Prem Shanker Goel (born 20 April 1947) is an Indian space scientist, [1] former secretary at the Department of Ocean Development, [2] Ministry of Earth Sciences, [3] Government of India and a former director of Indian Space Research Organization. [4] [5] [6] He was honored by the Government of India, in 2001, with the fourth highest Indian civilian award of Padma Shri. [7]

Biography

Born on 20 April 1947 [1] [5] in Rajasthan, he graduate from M.B.M. University, secured a post graduate degree (ME) in Applied Electronics and Servomechanism from the Indian Institute of Science, Bangalore (IISc) and continued at Bengaluru to complete his PhD from the Bangalore University. [3] [1] [5] He started his career by joining the Indian Space Research Organization at their centre in Thiruvananthapuram in the project for Satellite Attitude Control System for spinning RS-1 satellite but later shifted to the Bengaluru centre to join the Aryabhata (satellite) team. [3]

Over the years, Goel has served as the chairman of the Spacecraft System Advisory Board for IRS-1, the project engineer of the Attitude and Orbitalal Control Subsystem of the Ariane Passenger Payload Experiment, associate project director of INSAT-2, head of the control system, group director of Attitude and Orbitalal Control Subsystem, deputy director of Mission and Control Area, associate director and later, the director of ISRO satellite system. [3] [4] On his retirement from ISRO in 2005, he was appointed as the Secretary of the Department of Ocean Development, [2] a post he held till 2008. [3] During his tenure there, the department was developed into a full-fledged ministry, Ministry of Earth Sciences, by combining the departments of ocean, atmosphere, geoscience and atmosphere. The next move was as the Chairman of Recruitment and Assessment Centre of the Defence Research and Development Organisation. He is the incumbent Honorary Distinguished Professor at ISRO and holds the Professor M. G. K. Menon DRDO Chair. [3] [1]

Goel is credited with the development of the spin axis orientation system for Bhaskara I and Bhaskara II satellites and the magnetic control for spinning satellites. [3] His contributions are also reported in the Ariane Passenger Payload Experiment project in the development of momentum based III-axis control system, in the IRS-V project in the development of zero momentum biased III-axis control system and in the INSAT-II project in the development of configuration momentum biased attitude control system. [3] He has also been involved in the development of TES, SRE missions and other communication and scientific missions. [3] [2]

The first chairman of the Earth Commission, a global forum of scientists. [8] and a member of several professional organizations such as the International Academy of Astronautics, Paris and the Indian National Academy of Engineering, [3] [4] Goel has over 100 scientific papers to his credit, [2] published in peer reviewed national and international journals. [3] He has also attended many conferences and seminars to deliver keynote addresses. [4]

Awards and recognitions

Prem Shanker Goel is an elected Fellow of the Indian National Science Academy, National Academy of Sciences, India, [9] The Academy of Sciences for the Developing World, the Aeronautical Society of India [3] and the Indian Academy of Sciences [1] He is also an honorary Fellow of the Electrochemical Society of India, and the Indian Institute of Technology, Mumbai. [3]

Goel received the Special Achievement Award in 1975 for the Aryabhata project and Hari Om Ashram Prerit Dr. Vikram Sarabhai Research Award in 1983. [5] In 1992, he was awarded the ASI Lifetime Achievement Award by the Aeronautical Society of India. [3] [5] The same year, he received the VASVIK Industrial Research Award followed by Om Prakash Bhasin Award in 1995. [5] The Government of India awarded him the civilian honour of Padma Shri in 2001. [3] [5] He is also a recipient of ISRO Distinguished Scientist Award. [3]

Dhawan was one of the most eminent researchers in the field of turbulence and boundary layers, leading the successful and indigenous development of the Indian space programme. He succeeded M. G. K. Menon, as the third chairman of the Indian Space Research Organisation (ISRO) in 1972. The second launch pad of ISRO, Satish Dhawan space centre is named after him. He is greatly regarded as the man behind A. P. J. Abdul Kalam.

Krishnaswamy Kasturirangan is an Indian space scientist who headed the Indian Space Research Organisation (ISRO) from 1994 to 2003. He is presently Chancellor of Central University of Rajasthan and NIIT University. He is the former chancellor of Jawaharlal Nehru University and the chairman of Karnataka Knowledge Commission. He is a former member of the Rajya Sabha (2003–09) and a former member of the now defunct Planning Commission of India. He was also the director of the National Institute of Advanced Studies, Bangalore, from April 2004 to 2009. He is a recipient of the three major civilian awards from the Government of India: the Padma Shri, the Padma Bhushan and the Padma Vibhushan.

Udupi Ramachandra Rao was an Indian space scientist and former chairman of the Indian Space Research Organisation. He was also the Chairman of the Governing Council of the Physical Research Laboratory at Ahmedabad and Nehru Planetarium at Bengaluru and chancellor of the Indian Institute for Space Science and Technology (IIST) at Thiruvananthapuram. He is known as "The Satellite Man of India". He pioneered India's first satellite launch Aryabhata in 1975.

India's remote sensing program was developed with the idea of applying space technologies for the benefit of humankind and the development of the country. The program involved the development of three principal capabilities. The first was to design, build and launch satellites to a Sun-synchronous orbit. The second was to establish and operate ground stations for spacecraft control, data transfer along with data processing and archival. The third was to use the data obtained for various applications on the ground.

Aryabhata was India's first satellite, named after the astronomer. It was launched on 19 April 1975 from Kapustin Yar, a Soviet rocket launch and development site in Astrakhan Oblast using a Kosmos-3M launch vehicle. It was built by ISRO, and launched by the Soviet Union as a part of the Soviet Interkosmos programme which provided access to space for friendly states.

His work in the field of transponder design and development led to a boost in India's communication satellite technology.

K. Radhakrishnan a.k.a. Koppillil Radhakrishnan is an Indian space scientist who headed the Indian Space Research Organisation (ISRO) as Chairman of Space Commission, Secretary of the Department of Space, Government of India. Under his leadership, India became the first country to reach Mars in its first attempt.

Thekkethil Kochandy Alex is an Indian space scientist. He was the director of the ISRO Satellite Centre (ISAC) of Indian Space Research Organisation (ISRO) (2008–2012) and Member, Space Commission. He specialized in electro-optic systems and satellite technology. Starting with the first Indian satellite Aryabhata, he has been responsible for the sensor systems in all the Indian satellites. Under his leadership the Laboratory for Electro Optics Systems (LEOS) was established in 1993 and from the inception he was its director till 2008. He was conferred "Dr. Vikram Sarabhai Distinguished Professorship" in 2011.

George Joseph is an Indian space scientist, best known for his contributions to the development of remote sensing technology in India, especially Earth observation sensors. He is a former chairman of the Lunar Mission Study Task Force of the Indian Space Research Organization (ISRO) and an elected fellow of the National Academy of Sciences, India, Indian Academy of Sciences and Indian National Academy of Engineering. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 1999.

Aluru Seelin Kiran Kumar is an Indian space scientist and former chairman of the Indian Space Research Organisation, having assumed office on 14 January 2015. He is credited with the development of key scientific instruments aboard the Chandrayaan-1 and Mangalyaan space crafts. In 2014, he was awarded the Padma Shri, India's fourth highest civilian award, for his contributions to the fields of science and technology. Nilamber Pant is an Indian space scientist, a former member of the Space Commission of India and a pioneer of satellite based communication and broadcasting in India. He served at the Satish Dhawan Space Centre and the ISRO Satellite Centre before becoming the vice chairman of the Indian Space Research Organization (ISRO). The Government of India awarded him the fourth highest Indian civilian honour of Padma Shri in 1984.

The U R Rao Satellite Centre (URSC), formerly ISRO Satellite Centre (ISAC) (Hindi: इसरो उपग्रह केंद्र) is an ISRO centre for the design, development, and construction of Indian satellites. It was established in 1972 as Indian Scientific Satellite Project (ISSP) in Peenya Industrial Estates of Bangalore. ISAC was renamed as U. R. Rao Satellite Centre (URSC) after the former ISRO Chairman and ISAC founding director Dr. Udupi Ramachandra Rao with effect from 2 April 2018. URSC is situated in Vimanapura Post.
