Motorway service areas (MSA) also known as services or service stations, are rest areas in the UK and Ireland where drivers can leave a motorway to refuel/recharge, rest, eat and drink, shop, use the toilet or stay in an on-site overnight hotel. They are also a safe refuge for drivers who break down alongside leaving at a motorway junction. The vast majority of motorway services in the UK are owned by one of three companies: Moto, Welcome Break and Roadchef. Smaller operators include Extra, Westmorland and EG Group.
The first two service areas in the UK, Watford Gap and Newport Pagnell, opened with temporary facilities when the M1 motorway was opened, on 2 November 1959.
Initially, most service areas were designed to be bold and attractive, with many opening viewing platforms and featuring fancy restaurants. A famous example of a service area from this era is Lancaster, which features a 65ft tower which previously contained the main restaurant. However, it became apparent in the late 1960s that such fancy amenities were unprofitable, so service areas began offering an increasingly basic service. High street brands were introduced to service areas in the 1990s, with most facilities eventually becoming franchises of well known brands. [1]
As more service stations opened, the number of operating companies increased, with sites run by the Rank Organisation, Granada, Pavilion, Take a Break and Esso, among others. Through acquisitions and mergers, there are now only three major operators. In an attempt to break this oligopoly, in 2001, the government proposed allowing "mobile fast food vans" to operate at the areas, [2] though this idea never came to fruition.
Originally, service areas were government-owned and leased to the operating companies. From 1992 onwards, new sites were planned and owned by private operators, and existing sites sold to them. [1]
In 2007, an AA survey concluded that service areas had improved in the previous three years, but cleanliness and pricing were still major issues. [3]
Opposition towards service areas has grown, with some planning applications being refused: some notable examples are Catherine-de-Barnes on the M42, [4] and Kirby Hill on the A1(M), [5] both of which have had applications contested. Despite concerns of local residents, [6] Beaconsfield on the M40 opened on 17 March 2009, [7] and Cobham services opened in September 2012. [8] Kirby Hill would eventually get approved for construction in April 2021. [9]
In 2017, Transport Focus began an annual review of service areas, with each site ranked on a league table. Reviews have taken place every year since. [10] The latest UK motorway service area to open is Rugby services, operated by Moto Hospitality which opened on 30 April 2021. [11]
Ireland has six official motorway service areas, but 16 in total. The first service area, Lusk services, opened on the M1 on 8 September 2010.
For many years, the National Roads Authority (NRA) opposed building services, preferring traffic to use existing businesses in bypassed towns, and that the motorway network was not large enough to support them. [12] However, in 2006 the Roads Act 2007 made provision for a Motorway Service Area Scheme to allow the construction of services. The NRA held a competition to determine an operator for the first three service areas to be opened. [13] SuperStop, a consortium consisting of Petrogas (Applegreen) and Tedcastles Oil Products (TOP), won the contract. [14] These first services were Lusk (M1), Castlebellingham (M1) and Enfield (M4) and were all opened in late 2010.
Motorway services began to be developed privately from 2011, following delays from the NRA due to the economic recession. The first of these private sites was Cashel services on the M8, which was built by Topaz and opened on 9 June 2011.
The NRA awarded the second batch of three services (Gorey, Athlone and Kilcullen) to Topaz in 2014. SuperStop objected to the decision - resulting in the construction and opening of the three services being delayed. [15] All three sites would eventually be opened in 2019, despite Gorey being constructed as far back as 2015. [15] The sites would also open under Circle K instead after Topaz had been rebranded under the banner in 2018. [16]
The newest motorway service area in Ireland is the Portlaoise Plaza, which opened on 31 July 2020. [17] The third wave of services is currently under review by Transport Infrastructure Ireland (successor to the NRA).
Current government policy is that the interval between core motorway service areas should be no more than 28 miles (45 km) or 30 minutes travelling time, whichever is the lesser. [18] A previous minimum separation of 12 miles [19] was removed in 2013. The current 28 miles is derived from 30 minutes driving time for an HGV limited to 56 mph (90 km/h) and replaced the previous 30 miles (48 km) in 2008. [19]
Initially service areas were located between junctions (on-line sites), having their own entry and exit slip roads. On-line sites usually have a separate site for each direction of travel, but e.g. Cobham services has a single site, accessed directly from the clockwise carriageway and via a tunnel from the anticlockwise carriageway of the M25.
In 1992, the system was changed so that the developer became responsible for choosing the site of a motorway service area, and consequently junction sites became the preferred option as they are cheaper to construct, as well as being accessible to traffic travelling in several directions. Following a public consultation in 2007/8, the Department for Transport/Highways Agency announced that new services should be located at on-line sites, unless a junction site is the only possibility. [19]
Two recent openings, Wetherby (2008) and Beaconsfield (2009), are examples of junction sites: they are located at A1(M) junction 46, and M40 junction 2 respectively. However, more recently still, Cobham (2012) and Gloucester (2014) are on-line.
The siting of motorway service areas can be contentious, leading to protracted public inquiries, and often vociferous local campaigns against proposed schemes. [20]

Government policy for motorway services has been set out in a succession of Department for Transport Circulars, the current version being issued in December 2022. [18] This sets out various facilities that must be provided in a new service station. Existing services that do not comply, because the requirements have changed, must achieve compliance as part of any significant refurbishment. These are enforced on operators either by the terms of their lease or by the need for the Highways Agency to agree to provide access to the motorway, and planning permission should be granted only for facilities that comply. The requirements include 24-hour, 365-day provision of:
A picnic area with a minimum of ten tables each seating six people was required up to 2013, [19] and is still required in order for a picnic area to be advertised on signage.

Lodges for accommodation are permitted. Conference facilities or business centres and retail space are permitted; the size of each of these was limited, basically to 200 and 500 m2 (2,200 and 5,400 sq ft) respectively, until 2013, but are now left to the planning system.
Originally, service areas were allowed to sell alcohol with food. Sale of alcohol was outlawed on service areas on government-owned land from 1961, permitted from 1998, banned for new sites from 2008, and permitted again from 2013.[ citation needed ]
The government policy distinguishes "service areas" and "rest areas". There are three rest areas (Todhills, Leeming Bar, and Scotch Corner). All were existing facilities on trunk roads that were upgraded to motorways, and now, in fact, meet the requirements for service areas.[ citation needed ] There is a further category of Truck Stop, serving HGVs only.
The M40 motorway links London, Oxford, and Birmingham in England, a distance of approximately 89 miles (143 km).
The M7 motorway is a motorway in Ireland. The motorway runs continuously from the outskirts of Naas in County Kildare to Rossbrien on the outskirts of Limerick city. The M7 forms part of the Dublin to Limerick N7 national primary road. The section of the motorway bypassing Naas, an 8 km stretch, was the first section of motorway to open in Ireland, in 1983. Following substantial works to extend the M7 to Limerick, by the end of 2010, the motorway replaced all of the old single-carriageway N7 route which is now designated as R445. At 166.5 km, the M7 is the longest motorway in Ireland.
A rest area is a public facility located next to a large thoroughfare such as a motorway, expressway, or highway, at which drivers and passengers can rest, eat, or refuel without exiting onto secondary roads. Other names include motorway service area (UK), services (UK), travel plaza, rest stop, oasis (US), service area, rest and service area (RSA), resto, service plaza, lay-by, and service centre (Canada). Facilities may include park-like areas, fuel stations, public toilets, water fountains, restaurants, and dump and fill stations for caravans / motorhomes.
The M1 is a motorway in Northern Ireland. It is the longest motorway in Northern Ireland and runs for 38 miles (61 km) from Belfast to Dungannon through County Antrim, County Down, County Armagh and County Tyrone. It forms part of the route via the A1 in Northern Ireland between Belfast and Dublin as well as being a part of the unsigned European E01 and E18 routes.
Watford Gap services are motorway services on the M1 motorway in Northamptonshire, England. They opened on 2 November 1959, the same day as the M1, making them one of the oldest motorway services in Britain. The facilities were originally managed by Blue Boar, a local company that had run a nearby petrol station before the M1 opened. Roadchef bought the services from Blue Boar in 1995.
Welcome Break Limited is a British motorway service station operator that operates 35 motorway service stations in England, Scotland and Wales. It is the second-largest motorway service area operator behind Moto. It also operates hotels and motels. It is a subsidiary of Irish motorways services operator Applegreen.
Moto Hospitality Limited, trading as Moto, is a British service station operator which operates 59 motorway service stations across the United Kingdom. It is currently the UK's largest service area operator.
Daventry International Rail Freight Terminal (DIRFT) is a rail-road intermodal freight terminal with an associated warehousing estate in Northamptonshire, England. The facility is located at the junctions between the M1 motorway, A5 and A428 roads, 4 miles (6 km) east of Rugby and 6 miles (10 km) north of Daventry; it has a rail connection from the Northampton loop of the West Coast Main Line.
Woolley Edge services is a motorway service station on the M1 motorway within the borough of the City of Wakefield, West Yorkshire, England. It lies between junctions 38 and 39 close to West Bretton and west of the village of Woolley.
Transport in Leeds consists of extensive road, bus and rail networks in Leeds, West Yorkshire, England. Public transport in the Leeds area is coordinated and developed by West Yorkshire Metro. The city has good rail and road links to the rest of the country. Leeds railway station is one of the busiest in Britain, and Leeds is connected to the national road network via the A1(M) motorway, M1 motorway and M62 motorway. The city is served by Leeds Bradford Airport.
Cardiff Gate is a business park development, located on the junction 30 of the M4 motorway and the A4232 north east of Cardiff, South Wales.
The M9 motorway is a motorway in Ireland linking the M7 between Naas and Newbridge near Kilcullen to Waterford. Opened in sections between 1994 and 2010, the final section opened on 9 September 2010.
Extra MSA Services Ltd is a company that operates nine motorway service stations in England, mainly on primary routes. It is based at Beaconsfield services, previously being in the centre of Lincoln. It is also known as Extra MSA Forecourts Ltd.
Strensham services is a motorway service station on the M5 in Worcestershire, England. It is operated by Roadchef. In August 2011, it was rated as 4 stars (southbound) and 3 stars (northbound) by quality assessors at Visit England.
In Ireland, the highest category of road is a motorway, indicated by the prefix M followed by a one- or two-digit number. The motorway network consists entirely of motorway-grade dual carriageways and is largely focused upon Dublin. There are also several three-lane motorways, while Ireland's busiest road, the M50, incorporates four-lane, five-lane, and six-lane stretches.
Toddington Services is a motorway service station on the M1 motorway between junctions 11A and 12, just north of Luton and Dunstable in Bedfordshire, England. It takes its name from the nearby village of Toddington. It is owned by Moto Hospitality.
Beaconsfield services is a motorway service station on the M40 motorway in Beaconsfield in Buckinghamshire, England. It is operated by Extra, and opened on 17 March 2009. It is the fourth and most recent of the service areas to be built on the 89-mile motorway which links London, Oxford and Birmingham. At its opening, it was the largest motorway service area in the United Kingdom. The petrol station with 36 pumps is also the largest filling station in the country. Petrol stations are provided by Shell and a hotel is operated by Ibis Budget.
The Milton Keynes Coachway is a Coachway interchange close to junction 14 of the M1 motorway on the eastern edge of Milton Keynes, north Buckinghamshire, England. It supports National Express intercity coach services to cities, towns and airports on the M1, and on into Scotland, to Heathrow, Gatwick, Stansted and Luton Airports, as well as Stagecoach East's route X5 between Oxford and Bedford, and interchange between these services. There are also local bus services and nearby, a park and ride site. It is the second busiest coach station in the United Kingdom. Dating from 1989, it was the first of the UK's Coachway interchanges.
The Vale of York services is a future motorway service area (MSA) on the A1(M) in North Yorkshire, England. The MSA will be located on the western side of the motorway between Junctions 48 and 49, with access to both the northbound and southbound carriageways. The planning application has been submitted multiple times between 2001 and 2021.
