From May 5-10, 2024, Chinese President Xi Jinping made state visits to France, Serbia, and Hungary. [1] [2]

Background

In April 2024, Chinese Director of the Office of the Central Foreign Affairs Commission Wang Yi communicated with Emmanuel Bonne, the diplomatic advisor to the President of France by telephone on a trip for "adding new connotations to the comprehensive strategic partnership between the two countries", [3] [4] days ahead of this expected state visits to Europe. [5]

Xi Jinping's trip coincided with the 25th anniversary of the May 7, 1999 United States bombing of the Chinese embassy in Belgrade, and public opinion has focused on China's attitude and actions toward NATO as reflected in the event. [6]

Hungarian Prime Minister Viktor Orbán's chief of staff Gergely Gulyas told a press conference on April 25, 2024, that Xi Jinping will visit Hungary on May 8–10. [7]

Visit

On the morning of May 5, Xi Jinping left Beijing on a special plane for a state visit to the three countries. Accompanying Xi on the trip were: Xi Jinping's wife Peng Liyuan; Cai Qi (member of the Politburo Standing Committee of the Chinese Communist Party and Director of the General Office of the Chinese Communist Party), Wang Yi (member of the Politburo of the Chinese Communist Party and Minister of Foreign Affairs), and others. France

On the afternoon of May 5, 2024, Xi arrived in Paris and began his state visit to France. [10]

On May 6, Xi was invited to hold a tripartite meeting of Chinese, French and European leaders with French President Emmanuel Macron and European Commission President Von der Leyen at the Elysee Palace in Paris, where the three sides discussed China–European Union relations, China–France relations, the Russian invasion of Ukraine and the Israel–Hamas war. [11] [12] They were greeted by French Prime Minister Gabriel Attal and other senior representatives of the French government. [13] [14]

In the afternoon, Xi held talks with French President Emmanuel Macron at the Elysee Palace. Before the talks, Xi presented Macron with the Beijing Olympic Torch (2022 Winter Olympics and 2008 Summer Olympics) and Macron returning the favor with the Paris Olympic Torch as state gifts. [15]

Xi also attended the closing ceremony of the sixth meeting of the China-France Entrepreneurship Council with Macron in Paris and delivered a keynote speech. [16] In that evening, Xi and his wife Peng Liyuan attended a welcome banquet hosted by Macron and his wife Brigitte at the Elysee Palace. [17] Following discussion on the granting of visas, [18] China has announced to extend the visa-free policy until December 31, 2025, for 12 countries: France, Germany, Italy, the Netherlands, Spain, Malaysia, Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg. [19]

On May 7, President and Mrs. Macron took President Xi and Mrs. Peng Liyuan to the Hautes-Pyrenees in Pyrenees, the birthplace of Macron's grandmother. [20] [21] [22]

Serbia

In advance of the visit to Serbia, which overlapped with the 25th anniversary of the United States bombing of the Chinese embassy in Belgrade, Xi wrote an article in the Serbian newspaper Politika stating, "The friendship between China and Serbia which is soaked in blood that the two peoples spilled together has become a joint memory of the two peoples and will encourage both parties to make together huge steps forward." [23]

On the evening of May 7, President Xi arrived in Belgrade for a state visit to Serbia at the invitation of Serbian President Aleksandar Vučić. [24] When Xi arrived at Belgrade's Nikola Tesla International Airport, he was greeted by Serbian President Vučić and his wife Tamara Vučić, the chairman of the National Council for Cooperation with China and former President Tomislav Nikolić and his wife Dragica Ninković, President of the National Assembly Ana Brnabić, Prime Minister Miloš Vučević and Ministry of Internal Affairs Ivica Dačić. On the morning of May 8, President Xi held talks with Serbian President Vučić at House of the National Assembly in Belgrade. [27] They signed the Joint Declaration on Deepening and Upgrading the China-Serbia Comprehensive Strategic Partnership and Building a New Era China-Serbia Community of Destiny. The two heads of state also entered bilateral cooperation agreements on topics including joint construction of the Belt and Road Initiative, green development, digital economy, e-commerce, infrastructure, economic and technological development, information and communication, agriculture and food, and media. [28] President Xi also expressed China's support for the Serbian side's efforts to safeguard its national sovereignty and territorial integrity on the Kosovo issue. President Vučić said that Serbia would continue to stand firmly with China on all issues related to China's core interests. [28] [29]

At noon, Vučić and Tamara hosted a welcome banquet for Xi and Peng at House of the National Assembly. [30] [31]

Hungary

On the evening of May 8, President Xi Jinping arrived in Budapest for a state visit to Hungary. At Ferenc Liszt International Airport, Prime Minister of Hungary Viktor Orbán and his wife Anikó Lévai, Foreign Minister Péter Szijjártó and other senior government officials greeted Xi. [32] [33] On the morning of May 9, Xi attended a welcoming ceremony jointly hosted by Hungarian President Tamás Sulyok and Prime Minister Viktor Orbán in Budapest. [34]

On the afternoon of May 9, Xi held talks with Orbán at the Prime Minister's Office in Budapest. The countries stated that they are satisfied with the Belt and Road Initiative and that China supports Hungary in playing a greater role within the EU on promoting China-EU relations. [35] The visit brought protests concerning human rights in Tibet. [35] [36] The two leaders announced that China-Hungary relations would be upgraded to an all-weather comprehensive strategic partnership. [37]

On the evening of May 10, President Xi Jinping took off from Budapest Airport back to Beijing, ending his trip to Europe. [38]

The 2015 state visit of Xi Jinping to the United States, which was from September 22 to 28, 2015, was the state visit of China's paramount leader Xi Jinping to the United States. It was his seventh visit to the United States and his first visit after succeeding the General Secretary of the Chinese Communist Party in 2012. During his visit, Xi attended the US–China Internet Industry Forum, met US President Barack Obama and attended the 70th anniversary of the United Nations.

The 2015 Xi Jinping United Kingdom visit, from 19 to 23 October 2015, was the first state visit of Xi Jinping to the United Kingdom. It also was the Chinese paramount leader's first visit to the United Kingdom since 2005 and the second Chinese state leader to visit the UK after Chinese Premier Li Keqiang's visit between 16 and 19 June 2014. During the visit, Xi met Queen Elizabeth II and Prime Minister David Cameron, and also visited Manchester City F.C.

The Kim–Xi meetings were a series of summits between North Korea and China during 2018 and 2019. North Korean supreme leader Kim Jong Un secretly met with Chinese paramount leader Xi Jinping on March 25–28, 2018. Xi made a classified invitation to Kim to visit China, after which Kim visited Beijing and used his bullet proof train to travel to the three-day meeting. It is his first known out-of-country diplomatic trip since taking power. Kim and Xi had a second surprise meeting on May 7–8, 2018 in the city of Dalian. Kim and Xi had a third surprise meeting on June 19–20, 2018. They had a fourth surprise meeting on January 7–10, 2019 in Beijing, followed by a fifth official DPRK and China summit June 20–21, 2019 in the Forbidden City, Pyongyang.

It also coincided with the 55th anniversary of the establishment of China-France relations in 1964. The 20th Politburo of the Chinese Communist Party (CCP), formally the Political Bureau of the 20th Central Committee of the Communist Party of China, was elected at the 1st Plenary Session of the 20th Central Committee of the CCP on 23 October 2022 in the aftermath of the 20th National Congress. This electoral term was preceded by the 19th Politburo. Seven of the 24 members serve in the 20th Politburo Standing Committee.

The 2022 China-Arab States Summit was the 1st summit of the heads of state and representatives of 21 countries of the Arab League, and the head of state of the People's Republic of China. It was held on 9 December 2022, in Riyadh, Saudi Arabia.

The 2023 France–China summit was a three-day state visit by Emmanuel Macron, the President of France, to China from April 5 to 7, 2023. It was Macron's first visit to China since the COVID-19 pandemic and his third since taking office in 2017. He was accompanied by a delegation of more than 50 CEOs and met with members of the French business community in China. He also met with Xi Jinping, the General Secretary of the Chinese Communist Party and President of China, and Ursula von der Leyen, the President of the European Commission, to discuss various issues. By recalling the solid foundation of China-France relations and the friendship between the two peoples, the two heads of state had an in-depth exchange of views on bilateral relations, China-EU relations and major international and regional issues, especially the ongoing Russian invasion of Ukraine and China's potential role as a mediator between Russia and the West. The visit was seen as an attempt to "reconnect" with China after three years of its zero-Covid policy and despite Beijing's increasing benevolence to Russia in the context of the Russo-Ukrainian war.

China-Central Asia Summit is a diplomatic summit held by the leaders of the People's Republic of China and the five Central Asian countries. The first China-Central Asia Summit was held at the Xi'an International Conference Center in Xi'an, Shaanxi Province from May 18 to 19, 2023. Xi Jinping, the paramount leader of China, presided over the summit, and the heads of state of the five Central Asian countries attended the summit.
