On 13 July 2014, mortar shells fired from Ukrainian territory landed in the courtyard of a private home in the border town of Donetsk [1] . The shelling killed one civilian and injured two others. [2]
Pro-Russian protests began in the neighboring Donetsk and Lugansk regions of Ukraine in February 2014 and eventually escalated into an armed insurgency by April. The Ukrainian government launched counterattacks, and by July 2014, had retaken significant territory from the pro-Russian rebels. [3] [4]
On Friday, 11 July, two days before the shelling, 36–37 Ukrainian soldiers were killed in a Grad rocket bombardment. [5] [6] In response, Ukrainian President Petro Poroshenko announced that for "every soldier's life, the militants will pay with dozens and hundreds of their own." [1]
Up to six mortar shells exploded on Sunday, 13 July, in Donetsk, Russia, a town of 50,000 that shares the same name as the much larger Ukrainian city and is just 1 km away from the Ukraine-Russia border. The mortar shells landed in the courtyard of a private home, killing a 46-year-old man, while injuring two others. [2]
According to local officials, the shells were fired from Ukrainian territory. [7] Russian officials said that the border towns near Ukraine, which Ukraine claimed were being used by rebels, were hit in the past by Ukrainian fire. [8] A local government official said that the shelling happened around 9:20 AM. [9]
According to the daughter of the man who was killed in the shelling, she "woke up in the middle of the night" (thus contradicting the earlier report of attack happening at 9:20 AM) and heard her younger brother scream, then she ran out of the house, and heard her father scream. After that, she and her brother went to the porch and found her father, who was killed, missing an arm.[ citation needed ]
Ukraine denied responsibility for the shelling, claiming it was a false flag attack by pro-Russian militants. The Ukrainian National Guard said it was never deployed in the region in which the shelling occurred.
The incident increased tensions between Russia and Ukraine, with Russia vowing a "response". Russia said it would be considering "surgical strikes" to target Ukrainian military positions near the border, but that there would not be a full-scale invasion of Ukraine. [10]
Russia has asked military attaches from eighteen countries including the four other permanent members of the UN Security Council – China, France, the United Kingdom, and the United States – to visit the scene of the shelling. [11]
Military attaches from eleven member-states of the Organization for Security and Co-operation in Europe (OSCE) and foreign journalists have inspected the areas that came under fire from Ukraine's territory. Germany's military attache, Brigadier General Reiner Schwalb stated "Russia does not conceal the events. Our task is to understand the situation,". [12]
Russian Federation – Deputy Foreign Minister Grigory Karasin said in a radio interview on 13 July that the Ukrainian army is responsible for the shelling and that the incident could have "irreversible consequences". [1] The Ukrainian chargé d'affaires in Moscow was summoned by the Russian Foreign Ministry and handed a note of protest.[ citation needed ]
Ukraine – Spokesman for the National Security and Defense Council of Ukraine Andriy Lysenko dismissed Russia's claims as "total nonsense" and denied that Ukrainian forces were behind the shelling. [15] Lysenko suggested that the rebels could have been behind the attack in order to provoke Moscow to intervene on their behalf. [15] President Petro Poroshenko further accused Russia of sending its army across the border and attacking Ukrainian servicemen. [15] 
USA – State Department spokesperson Jen Psaki commented during a briefing held on 15 July on the incident. She said Russia failed to provide sufficient evidence confirming that Ukraine was indeed behind the July 13 cross-border mortar shelling. [16] 
Novorossiya – Separatists denied that they were behind the attack. [15] DPR vice prime minister Andrey Purgin told a Moscow radio station, "We're accustomed to being blamed for all Ukrainian shellings."[ citation needed ]
The war in Donbas, or Donbas war, was a phase of the Russo-Ukrainian War in the Donbas region of Ukraine. The war began 12 April 2014, when a fifty-man commando unit headed by Russian citizen Igor Girkin seized Sloviansk in Donetsk oblast. The Ukrainian military launched an operation against them. It continued until it was subsumed by the Russian invasion of Ukraine in February 2022.
During the 2014 pro-Russian unrest in Ukraine in the aftermath of the Revolution of Dignity, the city of Mariupol, in Donetsk Oblast, saw skirmishes break out between Ukrainian government forces, local police, and separatist militants affiliated with the Donetsk People's Republic. Government forces withdrew from Mariupol on 9 May 2014 after heavy fighting left the city's police headquarters gutted by fire. These forces maintained checkpoints outside the city. Intervention by Metinvest steelworkers on 15 May 2014 led to the removal of barricades from the city centre, and the resumption of patrols by local police. Separatists continued to operate a headquarters in another part of the city until their positions were overrun in a government offensive on 13 June 2014.
The 2nd Battalion of Special Assignment "Donbas" is a unit of the National Guard of Ukraine subordinated to the Ministry of Internal Affairs of Ukraine and based in Severodonetsk. Originally created in 2014 as a volunteer unit called the Donbas Battalion by Semen Semenchenko following the Russian occupation of Crimea and possible invasion of continental Ukraine. The formation of the unit started in the spring of 2014 during the 2014 pro-Russian unrest in Ukraine. The unit was initially formed as an independent force, but has been since fully integrated into the National Guard as the 2nd Special Purpose Battalion "Donbas" within the 15th Regiment of the National Guard.
The Battle in Shakhtarsk Raion began on 16 July 2014, when the Armed Forces of Ukraine attempted to cut off the Russian backed separatists’ supply lines from Russia. Fighting broke out around the towns of Marynivka, Dmytrivka, Stepanivka, Shakhtarsk, as well as the strategic hill of Savur-Mohyla. It later spread to the cities of Snizhne and Torez. While the battle was in progress, a civilian passenger airliner, Malaysia Airlines Flight 17, was shot down near Hrabove on 17 July. Amidst a wide counter-offensive by the Russian proxy forces and their Russian backers across Donbas, government troops were forced out of Shakhtarsk Raion on 26 August.
On 18 August 2014, during the war in Donbas, a convoy of refugees fleeing heavy fighting near Luhansk, Ukraine, was hit by an artillery strike. At least 17 people were killed in the strike which the Ukrainian government blamed on insurgents affiliated with the Luhansk People's Republic. The insurgents denied striking any convoy and blamed the attack on the Ukrainian government.
Insurgents affiliated with the Donetsk People's Republic (DPR), backed by Russian troops, opened a new front in the war in Donbas on 25 August 2014, when they attacked the Ukrainian government-controlled city of Novoazovsk in southern Donetsk. Government forces were forced to retreat from Novoazovsk to the city of Mariupol, leaving DPR forces in control.
The Second Battle of Donetsk Airport was an engagement between the Ukrainian military and Russian military and its proxy forces of the Donetsk People's Republic (DPR) during the War in Donbas. An earlier battle in May 2014 had left Donetsk International Airport in Ukrainian control. Despite a ceasefire agreement, the Minsk Protocol, in place since 5 September 2014, fighting broke out between the warrying parties on 28 September 2014.
The Volnovakha bus attack was an attack on a highway checkpoint near the village of Buhas outside of the Volnovakha municipality in the Donetsk Oblast, Ukraine on 13 January 2015. It resulted in the deaths of 12 passengers of an intercity bus and injuries to 18 others in the area. The attack was the largest single loss of life since the signing of the Minsk Protocol in September 2014, which attempted to halt the War in Donbass. The incident has been labeled an "act of terror" by both the Ukrainian authorities as well as the rebels.
A rocket attack on Mariupol was launched on 24 January 2015 by Russian and pro-Russian forces against the strategic maritime city of Mariupol, defended by Ukrainian government forces. Mariupol had come under attack multiple times in the previous year in the course of the War in Donbas, including in May–June 2014, when the city was under the control of Russian controlled forces; and in the September 2014 offensive.
The Battle of Debaltseve was a military confrontation in the city of Debaltseve, Donetsk Oblast, between the pro-Russian separatist forces of the Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR), and the Ukrainian Armed Forces, starting in mid-January 2015 during the war in the Donbas region. The Russian forces composed mostly of "Wagner Group" soldiers recaptured Debaltseve, which had been under Ukrainian control since a counter-offensive by government forces in July 2014. The city lay in a "wedge" of Ukrainian-held territory bordered by the DPR on one side, and the LPR on the other, and is a vital road and railway junction.
The Shyrokyne standoff was a battle for the control of the strategic village of Shyrokyne, located approximately 11 km (6.8 mi) east of Mariupol city limits, between Ukrainian forces led by the Azov Regiment, and Russian-backed separatists, between February and July 2015. It was part of the larger war in Donbas. On 10 February 2015, the Azov Regiment launched a surprise offensive against pro-Russian separatists associated with the Donetsk People's Republic (DPR) with the aim of pushing the separatist forces away from Mariupol city limits. The village is located just 10 km (6.2 mi) from the Ukrainian-controlled city of Mariupol, and was used as a launching point for separatist attacks on the city, which served as the administrative centre of Donetsk Oblast whilst DPR forces control Donetsk city. Fighting continued until 3 July 2015, when DPR forces unilaterally withdrew from Shyrokyne. Subsequently a cease-fire was declared in the area.
The Battle of Marinka was a short battle in the war in Donbas in and around Marinka, Donetsk Oblast which took place on 3 June 2015. Ukrainian forces fought the self-proclaimed Donetsk People's Republic's (DPR) Republican Guard and Pyatnashka Brigade under Akhra Avidzba. The town of Marinka was briefly seized by the DPR forces before it was recaptured by the Ukrainians.
The Zelenopillia rocket attack took place on 11 July 2014 during the war in Donbas. The rocket barrage, which was launched from inside Russian territory by Russian forces, killed 37 Ukrainian soldiers and border guards in a camp at Zelenopillia, Luhansk Oblast.
40th Motorized Infantry Battalion is a formation of the Ukrainian Ground Forces. It was originally formed as the 40th Territorial Defence Battalion Kryvbas in Kryvyi Rih.
