgeon as first minister and leader of the Scottish National Party (SNP) on 15 February, triggering a leadership contest that Yousaf won.
